Russian Girenak Joseph, who visited Kirkuk in Kurdistan as a part of his tour throu the 1870 - 1873 AD, who published the results of his trip & his studies later in 1879, in the 4th volume in the Bulletin of the Caucasus department of the Royal Geographical Russian Society estimated Kirkuk's population as many as 12-50,000 people, & he emphasized that except 40 Christian families, the rest of the population were Kurds. As for The Turkmen & Arabs, they have not been already existed at the time.

That must be wrong. The largest football stadium of Iraq, Basra Sports City, has 65,000 seats/capacity.

This is Basra Sports City (only modern thing Iraqi Arabs have haha )

According to wikipedia, Basra sports stadium cost is 550 million dollars. LOL. Corrupt as F**k, they have stolen at least 350 million xD.

No, not necessary. Basra stadium has a capacity of 100,000 people and cost close to $1 billion.
It's irresponsible to spent $1 BILLION USD on a stadium...

They should create a big stadium in Kurdistan, sure, but not one that expensive and drowned in corruption...

The biggest stadium in Madrid (population 3,5 million) has a capacity for 80,000 people.
What do these smelly Arabs in Basra think they need a 100,000 capacity stadium for? Lol.

A stadium with capacity of between 50-70 thousand people should be enough for South-Kurdistan.

Stadiums cost a lot of money and Kurdistan currently doesn't really have events that need/require huge stadiums.

They should spent +/- $500,000,000 on stadiums all over Kurdistan (so not 1 single stadium).

This is how I would divide it:

Zaxo / Zakho:
1. 20,000 Capacity (done)

Hewlêr / Hewler:
2. Franso Hariri Stadium. Capacity: 28,000. Spent $30,000,000 and upgrade/modernize the stadium to 40,000 seats.
3. New stadium. Capacity 65,000 people (largest stadium in Kurdistan). Cost: $300,000,000

Slemani:
4. Sulaimani Stadium. Capacity: 15,000. Spent $30,000,000 and upgrade/modernize the stadium to 30,000 seats.
5. New stadium. Capacity 50,000 people (2nd largest stadium in Kurdistan). Cost: $120,000,000

Duhok:
6. Duhok Stadium. Capacity: 30,000. Spent $10,000,000 to modernize stadium (upgrade not necessary).

Halabja:
7. Halabja Stadium. Capacity: 8,500. Spent $15,000,000 to modernize/upgrade the stadium to 25,000 seats.

Kirkuk:
8. Kirkuk Olympic Stadium. Capacity: 30,000. Destroy it (very UGLY and old stadium). Rebuild a new one, capacity 40,000 (3rd largest) for $100,000,000.

Total cost: $575,000,000.
Total capacity: 285,000 people
Total stadiums: 8

Excludes small/local stadiums, parks, etc. of course.
