Hahahah 180 by i-rack? KRG wins ![]() Iraqi foreign minister: Gazpromneft works in i-rack in compliance with i-rack's Constitution 15:19 February 22, 2013 Interfax i-rack has no problem with Gazpromneft, which is operating in Kurdistan, as long as the company observes the country's Constitution, Iraqi Foreign Minister Hoshyar Zebari said. "Companies may work everywhere they want as long as their operations are transparent and are within the Iraqi Constitution," he said in an interview with Interfax responding to an interview as to whether i-rack has any problem with Gazpromneft due to its operations in i-rack's Kurdistan. When asked whether his words mean that Gazpromneft operates within the Iraqi Constitution and there are no problems with it regarding that issue, Zebari answered in the affirmative. Kurdistan is actively signing contracts for the development of oil deposits directly with foreign companies by-passing the Iraqi government. This displeases Baghdad, which previously received part of the revenue from Kurd oil. In this regard, the Iraqi authorities are making complaints about the companies that operate simultaneously in i-rack and in Kurdistan. For example, the Iraqi authorities said after acquiring France's stake in the projects Taza, Harir and Safen in Kurdistan that Total should either withdraw from the new projects in Kurdistan or sell its share in the project Halfaya in i-rack. The U.S. companies ExxonMobil and Chevron are also operational in Kurdistan. Gazprom Neft is the only Russian oil company operating in Kurdistan. It operates under a product sharing agreement on the units Garmian and Shakal. Gazpromneft also has a project in i-rack, where it heads a consortium of foreign companies operating on the Badra deposit. The administration of Gazrpomneft said it is currently "capable of working simultaneously with the administrations of i-rack and Kurdistan." The administrations of i-rack and Kurdistan have not made any complaints to Gazprom Neft for its simultaneous operation in both regions. |

The source told "Shafaq News", that "the MP in SLC and the member of the Finance Committee, Haitham al-Jubouri has submitted this morning a proposal for the Kurds that stipulates adding a paragraph in the budget that commits the government to pay dues of oil companies in the region, without specifying the amount of money left for experts from the region and the Federal government and the financial supervision office to identify it.” The source explained that "member of Islamic Supreme Council, Abdul Hussein Abtan has also submitted a proposal to add an article in the budget that stipulates making the federal government pay dues to oil companies operating in the region from the oil sales of the region in the form of payments until the completion of the full payment," noting that "the proposal included also leaving the specification of the amount of the money to experts.” He added that “Kurdistan Alliance began currently studying the proposals," noting that “there is a tendency to accept the proposal of the Islamic Supreme Council. Kurdistan: Exxon Mobil starts oil exploration Monday, 25 February 2013 14:53 Shafaq News / Kurdistan Regional Government (KRG) announced on Monday, the start of U.S. oil giant Exxon Mobil with the first stages of oil exploration in the region, and pointed to the constitutionality of its contract with the company and confirmed that this will not impact the relations between Erbil and Baghdad. The spokesman of KRG, Sven Dzia said in a statement reported for "Shafaq News", that "Exxon Mobil began conducting detection and reconnaissance for locations and fields to explore oil in the first phase of oil exploration, saying that" the second phase is to work in specialized fields " . "The company continues to do their job according to the contract between them and the region," stressing "the absence of any legal or constitutional problems in the completion of its provisions." About the impact on the relations between Erbil and Baghdad, Dzia noted that "the Constitution contains a clear clause that indicates that the new discovery is of the prerogative of provinces or regions management in coordination with the federal government," explaining that "Erbil started from this item in the conclusion of contracts." Dzia stressed on "the federal government to approve oil and gas law to solve problems," adding that "the exploration, production and export of oil in South Kurdistan will benefit it and the rest of the provinces of Iraq, because oil imports will be turned to the Federal Treasury." |

i-rack says Turkey rejects to extend Kurdistan pipelines without Baghdad’s permission BAGHDAD,— Turkey has told i-rack it will reject any extension of oil and gas pipelines from Kurdistan without the approval of the Baghdad government, i-rack's oil minister Abdul Kareem Luaibi was quoted as saying by the state media network on Monday. i-rack's Arab-led central government and the Kurdistan regional government (KRG), run by ethnic Kurds, are in a long-running dispute over how to exploit the country's crude reserves and divide the revenues. Baghdad says it alone has the authority to control export of the world's fourth largest oil reserves, while the Kurds say their right to do so is enshrined in i-rack's federal constitution, drawn up following the U.S.-led invasion of 2003. "Turkey has officially informed i-rack it rejects extending oil and gas export pipelines from the South Kurdistan to pass through Turkey without approval from federal government," the network quoted the minister as saying. The Turkish energy ministry declined to comment on the statement. Kurdistan's Minister for Natural Resources Ashti Hawrami said earlier this month the autonomous region was pressing ahead with plans to build its own oil export pipeline to Turkey, despite objections from the United States, which fears the project could lead to the break-up of i-rack. Resource-hungry Turkey has heavily courted i-racki Kurds, straining ties with the i-racki central government. Prime Minister Nuri al Maliki's media advisor Ali al-Moussawi said Turkey's rejection of the pipeline would help enhance bilateral relations between Ankara and Baghdad, which have deteriorated over the past year. "The government welcomes Turkey's move, which will significantly help to stabilize the region and also strengthen relations between central government and Kurdistan region,"" Ali al-Moussawi added. Ankara has been locked in a war of words with Maliki, a Shi'ite, since December 2011, when he ordered the arrest of his Sunni Vice President Tareq al-Hashemi, who took refuge in Kurdistan before fleeing to Turkey. GAS LICENSE DELAY South Kurdistan halted oil exports through the Baghdad-controlled Iraq-Turkey pipeline in December in a dispute over payments to oil companies operating in the autonomous region. In early January, Kurdistan began exporting crude oil directly to world markets through Turkey, further angering Baghdad, which threatened action against the region and foreign oil companies working there to stop "illegal" crude exports. A broad energy partnership between Turkey and South Kurdistan ranging from exploration to export has been in the works since last year. Amid uncertainty over the detail and timing of the deal, Turkey's energy watchdog EPDK on Friday again delayed a decision on whether to award a license for Turkish firm Siyah Kalem to import gas from Kurdistan. Siyah Kalem had sought extra time from Turkey's Energy Market Regulatory Authority (EPDK) for its application due to difficulties in reaching agreement with the northern i-racki administration. It was given until the end of 2013. Turkish officials initially indicated that they thought a purchase agreement signed with the KRG was legally sufficient to allow imports into Turkey. But officials later confirmed any such agreement would need to be approved by Baghdad. Ekurd.net |

Gazprom Neft Takes 80% Stake in Kurdistan Project - Reports Published February 26, 2013 Dow Jones Newswires OAO Gazprom Neft (SIBN.RS), the oil arm of Russian state energy giant OAO Gazprom (GAZP.RS), has entered a third project in the semi-autonomous South Kurdistan, the company's deputy chief executive was cited as saying Tuesday, brushing aside concerns that it could harm relations with i-rack's central government. Gazprom Neft has taken an 80% stake in a Kurdistan field with reserves of 100 million metric tons of oil, Vadim Yakovlev was quoted as saying by Interfax and Prime news agencies. The remaining 20% is owned by the Kurdistan Regional Government, or KRG. Gazprom Neft has interests in two other projects in the region. i-rack's central government has clashed with the KRG over oil deals with foreign companies as Baghdad has tried to assert its control over the region's oil business. i-racki officials have warned the Russian company to cancel the deals or pull out of its contract for the Badra oilfield, which is controlled by Baghdad. Mr. Yakovlev said he didn't believe the latest deal would cause any problems with the i-racki central government. A NEW OIL TERMINAL WILL BE BUILT IN ZAKHO![]() An Oil Company for Petroleum Services from the business lines of UB Holding. The company is a pioneer in the Middle East region and deals with petroleum products. UB holding began operations during the second half of 2003 and has two petroleum products storage and handling terminals, one in Kelek-Erbil with a capacity of 88,000 metric tons and another in Zakho with a capacity of 16,000 metric tons. According to the company's strategy, the company has enhanced its abilities in recent years in Iraq and the neighboring countries. After all these conditions and market capacity changes, existing Zakho terminal became insufficient for handling required operations. It has decided to build a new terminal in Zakho with a larger capacity. Meanwhile, the existing small Terminal has become very close to the Zakho city center due to population and social changes which are incredibly boosting every year. The company also decided to demolish all the existing tank farm and industrial establishments from the existing site after the new one gets into service, based on their environmental and social responsibility strategies of the company. The capacity of the new terminal will be around 100,000 tons, laid out on around 50,000 square meters of land in Shin ova-Zakho which is about 12 km west of the centre of Zakho and very close to Turkish border nearby the Habur River. This new terminal will be used for storage and handling operations such as road truck loading and unloading, tank to tank transfer, drain operations, oily water separation systems, sampling from trucks and tanks, heating systems, weighbridge operations, terminal firefighting systems, automation for truck loading/unloading systems, other safety and security systems. As petroleum products, some refinery products such as Gasoline, Gasoil, Fuel Oil, Kerosene and Naphtha will be stored and handled in the plant. All of these products are highly flammable. Considering the hazardous nature of the products, all international safety standards will be followed during the design, electrical material and equipment selection, instrument selection, constructing and commissioning stages and during the operation after the project completion. |

Gazprom Neft 'bags Kurdistan block' [17:15] 13/Feb/27 PNA - Russia’s Gazprom Neft is reported to have acquired its third exploration block in Kurdistan, defying Baghdad’s opposition to such deals with the semi-autonomous northern region. The oil production arm of gas giant Gazprom has secured an 80% operating stake in the Halabja project, with reserves estimated at between 630 million and 790 million barrels, Russian newswire Interfax reported on Tuesday. "We are the operators of the project. Our immediate task is to map out an exploration and research programme. Investments have not been defined yet. The exploration period will last seven years," Gazprom Neft’s deputy chief executive Vadim Yakovlev was quoted as saying. Last week, Masoud Barzani, president of the Kurdistan Regional Government (KRG), said Gazprom Neft had signed new agreements with the KRG, without disclosing details. The company acquired interests in two other Kurdistan blocks - Garmian and Shakal – last August, following similar deals struck with international oil companies such as ExxonMobil, Total and Chevron that the Iraqi government deems illegal. Gazprom Neft risks incurring the wrath of the Baghdad regime as it seeks to develop the Iraq-controlled Badra oilfield, with reserves of around 3 billion barrels, that is due to come on stream in 2017. The federal government reportedly sent an ultimatum to the Russian company last November warning that it could lose its 30% operated stake in the field unless it pulled out of Kurdistan. However, Yakovlev said Gazprom Neft has not been notified by the Iraqi government of any wrongdoing. - See more at: http://www.peyamner.com/English/PNAnews.aspx?ID=304468#sthash.sKe8NZ1T.dpuf |

My dad had a business in Russia back in the nineties. According to him Russians are the worst and the very corrupt people if it comes in terms of money and business. Russians betrayed Kurds in Mehabad, Red Kurdistan etc... When it’s needed Russians betray everybody. Look in Serbia, they betrayed their ally the Serbs and Milosovic, they betrayes the Serbs in Kosovo. Look in i-rack, they betrayed the Sunnis. And in the near future they will also betray Assad and Persian mullahs. Yes, we need weapons. But we also need good modern weapons. russians will never sell us modern weapons. We need other suppliers and I believe that Israel is a good candidate for it. Israel has the best and the most advanced weapons in the whole world! |

guys keep on topic please Kurdistan alliance refuses payment dues of the oil companies in installments Thursday, 28 February 2013 13:25 Shafaq News / Kurdistan Alliance revealed on Thursday, refusing to pay dues of the oil companies operating in South Kurdistan of 4.2 trillion dinars in the form of instalment payments. The MP of Kurdistan Alliance , Hassan Jihad told "Shafaq News", that "The meeting of the political blocs headed by the Parliament yesterday did not result in any solutions to the budget disagreements after the government's call to pay the dues of oil companies in two or three payments, but Kurdistan Alliance refused that." It called the Finance Committee to hold ongoing meetings to solve the problem of international oil companies’ dues which is something considered by Kurdistan Alliance as a main demand to end the disagreements and approve the budget. The parliament voted at its second session, held last Saturday, on refusing to return the budget to the federal financial government to modify it while ended the second reading of the proposed law regulating it. Disagreements in the Iraqi parliament have caused the delay on voting on the largest public budget in the history of the country of 2013 valued at 118 billion dollars, while funds allocated to the security and armed forces still occupies one of its priorities, accounted 14.37% at about $ 16 billion. |
