US National Security Adviser: World needs to stop network of Iranian proxies Hewlêr, Kurdistan Region (Kurdistan 24) – US National Security Adviser H.R. McMaster on Saturday warned that Iran is creating and arming “a powerful network of proxies” in the Middle East, especially in Iraq and Syria, and called on the international community to do more to isolate Tehran. Although the White House has been clear about the problem of Iranian influence in Iraq, the State Department has been less so, regularly omitting Iraq from the list of countries in which Tehran’s role was a danger. “What’s particularly concerning is that this network of proxies is becoming more and more capable, as Iran seeds more and more...destructive weapons into these networks,” McMaster said at the annual Munich Security Conference. “So, the time is now, we think, to act against Iran,” he added, highlighting the presence of Iranian proxies in Syria, Yemen, and Iraq. “Let’s do everything we can to cut off funding.” Iranian-backed Shia militia groups like the Hashd al-Shaabi in Iraq and Lebanese Hezbollah in Syria continue to have a significant presence in the region. Following the emergence of the Islamic State (IS) in Iraq, the Hashd al-Shaabi was formed to defend Shia-majority areas from the extremist group but was eventually officially included in the Iraqi Armed Forces. Since then, the Hashd al-Shaabi have been accused of continuous human rights violations, including their role in the military takeover of Kirkuk last October where they terrorized the civilian (Kurdish) population by looting homes as well as kidnapping and displacing thousands. McMaster knows Iraq well, particularly the north of the country, including the Kurds, from his time as commander of the 3rd Armored Cavalry Regiment. The 3rd ACR was charged in 2005 with defeating the insurgents in Tal Afar, then considered nearly as challenging as Fallujah. He previously suggested that Tehran, “which has been very successful in infiltrating and subverting Iraqi institutions, functions, [and] organizations, wants an Iraq that is perpetually weak.” McMaster noted, “Others in the region,” particularly Iran, seek to manipulate the tensions between Hewlêr and Baghdad, and even among the Kurds, “for their own benefit.” “Iran is very good at pitting communities against each other,” he said. “It is a hegemonic design and a threat they share with IS and al-Qaeda.” Last fall when Iraqi forces, supported by the Iranian-backed Shia militias, attacked Kirkuk, the Trump administration seemed less aware of the extent of Tehran’s influence in Baghdad. The Oct. 16 assault on the Kurdish-held city was engineered by Qassem Soleimani, head of Iran’s Islamic Revolutionary Guard Corps, and President Donald Trump had just announced a tough new policy against Iran. US also urged UN to act on the ballistic missiles they recovered from KSA MCMASTER: TIME IS NOW TO ACT AGAINST IRAN’S PROXIES US National Security Advisor H.R.McMaster made an appeal to NATO members and allies at the Munich Security Conference to look hard at who they’re doing business with overseas and cut off funding that indirectly funds Hezbollah and other proxy militias that weaken Middle East nations to bolster Iranian influence, Defense News reported on Sunday. The Iranian regime continues to get support from commercial entities, affiliated with the Iranian Revolutionary Guard Corps (IRGC) – “including Mahan Air, a company that lands right here in Munich airport,” said McMaster, referring to a report released at the end of 2017 by the National Council of Resistance of Iran that stated the Iran’s largest commercial airline in fact works as a tool for Iran’s expansionist policies. In October 2017, President Donald Trump called for tougher sanctions against the IRGC, and the Treasury Department announced it was designating the IRGC as a terrorist entity under a White House Executive Order, for support of a number of terrorist groups, including Hezbollah and Hamas, as well as to the Taliban. Treasury Secretary Steven Mnuchin at the time said the IRGC has played “a central role to Iran becoming the world’s foremost state sponsor of terror,” urging the private sector to recognize that the IRGC permeates much of the Iranian economy. “What Iran is actually doing is applying the Hezbollah model to the greater Middle East,” McMaster said. “They want the Arab world perpetually weak, and [they want] weak governments in power that are dependent on Iran for support, while they grow terrorist organizations, militias, illegal arms groups outside that government’s control that can turn against government if that government acts against Iranian interests.” Beyond Syria, this approach is happening in Iraq, where IRGC has grown the Iranian Militias in Iraq and Syria, as well as in Yemen. That network of proxies becomes and more capable as Iran seeds to them more destructive weapons, McMaster said, and that is funded through commercial means. “When you invest in Iran, you’re investing in the IRGC. You might as well cut the Islamic Revolutionary Guard Corps a check and say, ‘please use this to commit more murder across the Middle East,’” McMaster said. “And when we look at the biggest trading partners with Iran, we of course see Russia, we see China. But we also see Japan, South Korea and Germany. Clashes between the PMF and gunmen from Daesh southwest of Kirkuk On Sunday evening, February 18, 2018, armed clashes erupted between forces of the PMF and members of the "Islamic State" organization, in southwestern Kirkuk province. According to security sources, "violent clashes broke out in the rural area of Riyadh south-west of the province of Kirkuk." In Iraq, Hezbollah’s Got U.S. Tanks, and Washington Wants Them Back Pro-Iranian militias in Iraq got their hands on at least nine high-tech, U.S.-made M-1 tanks as early as 2015, the U.S. government acknowledged earlier this month. Along with the belated admission, the Pentagon and the U.S. State Department say they are trying to take back the tanks. But to a great extent, the damage is already done. The militias have already deployed them against some of America’s longtime Kurdish allies. “We are aware that not all U.S.-provided defense articles are under the control of the intended recipient,” a spokesperson for the U.S.-led coalition in Iraq and Syria told The Daily Beast via email. “The U.S. continues to work with the government of Iraq to continue acting as quickly as possible to ensure all defense articles are with their intended recipients.” The Iraqi army has reclaimed “several” of the tanks, the spokesperson said. The 70-ton M-1A1 Abrams, the most numerous tank in the arsenals of the U.S. Army and Marine Corps and a mainstay of U.S. allies’ own armies, is one of the most powerful fighting vehicles in the world. The four-person tank boasts a 120-millimeter cannon, thick armor and a gas-turbine engine that can propel the vehicle as fast as 40 miles per hour. Iraq bought 140 refurbished M-1s from the United States starting in 2008 in order to rebuild armored divisions that American forces had destroyed during the 2003 U.S.-led invasion. The unit cost can vary, but each one is worth approximately $4.3 million. When the so-called Islamic State swept through northwest Iraq in 2014, Iraqi M-1s were in the thick of the fighting. Militants quickly destroyed five of them, damaged dozens more, and captured several intact M-1s. For a few months at least, ISIS possessed operational M-1s. Then pro-Iran Shia militias—collectively known as “Popular Mobilization Forces” or PMF—recaptured some the tanks, the coalition spokesperson said. In January 2015, a video appeared online that showed an M-1 flying the flag of the Hezbollah Brigades, a U.S.-designated terror group that’s part of the PMF and fights alongside the Iraqi army. A separate video that appeared in February 2016 showed an M-1 sporting the flag of Kata’ib Sayyid Al Shuhada, another PMF militia. Recaptured vehicles that the PMF seized from ISIS account for only “some” of the at least nine M-1s that have appeared in the militias’ arsenal, according to the coalition spokesperson. The Iraqi army appears to have supplied the balance of the tanks directly to the PMF, in violation of Iraq’s original contract for the M-1s. The Shia militias deployed at least one M-1 against Kurdish Peshmerga forces during skirmishes in the contested Iraqi city of Kirkuk in October 2017 when the Kurdish Regional Government was making an ill-fated bid for independence. Although the U.S. did not back that effort, the Kurds remain some of Washington’s closest allies in the region, and Iran its most important adversary. In this instance the Peshmerga knocked out the tank, reportedly using either a Chinese- or German-made anti-tank missile.The Kurdish Regional Government circulated aerial photos of the burned-out M-1 as proof of the tank's use by the PMF. The disabled M-1 quickly disappeared from the battlefield, and a Kurdish commander accused the government of Iraq of moving the tank in order “to hide the truth that they have used Abrams tank against the Peshmerga.” In any event, the U.S. State Department finally confirmed the PMF’s possession of M-1s in a February report from the inspector general for the Iraq and Syria campaigns. “This quarter, the [Department of State] acknowledged that some U.S.-provided military equipment sent to support the mission, including as many as nine M-1 Abrams tanks, had fallen into the hands of Iranian-backed militias that fought against ISIS in Iraq,” the report stated (PDF). The Pentagon is pressuring Iraq to seize any M-1s that are still in the PMF’s hands. “As recipients of U.S.-origin defense equipment, Iraqi authorities have an obligation to adhere to end-use requirements as outlined in agreements concluded with the United States government.” Besides withholding future arms shipments, Washington can end support for the scores of M-1s in the Iraqi army’s armored divisions. There have been reports that General Dynamics Land Systems, the Michigan-based company that builds the M-1s and provides spare parts and technicians for the tanks, recently threatened to cut ties with Baghdad over the militia’s use of M-1s. US threatens Turkey with sanctions in case of Russian S-400 purchase – reports The United States has urged Turkey to abandon the purchase of the S-400 anti-aircraft missile system from Russia, warning Ankara of the consequences of its decision, Haberturk reported citing a source in Washington. According to the Turkish newspaper, an unnamed American official expressed his concerns over Ankara’s purchase of Russian surface-to-air missile systems, explaining that they could “negatively influence the interoperability of NATO” and assuming that Washington could impose sanctions in response to the recently adopted law. “We want to help Turkey find a better alternative to meet its air defense needs,” the official said. Earlier in February, Turkish Foreign Minister Mevlut Cavusoglu spoke out against the language of threats regarding its purchase of the S-400 systems. “We do not use and will not accept the language of threats. Yes, the US Congress adopted a law [on anti-Russia sanctions]. But we need to ensure our national security. We would like to purchase the means to ensure it from our allies … We spoke to not only Russia but with other countries too. We finished talks with Russia long before the Congress, only small details were left,” he told a press conference with his American counterpart Rex Tillerson. The US State Department has previously threatened to apply “appropriate measures” against countries willing to buy Russia’s S-400 systems. Made in America, But Lost in Iraq The U.S. company that repairs Iraq’s American-made M1A1 Abrams tanks has pulled many of its people from Iraq after at least nine of the armored vehicles ended up in the hands of pro-Iran militias. Now, many of Iraq’s tanks are immobilized for want of maintenance, potentially jeopardizing the country’s ongoing campaign against Islamic State militants. While the Islamic State has retreated from large swaths of Iraq it once controlled, mobile groups of militants continue to stage attacks on Iraqi troops and their allies. An Islamic State attack near the city of Hawija in mid-February reportedly killed 27 militiamen fighting for Baghdad. Iraq bought 140 of the 63-ton M1s for $2 billion starting in 2008 in order to re-equip some armored units that previously operated Soviet-made vehicles — many of which the U.S.-led coalition destroyed when it invaded Iraq in 2003. As part of the tank sale, the Pentagon brokered an arrangement whereby workers from Michigan-based General Dynamics Land Systems, which manufactures the Abrams, would maintain Iraq’s tanks, repair battle damage and train Iraqi mechanics to fix the vehicles themselves. The U.S. Army has paid General Dynamics $320 million for the work starting in 2012. Then in late December 2017, most of the General Dynamics contractors abruptly left Iraq. “We were informed that the [U.S. government] shut the program down until such time [as] the few M1s are returned to us,” one contractor told Foreign Policy on the condition we not print their name, as they’re not authorize to speak to the press. Now, scores of Iraq’s M1s are “not battle-ready,” the contractor added. That represents a major reduction in the Iraqi army’s firepower. The M1s with the four crew members and 120-millimeter cannons were in the thick of the fighting when Islamic State swept across northwestern Iraq in the summer of 2014. The Islamic State captured several M1s, compelling U.S. warplanes to target them in air strikes. Other M1s led Iraq’s U.S.-backed counterattack starting in 2015. In April 2016, U.S. Army Col. Steve Warren, a coalition spokesman in Baghdad, celebrated the crew of of one M1 nicknamed “Beast,” which took part in fierce fighting in the city of Hit. As early as 2015, at least nine M1s showed up in the arsenals of several pro-Iran militias that have been fighting the Islamic State alongside the Iraqi army, according to a quarterly report from the inspector general for the U.S. war efforts in Iraq and Syria, released in February. In January 2015, a video circulated depicting an M1 flying the flag of Kataib Hezbollah, which the United States has labeled a terrorist group. A second video from February 2016 showed an M1 flying the flag of Kataib Sayyid Al Shuhada, another militia with ties to Iran. In February 2018, the U.S. military and State Department finally admitted that pro-Iran forces were operating M1s. The militias seized some of the M1s from the Islamic State after militants captured them, a U.S. Central Command spokesperson told FP. One M1 fought on the side of pro-Iran militias in skirmishes with U.S.-backed Kurdish troops in the city of Kirkuk in October 2017. The Kurds disabled the M1. Not long after, the burned-out vehicle showed up at General Dynamics’ facility in Iraq, the contractor said. “As recipients of U.S.-origin defense equipment, Iraqi authorities have an obligation to adhere to end-use requirements as outlined in agreements concluded with the United States government,” a Central Command spokesperson told FP. The command said Baghdad had managed to get back “several” of the tanks. The General Dynamics contractor said in late February that just two M1s remain unaccounted for. But the return of seven of the nine missing M1s apparently wasn’t enough to satisfy the State Department and Pentagon. In December, American pressure on the Iraqis increased, but the Iraqis believed the Americans were bluffing, the contractor said. “We spoke multiple times weekly with the [Iraqi army] and the [Iraqi ministry of defense] and they did not believe we would leave until the final 10 days, basically.” Technically, the U.S. Army’s deal with the Iraqi military to provide contractors to maintain the tanks remains in effect. “The M1 Abrams maintenance program for the Iraqi security forces is still currently active, and there is no plan to discontinue this program in the near future,” a coalition spokesperson told FP. But for all practical purposes, the tank-maintenance effort is in limbo until the Iraqis get the last two M1s back from the militias. At present, just 10 General Dynamics employees are still in Iraq as part of the M1 program, the contractor said. Their only job is to protect the dozens of broken-down and battle-damaged tanks that remain in storage. A General Dynamics spokesperson declined to comment on the issue. The Iraqi Embassy in Washington, D.C. did not respond to a request for comment. The contractor expressed pride in his work in Iraq. He said his team rebuilt most of Iraq’s 140 M1s “three times over,” and repaired one “blown-up” tank in just 20 minutes and sent it back into battle.
