Turkey’s thirst for Kurdistan oil raises tensions with Baghdad to new peak

ANKARA - Turkey is discussing the terms of an energy partnership with KRG Kurds, the country's prime minister said Friday in the first public confirmation of a project that could aggravate tensions in the powder KRG region.

Analysts have said the move -- aimed at securing affordable oil and gas supplies to fuel Turkey's rapid economic growth -- also risks damaging ties with the United States, its major ally.

"We are in the process of striking a trade agreement with them (KRG Kurds)," Prime Minister Recep Tayyip Erdogan said in an interview with the CNN-Turk television.

Referring to a Baghdad-controlled oil pipeline to Turkey that operates well below its capacity to transport 70.9 million tonnes a year, he said the aim was to "make the existing pipeline more active."

He suggested that it might be extended with multiple oil and gas pipelines.

The partnership threatens to worsen a long-running dispute between Baghdad and the autonomous South Kurdistan in KRG over how to exploit the country's energy wealth.

It is also raising eyebrows in Washington, where there are concerns that it could tip the volatile country towards disintegration and push an increasingly isolated Baghdad into Iran's embrace.

Erdogan dismissed the concerns and said the Kurdish regional government had a right under the i-racki constitution to use part of its energy resources with whichever country it chooses.

"Why did KRG feel the need to make such an agreement with us? ... Because they cannot agree with (i-racki Prime Minister) Maliki," he said.

"There is no article in the (i-racki) constitution that can prevent (the Kurdish regional government) from making this trade contract with us."

Erdogan hailed Turkey's energy cooperation with KRG Kurds as "win-win" for both sides.

Ankara has been at loggerheads with the i-racki government over a number of issues, including Turkey's refusal to extradite fugitive Vice President Tareq al-Hashemi and the burgeoning energy ties with South Kurdistan.

The central i-racki government has so far blocked Turkish efforts to step up their presence in KRG.

In November, Baghdad blocked Turkish national energy firm TPAO from bidding for an oil exploration contract, a decision which Erdogan had said was not "smart business".

And in December, Baghdad barred a plane carrying Turkish Energy Minister Taner Yildiz from landing in Hewlêr as he was reportedly on his way to seal the much-speculated energy deal.

LONDON, April 5 (Reuters) - The first cargo of South Kurdistan's crude oil has been sold on the international market, industry sources said, as the autonomous northern region ramps up trade the central government views as illegal.

The crude pumped from Genel Energy's Taq Taq oilfield was trucked over KRG border with Turkey and sold via tender for loading in April.

S.E.T. Select Energy GmbH, an energy firm based in Hamburg, Germany, won the tender issued by intermediary Powertrans, according to two industry sources. Select Energy did not immediately respond to email and telephone requests for comment.

(Reuters) - The first cargo of South Kurdistan's crude oil has been sold on the international market, industry sources said, as the autonomous northern region ramps up trade the central government views as illegal.

The crude pumped from Genel Energy's Taq Taq oilfield was trucked over KRG border with Turkey and sold via tender for loading in April.

One trader said the cargo sold was 30,000 tonnes, which at Friday's market prices was worth around $22 million.

"I said we may have interest for this 30,000 tonne cargo and they (Powertrans) said we already sold it," said the prospective buyer.

S.E.T. Select Energy GmbH, an energy firm based in Hamburg, Germany, won the tender issued by intermediary Powertrans, according to two industry sources.

Select Energy did not immediately respond to email and telephone requests for comment.

The direct trade of crude and condensate by truck through Turkey has been rising steadily and now stands at close to 50,000 barrels per day (bpd). Exports of Taq Taq crude by truck are now more than 25,000 bpd, industry sources said.

A senior i-racki official said last month the growing trade between the Kurdistan Regional Government (KRG) and Turkey threatens to split i-rack in two.

Oil lies at the heart of a long-running feud between the central government and Kurdistan. Baghdad says it alone has the authority to control exports and sign contracts, while the Kurds say their right to do so is enshrined in i-rack's federal constitution.

i-racki Oil Minister Abdul Kareem Luaibi said in January the ministry of oil intended to sue Anglo-Turkish Genel Energy and other companies for the export of crude from South Kurdistan.

Genel Energy GENL.L expects to export oil by pipeline from its fields in South Kurdistan by 2014, regardless of a political impasse between Baghdad and the semi-autonomous region.

A number of major oil firms with interests in the south have opted not to participate in tenders offering Kurdish crude and condensate to avoid angering Baghdad.

That said, buyers of Kurdish condensate have so far faced few repercussions, with one notable exception - trading house Trafigura, which was banned from i-rack in December.

In any event, demand by smaller players and oil majors that do not have interests in southern i-rack is sufficient to absorb the growing volume on offer.

The crisis between Baghdad, the i-racki capital, and Hewlêr , the capital of the semi-independent South Kurdistan in the north, has escalated. i-racki Deputy Prime Minister Hussein al-Shahristani, one of Prime Minister Nouri al-Maliki’s strongest allies, said that the federal government will consider the region’s oil exportations that it is uninvolved with to be “smuggling operations.”

During a gathering in the Al-Rashid hotel in the Green Zone in Baghdad, Shahrastani added that some quantities of oil are exported by the Kurdish government without the knowledge of the federal government, and he promised to halt these operations.

“Baghdad will consider such operations to be ‘smuggling,’ in the future,” he indicated.

Shahrastani is the Kurds’ worst enemy in Baghdad. Consequently, the Kurds promised Maliki to give the current government their vote of confidence, provided that Maliki distance Shahristani from handling the Ministry of Oil, which he formerly headed.

Many issues between Baghdad and Hewlêr remain unsolved, including the dispute over oil. South Kurdistan wants to manage the oil quantities produced by its three provinces, while Baghdad refuses to grant the region the right to export its oil directly. Instead, Baghdad requires oil to be exported following a centralized system.

The i-racki constitution stipulates that the federal government’s privileges allow it to manage the country’s resources. However, the South Kurdistan claims that Baghdad does not allocate sufficient funds to it in i-rack's annual budget, and therefore, the region is trying to benefit from its own oil production.

While Hewlêr asserts that the region’s oil imports help stock the central government’s treasury, the federal Ministry of Oil believes that the contracts signed by the South South Kurdistan favor the companies concerned in these deals.

At the beginning of this year, Baghdad noted that Hewlêr had indeed exported oil to neighboring Turkey. However, the South South Kurdistan noted that the alleged exportations were in fact oil to Turkey in return for oil derivatives, such as gasoline and white oil, to meet local consumption needs.

During a recent visit to Turkey, Prime Minister of the South South Kurdistan Nechirvan Barzani announced that Hewlêr is determined to export three million barrels of crude oil daily, after completing a pipeline extending from Kurdistan to Turkey.

At the beginning of the year, a Turkish company began construction on an oil pipeline that connects the region to neighboring Turkey and that will become operational by the end of the year.

The conflict between Baghdad and Hewlêr regarding oil has intensified during the past few months, when the federal government threatened the American company ExxonMobil with baning it from making any future investments in i-rack if it cooperated with the South Kurdistan. Consequently, ExxonMobil suspended the drilling contracts it had signed with Hewlêr .

In the latest developments of the conflict between the federal government and the South South Kurdistan, the i-racki parliament voted on the country’s general budget for the year 2013 without including the $4 billion in dues owed to foreign oil companies operating in the region.

Baghdad took another measure that enraged Hewlêr even more. The oil minister in the federal government recently announced that his ministry is examining offers from global oil companies — including BP and Schlumberger — to develop an oil field that is situated in Kerkûk, a city rich in oil and fought over by Arabs and Kurds.

The Kurds claim that they have historic rights in Kerkûk, and they are seeking to make it part of the region’s provinces. While the i-racki constitution includes a clause that ostensibly determines the way to solve the conflict over Kerkûk, it is not effective due to disputes regarding its implementation mechanisms.

Kurdish MP Farhad Atrushi says that “this step aims to pressure Kurdistan, since Kerkûk’s oil fields are an extension of Hewlêr ’s. There is a political message here that conveys that this area will not be returned to the South South Kurdistan.”

OMV: Further important milestones in the South Kurdistan

OMV, the Austrian oil company part-owned by Abu Dhabi, has started pumping oil in the South Kurdistan (KRG).

Production of a test well at the Bina Bawi field in the autonomous region has begun at an initial 5,000 barrels per day (bpd), the company announced April 4.

"OMV sees the South Kurdistan as an important area for growth," said Jaap Huijskes, the member of the board responsible for exploration and production. "The progress of the development of Bina Bawi [is an] important milestone to further expand our business in this region."

OMV shares production rights to the Bina Bawi field with Genel Energy and the KRG. OMV already produces natural gas in Kurdistan as part of a joint venture that includes the Sharjah-based Dana Gas.

The progress of the development of Bina Bawi as well as the Declaration of Commerciality are important milestones to further expand our business in this region. Guys, kurds will not return to baghdad no more, we sell our oil directly to the intl market now and get the money directly ourselves, despite US pressures, pipelines soon will be completed, baghdad and its pipelines not needed any longer we are fully independent state now just need to proclaim it, let the i-racki sunni-shias sort themselves out, we kurds were never part of this omen country we were forced to live with them by attaching kurdistan to i-rack in 1921 including kirkuk and other kurdish areas that are outside of KRG administration in SK, we are done mediating their never ending issues. if we wait for US a kurdish state will never come about, they have always supported central government over us, kurdish leadership will have to proclaim the long delayed kurdish state and if they refuse to recognise us then their loss. we have EU and that is all that matters.

KRG does have 3 refineries (Khabat in Hewlêr , Kat Refinery in Kirkuk and Bazian in Sulaimani) and one is near completion , but its not enuff to fill in local demand


this is so irratating to see the friggin i-racki flags everywhere. edit, i didnt say it for nothing. whats gonna happen if they remove those i-racki flags? whos gonna do something? is barzani really edit posting the enemy's flag like that? (the same flag of the enemy that massacred 180000+ kurds)

KRG Ministry of Natural Resources statement on HKN Energy incident in Kurdistan Region

The Kurdistan Regional Government Ministry of Natural Resources (KRG MNR) would like to clarify the following regarding an incident at the Sarsang block oil field which is operated by HKN Energy.

Contrary to inaccurate reports that appeared in the international media, the incident was not a serious security situation, and at no time were any attempts made to take hostages. The incident was caused by a labour dispute involving local workers who had not been paid since October last year.

Representatives of the workers asked HKN Energy to shut down operations until the dispute over the services for which they had not been paid was resolved. The dispute was resolved peacefully. At no time were any of the personnel in the field harmed and no violence occurred.

During the incident, an employee for the oil services company Schlumberger working at the site made a number of inaccurate comments to the media.

Schlumberger later issued a statement, saying the employee concerned: “was not aware of the details pertaining to the incident and consequently his statements were incorrect. Furthermore, we deny the rest of the sweeping statements that he made as they do not represent the facts on the ground or the company opinion.”

The KRG maintains an excellent level of security, and the Kurdistan Region remains a safe and secure place for foreign companies and their personnel to work and live. The KRG is committed to supporting the operations of foreign oil companies. We are also committed to ensuring local workers have a voice and are given appropriate employment opportunities in the oil sector; and to supporting social projects by oil companies in accordance with the needs of local communities.

I thought S.Kurds were mostly sunni must be a misake. Not that it really makes a difference we aren't arabs afterall.

yeah not that matters but SK are all Sunni except Khanaqin district, the 4 provinces of SK are but Khanaqinis are very proud Kurds I am proud of them. in Kurdistan nationality MUST come before your religion.

GENEL ENERGY MAKES SIGNIFICANT OIL DISCOVERY IN FIRST CHIA SURKH WELL

The Anglo-Turkish oil and gas independent, Genel Energy, today announced that the first of five exploration wells it plans to drill this year in the Kurdistan Region has made a significant oil discovery.

The Company said the Chia Surkh 10 well was drilled to a depth of 1,696 metres in the Oligo-Miocene section, and, in tests extending over several days, flowed at up to 11,950 barrels of oil a day and 15 million cubic feet of gas. The oil was 41 degrees API and well-head flow pressure 2,000 pounds a square inch.

Chia Surkh 10 was drilled on a large thrust-fault, controlled structure with up to 94 square kilometres of closure. A second drill-stem test is being planned for the Miocene section, after which the well will be suspended as a future producer.

Genel Energy chief executive Tony Hayward said the well confirmed the presence of 'a significant oil find' and that the Company had this week begun drilling a second well, Chia Surkh 11, to appraise the discovery.

"We intend to carry out a rapid appraisal and development programme and expect to have an early production scheme operating in the first half of 2014. Over the same period we will be evaluating and drilling a number of other prospects we have in the Chia Surkh licence," Hayward said.

"We are delighted at this level of success in what is the first of the five high-impact exploration wells we plan in the Kurdistan Region during 2013. To have made a discovery of such potential materiality at this early stage is highly encouraging," Hayward said.

Chia Surkh 10 is the first exploration well to be drilled on the Chia Surkh acreage since 1954. The 985 square kilometre licence is operated and held 60 per cent by Genel Energy. The remaining 40 per cent is held equally between Petoil, Inc. and the Kurdistan Regional Government.

We ask the US to be neutral - one i-rack policy based on the existing federal constitution, not a new centralised constitution like the days of Saddam. We believe centralisation will result in the break-up of i-rack.
The KRG seeks constructive dialogue with Baghdad.
The US is not pressuring us, they do not want a fractured i-rack.
i-rack did not spend one dollar finding Kurdish oil. The international companies who found it require paying for their work.
Pipelines completed by the end of this year.
Foreign investors are prepared to take the risk, I know a dozen of them (!) and they believe these issues will be resolved.
Won't comment on speculation wrt Turkish ESCROW accounts.
The Turkish/Kurdish alliance is a WIN WIN for everyone.
We might seek Independence once all the oil has run out!!
