Syrian forces may have used gas without Assad's permission: paper

Syrian government forces may have carried out a chemical weapons attack close to Damascus without the personal permission of President Bashar al-Assad, Germany's Bild am Sonntag paper reported on Sunday, citing German intelligence.

Syrian brigade and division commanders had been asking the Presidential Palace to allow them to use chemical weapons for the last four-and-a-half months, according to radio messages intercepted by German spies, but permission had always been denied, the paper said.

This could mean Assad may not have personally approved the attack close to Damascus on August 21 in which more than 1,400 are estimated to have been killed, intelligence officers suggested.

Germany's foreign intelligence agency (BND) could not be reached for comment.

Bild said the radio traffic was intercepted by a German naval reconnaissance vessel, the Oker, sailing close to the Syrian coast.

Last week the head of the BND, Gerhard Schindler, gave confidential briefings to the German parliament's defense and foreign affairs committees. Bild said Schindler told the defense committee that Syria's civil war could continue for years.

The chief of staff of Germany's armed forces, General Volker Wieker, also told lawmakers the influence of al-Qaeda linked forces with within the rebels was becoming stronger and stronger.

Members of the foreign affairs committee present at the briefing told Reuters Schindler had said that although the BND did not have absolute proof Assad's government was responsible, it had much evidence to suggest it was.

This included a phone call German spies intercepted between a Hezbollah official and the Iranian Embassy in Damascus in which the official said Assad had ordered the attack.

Germany, along with the European Union, blames the Syrian government for the attack but urged waiting for a report from U.N. weapons inspectors before any U.S.-led military response.

German Chancellor Angela Merkel repeated in an interview with Bild am Sonntag that Germany would not take part in any military intervention but that the use of chemical weapons should not go without response.

Merkel is fighting to win a third term in a federal election in two weeks. Germans are overwhelmingly opposed to military action in Syria.

Pentagon adjusts plans for more intense attacks on Syria

By David S. Cloud
September 7, 2013, 6:23 p.m.
WASHINGTON — The Pentagon is preparing for a longer bombardment of Syria than it originally had planned, with a heavy barrage of missile strikes followed soon after by more attacks on targets that the opening salvos missed or failed to destroy, officials said.

The planning for intense attacks over a three-day period reflects the growing belief in the White House and the Pentagon that the United States needs more firepower to inflict even minimal damage on Syrian President Bashar Assad's forces, which have been widely dispersed over the last two weeks, the officials said.

Two U.S. officers said the White House asked for an expanded target list in recent days to include many more than the 50 or so targets on the initial list. As a result, Pentagon planners are weighing whether to use Air Force bombers, in addition to five warships now on patrol in the eastern Mediterranean Sea, to launch cruise missiles and air-to-surface missiles from hundreds of miles offshore, well out of range of Syrian air defenses.

Syria is also within range of an aircraft carrier strike group in the Red Sea, which includes one cruiser and three destroyers, all capable of firing cruise missiles.

"There will be several volleys and an assessment after each volley, but all within 72 hours and a clear indication when we are done," said one officer familiar with the planning.

The officers requested anonymity because they were not authorized to publicly discuss the campaign.

The stepped-up military planning comes as President Obama and his aides prepared to press their own offensive to seek public support, as well as congressional votes for authorization to use military force to punish Assad's government for alleged use of chemical weapons against civilians last month.

Obama plans to blanket the nation's airwaves in coming days to make his case to a skeptical public. Aides say he will tape interviews Monday with the anchors of CBS, NBC and ABC, the three major broadcast networks, as well as with PBS, CNN and Fox News. He also will address the nation from the Oval Office on Tuesday, the night before the full Senate is expected to vote.

Obama, who has declined to say whether he would order an attack if Congress votes against it, gave a preview of his argument in his weekly radio address Saturday.

"Failing to respond to this outrageous attack would increase the risk that chemical weapons could be used again, that they would fall into the hands of terrorists who might use them against us, and it would send a horrible signal to other nations that there would be no consequences for their use of these weapons," he said.

The administration ran into a new diplomatic roadblock Saturday at the European Union.

Foreign ministers of the EU's 28 member nations, meeting in Vilnius, Lithuania, said that "the international community cannot remain idle" after reports that poison gas was used Aug. 21 against neighborhoods near Damascus held by rebels trying to topple Assad.

But despite the presence of U.S. Secretary of State John F. Kerry, the EU declined to back a military strike without approval of such intervention by the United Nations. American officials say they see almost no chance of winning a resolution for use of force in the U.N. Security Council because Russia, a permanent member with veto power, is Assad's strongest international backer.

The EU ministers noted that U.N. chemical weapons inspectors were expected to report on their findings in Syria. They also welcomed a decision by French President Francois Hollande, a vocal advocate of a military strike, to wait for the inspectors' report before taking further action.

Obama still favors a limited attack that would not involve sending large numbers of warplanes over Syria to drop bombs, officials said.

But some military officers are doubtful that even a longer air campaign, using cruise missiles fired from offshore, will hurt Assad enough to degrade his forces and to deter future use of chemical weapons. One officer described the planned operation as little more than a multi-day "show of force," not a game-changer in Syria's bitter civil war.

The planned U.S. attack "will not strategically impact the current situation in the war, which the Syrians have well in hand, though fighting could go on for another two years," said another U.S. officer familiar with the latest intelligence estimates.

The Obama administration hopes that by denying Assad the option of resorting to chemical weapons and by providing some additional weapons and training to rebel fighters, it will boost the now remote chances of negotiations that might lead to Assad's exit.

The administration has struggled over the last week with the competing demands of hitting Syria hard enough to undermine Assad's resolve but not hard enough to undermine support by members of Congress who are leery of being drawn into another Middle East war. A smaller contingent has urged Obama to provide more muscular support for the rebels seeking to oust Assad.

Facing such cross-currents, administration officials and top Pentagon officers have veered between describing the planned attack as a limited operation that will not significantly tilt the balance of power in Syria and a punishing attack that will degrade the Syrian military's equipment and forces capable of delivering chemical weapons and deter Assad from using them.

The current planning tries to thread the needle. After the initial round of strikes, the Pentagon will assess the damage inflicted on Syrian forces using satellite imagery and other surveillance systems. The U.S. military then can either hit targets that weren't destroyed or choose new ones to ensure that Assad suffers significant losses, current and former military officers said.

"It's got to lead to something or we're going to be back in the same situation a year from now," said Mark Kimmitt, a retired Army brigadier general and former top Middle East planner who served as a Pentagon and State Department official during the George W. Bush administration. "So we've got to have a larger target set."

Pentagon planners also are offering options to hit Assad again if he or his regional proxies retaliate against the United States or its allies, the two officers said.

Administration officials have signaled that they intend to move ahead with their plans to provide arms to some Syrian rebel factions, a demand by Sen. John McCain of Arizona and other Republicans who have called for aiding the rebels in return for their supporting any resolution to authorize force.

In closed-door briefings with lawmakers last week, the administration said Assad's conventional forces were concentrated around Damascus, the capital, and in the north of Syria. But many installations and pieces of equipment, including rocket launchers, tanks and other hardware, have been moved in the last two weeks to avoid as much as possible the expected U.S. attack.

Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, acknowledged during two days of congressional testimony the possibility of follow-up strikes. He said the Syrian military was moving forces, making more difficult the task of striking units and equipment capable of delivering chemical agents.

"At this point our intelligence is keeping up with that movement," Dempsey said. He also noted reports that prisoners and other noncombatants had been moved to potential military targets where the U.S. might strike.

Good news heval. Seems Assad will let his weapons come under international supervision and in this way prevent an attack from US. The question is how long it will hold before USA once again comes up with the WMD accussation.

AIPAC to go all-out on Syria

Posted Image

The powerful pro-Israel lobby AIPAC is planning to launch a major lobbying campaign to push wayward lawmakers to back the resolution authorizing U.S. strikes against Syria, sources said Thursday.

Officials say that some 250 Jewish leaders and AIPAC activists will storm the halls on Capitol Hill beginning next week to persuade lawmakers that Congress must adopt the resolution or risk emboldening Iran’s efforts to build a nuclear weapon. They are expected to lobby virtually every member of Congress, arguing that “barbarism” by the Assad regime cannot be tolerated, and that failing to act would “send a message” to Tehran that the U.S. won’t stand up to hostile countries’ efforts to develop weapons of mass destruction, according to a source with the group

“History tells us that ambiguity [in U.S. actions] invites aggression,” said the AIPAC source who asked not to be named. The source added the group will now be engaged in a “major mobilization” over the issue.

Despite the group’s political muscle, it often doesn’t get involved in congressional fights over authorizing military action, and it had been mum about intervening in Syria as recently as last week.

But the stepped-up involvement comes at a welcome time for the White House, which is struggling to muster the votes in both chambers for a resolution that would give President Barack Obama the authority to engage in “limited” military action in Syria for 60 days, with one 30-day extension possible. The hawkish group also has ties to many Republicans, including ones who have been critical of the Obama administration’s handling of U.S.-Israeli affairs.

The top two Senate GOP leaders — Minority Leader Mitch McConnell of Kentucky and Minority Whip John Cornyn of Texas — both have already been urged by top Jewish donors and AIPAC allies to back the Syria resolution, sources say. Unlike their House GOP counterparts who endorsed the measure, McConnell and Cornyn have withheld their support.

A Cornyn aide said Thursday that the senator currently opposes the Syria resolution, which will be debated on the Senate floor next week.

“If the vote were held today, Sen. Cornyn would vote no,” said Megan Mitchell, a spokeswoman for Cornyn. “What he is waiting to see is a credible plan from the administration that will achieve our national security objectives. Specifically, a plan to keep chemical weapons out of the hands of terrorists.”

Don Stewart, a spokesman for McConnell, said that his boss had yet to announce his position on the resolution. McConnell said earlier this week: “While we are learning more about his plans, Congress and our constituents would all benefit from knowing more about what it is he thinks needs to be done — and can be accomplished — in Syria and the region.”

Indeed, AIPAC and the White House also have their work cut out for them in the House — and among Democrats.

Leaving a classified briefing on Syria Thursday, Rep. Niki Tsongas (D-Mass.) said she was undecided on the issue.

“For me, it’s about what makes sense for this country,” Tsongas said when asked how the security of Israel was playing into her deliberations.

Israeli Defense Minister: Assad Must Leave

27/9/2013

Israeli Defense Minister Moshe Yaalon has for the first time clearly commented that the President of Syra, Bashar Assad must be forced to leave power.

"Assad needs to leave power, either through diplomacy or other means," Yaalon has said.

Maariv daily newspaper has published that Yaalon has said on Sunday the agreement to dispose of Assad's chemical weapons stock, was the first stage before his eventual removal from power.

"First the chemical weapons should be neutralized, and afterwards there should be a process to end the Assad rule," said the defense minister.

"A person who uses chemical weapons against civilians, who kills over 100,000 of his people, who has carried out war crimes, cannot be allowed to be a part of the free world," added Yaalon.

The defense minister of Israel also claimed that it is in interests of the US, Russia, Jordan and Israel to replace the regime in Syria with a modern moderate rule.

i-racki Shia leaders condemn sectarian insults
Posted Image
Quote:

i-racki Shia cleric Muqtada al-Sadr and Ali al-Husayni al-Sistani have condemned people who insult the family and companions of the prophet Mohammed (p.b.u.h).
In recent days, a group of people in Baghdad insulted Omar who was one of the most powerful and influential Muslim caliphs and a companion of the prophet Muhammad, as well as Aisha, the prophet Muḥammad's wife, over a social media network.
After the insults, Ali al-Husayni al-Sistani condemned these people.
Sunni scholars welcomed the condemnation.
Muqtada al-Sadr described people who share insulting remarks as "headless and ignorant" and apologized to all Muslims for the remarks.
The Shia represent the second largest sect of Islam.
The term "Shia" literally means the followers of Muhammad's son-in-law and cousin Ali, whom the Shia believe to believe was the rightful successor to the leadership position of the Muslim world after Muhammad. They feel that the first three caliphs (leaders) of Islam after Muhammad (Abu Bakr, Omar and Othman) usurped his right to succession.
i-racki Sunni and Shia leaders signed the Mecca Agreement in October 2006 to stop the sectarian tension and bloodshed in the country.

I wonder why Muqatada visited SK. Does anyone know?

When did he go?
I have no clue, maybe this year, because that photo does seem recent(as he has grey hair in that). Maybe he wants to strengthen ties with the KRG to get rid of Maliki. Because majority of religious shias and ovbiously sunnis equally hate Maliki, since he only cares for himself.

i would say KNC is more or less allied with FSA after they joined SNC unfortunately. We will have to live with the shame of being connected to FSA from now on.

Neither are we allies with Assad, so I think the green lining just means non-hostility. And it's true, whilst some breakaway FSA battalions joined Al-Qaeda in attacking us the YPG has been on neutral terms with the FSA higher command(though there were some tensions between us and FSA back in 2012 as I remember, but no fighting).

The chart is indeed untrue though, since Turkey really has been supporting Al-Qaeda.
