The statement pointed out that "the two parties also agreed on the need to work on the adoption of important laws and regulations that will have an effective impact in solving the outstanding problems such as oil and gas law and other laws, as well as the agreement to continue meetings and enhance communication to resolve all the issues."
The head of the Kurdistan Regional Government of i-rack Nechirvan Barzani arrived on Monday, to Baghdad to discuss outstanding issues between the governments of the center and Hewlêr , in the first visit since the crisis began, and held upon arrival in a meeting with the leader of the National Alliance, Ibrahim al-Jaafari.
The United Nations Mission in i-rack revealed, on Sunday, (April 28, 2013), that the President of the Kurdistan Regional Government Nechirvan Barzani will visit Baghdad today, for a meeting with Prime Minister Nuri al-Maliki to resolve the issues, and while He welcomed at the meeting stressed the need to parties are quick to reach a final solution to the outstanding problems including help resolve the current crisis experienced by i-rack, warning that i-rack is at a crossroads.
Barzani's visit is the first since the crisis that erupted between the federal government and the Kurdistan Regional Government, against the backdrop of friction between the army and the Peshmerga forces in (November 16, 2013) in the district Tuz Khurmatu (90, mile east of Tikrit).
The visit also comes under the political conditions of the country's security against the backdrop of the army forces stormed Hawija sit-in yard, (23 April 2013) and the subsequent clashes between security forces and insurgents in Anbar, Nineveh, Kerkûk, Salahuddin and Diyala.

David: yeah, we have been here before. The difference now is that KRG has a way out other than Bagdad, turkey. They didnt before and Maliki knew that, but now its KRG who has the best hand.

Seems like they are getting along, with the pershmerga entering Kerkûk with malikis "blessing" to cool down the situation after what happend.


The question now is, do the kurds need the o&g law or is it Baghdad who needs it?

Baghdad (NINA) – The Cabinet's weekly meeting is been postponed until Thursday, to allow time for Kurdish ministers attend.

Official source told NINA on Monday, Apr. 29, that the meeting held, earlier in the day, between the Kurdish Alliance's delegation, headed by the region's Prime Minister, Nechirvan Barazani, and Prime Minister Nuri al-Maliki, resulted in agreement of the Kurdish side for Kurdish ministers to participate in cabinet's sessions.

Earlier in the day, Prime Minister Nuri al-Maliki discussed with the Region's Prime Minister, Nechirvan Barazani, and the delegation accompanying him means of cooperation and coordination between the Government and the Region.

A statement issued by Maliki's Office said that the two discussed points of disagreement, in frank and serious atmosphere, as well as the mutual desire to find solutions for all outstanding issues; they have agreed on working all disputed issues in accordance with the Constitution and the Federal System of united i-rack.

Oil discovery confirmed in South Kurdistan

A rapid oil appraisal program is under way in the autonomous Kurdistan region following a successful test of a second well, Genel Energy said.

Anglo-Turkish company Genel Energy announced its second test in the Chia Surkh 10 well yielded a sustained preliminary flow rate of 3,200 barrels of oil per day and 8.4 million cubic feet of natural gas.

The test confirms that Chia Surkh is a significant oil discovery, Genel said. Early this month, the company said it reached a test rate of 11,950 barrels of oil per day from its first of five exploration wells in the Chia Surkh discovery area.

Genel Director of Exploration John Hurst said the second test in the Chia Surkh region gives the company reason for optimism.

We will continue with our rapid appraisal and development program, including the first appraisal well now under way and will be evaluating and drilling a number of other prospects we have in the Chia Surkh license, he said in a statement.

The semiautonomous Kurdish government gave Genel permission in January to export crude oil to Turkey by road shipments. Genel is working to convert a natural gas pipeline to facilitate additional oil deliveries.

Oil flow through the 600-mile Kirkuk-Ceyhan pipeline was disrupted this week when militants attacked the pipeline in i-rack.

Export restrictions had been in place as a sign of growing frustration with the central i-racki government over oil laws in the country.

DNO International releases annual statement of reserves

DNO International ASA, the Norwegian oil and gas company, released its Annual Statement of Reserves setting total remaining proved and probable (2P/P50) reserves at 520.3 million barrels of oil equivalent (MMboe) on a company working interest (CWI) basis as at yearend 2012. The comparable figures for yearend 2011, yearend 2010 and yearend 2009 were 371.9 MMboe, 194.2 MMboe and 149.4 MMboe, respectively.

"I am hard pressed to name other international exploration and production companies of our size with such a record of year-on-year reserves growth over this period," said Bijan Mossavar-Rahmani, Executive Chairman of DNO International.

The 40 percent increase in 2012 was driven principally by upward revisions at the Tawke field in the Kurdistan Region of i-rack and reserve additions from the merger of RAK Petroleum PCL's operating subsidiaries into DNO International.

The 2012 reserves evaluation and report was prepared by independent petroleum consultants DeGolyer and MacNaughton. DNO International's yearend 2012 proved and probable (CWI) reserves of 520.3 MMboe comprised of 495.4 million barrels (MMbbls) of oil (including condensate and other liquids) and 140.1 billion cubic feet (Bcf) of natural gas.

These volumes represent the Company's commercial reserves, class 1-3, under the Norwegian Petroleum Directorate classification.

Proved and probable oil reserves for the Tawke field, adjusting for 2012 production of 16.6 MMbbls, were 722.2 MMbbls, of which 447.7 MMbbls were net to DNO International on a CWI basis. Also in Kurdistan, proved and probable reserves for the Benenan and Bastora oil discoveries on the Hewlêr license were 42.1 MMbbls as at 31 December 2012, of which 19.6 MMbbls were net to DNO International on a CWI basis.

In Yemen, proved and probable oil reserves, adjusting for 2012 production of 3.8 MMbbls, were 18.0 MMbbls, of which 8.4 MMbbls were net to DNO International on a CWI basis.

Proved and probable reserves associated with the assets acquired from RAK Petroleum PCL, adjusting for 2012 production of 4.2 MMboe, were at 36.1 MMbbls of oil (including condensate and other liquids) and 254.3 Bcf of natural gas, of which 19.7 MMbbls and 140.1 Bcf were net to DNO International on a CWI basis.

In addition to its class 1-3 2P CWI reserves, the Company held 42.7 MMboe in 2C contingent resources, class 4-5, and 39.9 MMboe in 2C contingent resources class 6-7.

The 2012 Annual Statement of Reserves, published in accordance with Oslo Stock Exchange Circular no. 9/2009, is attached. All volumes in the Annual Statement of Reserves attributable to DNO International are calculated for each asset based on the Company's contractual share of operating expenses and capital costs, including any carried interests and reduced by any royalty burden.

Does anyone know if the weather has been bad enough to prevent spudding at GKP's SH-7 and SH-10 wells? Seems to be some disagreement with MOL's reports that it may have happened.

Kinematik: I agree with your statement except it has one tiny error, maliki didn't let us enter kerkuk. he is very delusional because now the freak wants his old positions back, over our dead bodies you retard. so like I said making agreement with this retard is a joke and barzanis visit to Baghdad was a joke to a big boo to him for lowering himself like that.

South Kurdistan elite gives Energy Minister two weeks to solve gas crisis

ERBIL-Hewlêr, Kurdistan region 'KRG',— South Kurdistan’s intellectuals, journalists and academics launched on Thursday May 2, a campaign to improve quality and reduce gas prices; threatening to expand their campaign and continue their pressure until the Minister of Natural Resources is dismissed in case their demands haven’t been met in 2 weeks.

“Today, in Hewlêr , we have launched a lobbying campaign against the Ministry of Natural Resources with the contribution of intellectuals, journalists and academics”, said the campaign organizer, Alan Al Saheb Qiran, in a statement to Alsumaria. He revealed that “the campaign demands solving the gas crisis by improving quality and reducing prices”.

“The campaign demanded that gas prices be reduced by 200 Dinars per liter and its quality be improved”, added Qiran, pointing out that “they hope that relevant authorities respond to their demands in less than 2 weeks”.

“In case our demands weren’t met our lobbying campaign will be expanded until the Minister of Natural Resources is dismissed”, clarified Qiran, calling upon Kurdistan’s government to “support the citizens in solving gas problems in the region”.

“Hours after our movement started gas prices witnessed a noticeable decrease”, pointed out Qiran, stressing that “this was a clear proof that influential authorities manipulate the carburant market and its prices”.

Kurdistan region’s provinces witnessed in the past few days a 50% increase in gas prices, as the cost of one liter of gas amounted to 1 Dollar. This pushed many drivers to demonstrate and demand a drastic solution to the expensive gas prices.

Dana Gas denies selling its assets in South Kurdistan

Shafaq News / UAE's Dana Gas company denied on Sunday, its intention to sell its assets in Kurdistan and announced that the company is considering inclusions options in the exchange global stock.

“The speculation about our intention to sell the company's assets located in Kurdistan is not true, “the spokesman of the company said in a statement briefed by “Shafaq News”.

Dana Gas shares have increased today 8 % to the highest level in 17 months, amid talk in the market that the company has put its operations in Kurdistan for sale; to include it in the Stock Exchange market.

Dana Gas Emirati Company working in Kurdistan fields has revealed earlier, the production of more than 279 billion cubic feet of gas and 13 million barrels of condensate, while announced that its production of natural gas reached to 340 million cubic feet per day.

New Law Grants KRG Right to Begin Oil Exports

ERBIL, South Kurdistan – Unless Baghdad agrees to pay billions of dollars in debts claimed by the South Kurdistan, the autonomous northern enclave will raise the money by beginning its own oil exports, according to a new law passed by the regional parliament last week.

The Kurdistan Regional Government (KRG) and Iraq’s Shiite-led central government in Baghdad are at loggerheads over several serious issues, including debts owed by Baghdad since the region gained autonomy following the 2003 US-led invasion of Iraq.

The Kurds have been claiming back pay for foreign oil companies operating in the South Kurdistan, but Baghdad considers those contracts illegal and insists that the KRG cannot initiate oil contracts or exports independently.

The row over revenues took a turn for the worse last month, after Arab MPs bulldozed the 2013 budget through the national parliament, ignoring KRG objections that the new budget did not allocate enough money to pay the foreign oil companies.

The new law, aimed at “defining and receiving deserved finances of the South Kurdistan from federal revenues,” was sent to the Kurdistan Parliament on April 8.

It mandates that, after 90 days of informing Baghdad about outstanding debts, the KRG “can take necessary steps to export oil and gas in order to recover all the debts that Baghdad refuses to pay.”

“The law gives us legal and political leverage in our constitutional fight with Baghdad,” said KRG oil minister, Ashti Hawrami.

“We receive only 10.5 percent of the Iraqi budget, which is equal to 250 thousand barrels of oil, but now we produce 400 thousand barrels of oil per day,” he added, underscoring the crux of the dispute, over the share of oil the South Kurdistan produces and gives to the central governnment for consumption and exports, and the revenues it receives in return.

The new law also requires that Baghdad compensate victims of crimes committed by the ousted Saddam Hussein regime against the people of the South Kurdistan, which has an estimated five million population.

The new law is premised on Article 112 of the Iraqi Constitution, which states that: “The federal government, with the producing governorates and regional governments, shall undertake the management of oil and gas extracted from present fields, provided that it distributes its revenues in a fair manner in proportion to the population distribution in all parts of the country.”

The constitution also specifies “an allotment for a specified period” for regions deprived under Saddam’s regime, or damaged in the war and violence unleashed by his overthrow.

KRG Prime Minister Nechirvan Barzani said last month that, “Baghdad has a legal duty to implement the decision of the Iraqi High Criminal Court about compensation of the families of the victims who were subject to the crime of genocide by the former regime.”

He said that according to a KRG study, “The agricultural and infrastructural damage to the South Kurdistan is estimated at $9 billion dollars.”

The KRG’s finance ministry says that Baghdad must pay more than $20 billion to the KRG, of which $6 billion would go to the Peshmarga ministry, $4 billion to oil companies, and the rest as compensation to families who suffered under Saddam’s anti-Kurdish atrocities.

The new law has been criticized by opposition groups in the South Kurdistan, which say it will worsen tensions with Baghdad.

Regarding concerns voiced by the opposition, Hawrami said: “On a daily basis Baghdad threatens to cut our share of the federal budget. We are trying to create our own fiscal policy.”

Does South South Kurdistan have alternatives to Turkey?

Could a change in government in neighboring Syria offer Iraq’s autonomous and landlocked South Kurdistan an alternative to dependence on Turkey for oil and gas exports? According to Middle East expert Ruba Husari, it can, especially if Syrian Kurds also succeed in gaining autonomy in the future.

In an article for the Carnegie Middle East Center, she suggested that an alignment of interests between the Kurds of Syria and Iraq could offer the Kurdistan Regional Government (KRG) an alternative to dependence on Turkey as an oil-gas corridor.

But this seems unlikely.

Husari suggests that the “degree of autonomy that a new regime emerging in Syria would be able to grant Syrian Kurds -- as well as the latter’s ability to carve out an autonomous region within the new state -- will determine whether Iraq’s Kurds will be able to free themselves from the pressures of Ankara and Baghdad and establish a direct export route for their hydrocarbons via Syrian Kurdish territory.”

However, Syria’s own Kurdish areas contain oil and gas, but will themselves be dependent for exports on either Turkey, Syria’s future government or the KRG -- more specifically on the Kurdistan Democratic Party (KDP), which controls the border near the Kurdish areas of Syria.

Some analysts think the Syrian Kurds have this access, but this is not the case.

Often analysts forget the fact that Kurds -- including Syrian Kurds -- are landlocked and therefore always dependent on others not only for gas and oil exports, but also for imports. Moreover, the current tensions between the KDP and Kurdistan Workers Party (PKK) could make cooperation between Syrian Kurds and KRG Kurds difficult in the future. The oil industry knows the PKK-affiliated Democratic Union Party (PYD) controls most of Syria’s Kurdish areas.

At an oil forum in Washington DC last month, KRG energy minister Ashti Hawrami made clear that for the South Kurdistan there is no alternative to Turkey. He said exports were possible through Iran and Syria, “But we infinitely prefer dealing with Turkey, for several advantages: first of all, the infrastructure -- more or less ready. The corridor is already being used for oil supply,” he said.

KRG Prime Minister Nechirvan Barzani has also suggested that the only door of hope for KRG Kurds – or the KDP -- is Turkey.

The KRG Kurds cannot simply fly out oil and gas; they need pipelines. And those pipelines are the guarantee of possibly more independence or autonomy in the future. But for this, they need cooperation with one of their neighbors.

AK Petroleum announces record profits, new acquisition in South Kurdistan

PNA - RAK Petroleum Public Company Limited, the energy investment company, today announced net profits of AED 271.6 million for the year ended 31 December 2012, marking a fourth consecutive year of profitability with record profits in South Kurdistan and other countries.

The Company holds a 42.8 percent shareholding in DNO International ASA. DNO International is a publicly traded Norwegian oil and gas company with assets predominantly in the Middle East :South Kurdistan of Iraq, Yemen, Oman, United Arab Emirates, Tunisia and Somaliland.

Under equity accounting rules for associated companies, RAK Petroleum assumes a proportionate share of DNO International’s profit. At yearend 2012, the Company’s stake in DNO International had a market value of AED 2,684.3 million although the DNO International position is carried on the Company’s balance sheet at AED 2,447.4 million reflecting the original acquisition cost after adjustments.

The Company expanded its investment portfolio in April 2013 by acquiring Mondoil Enterprises LLC which holds an indirect 8 percent interest in Cote d’Ivoire Block 27 containing that country’s largest gas field, Foxtrot. The transaction was carried out as an all paper share exchange between the parties.

The agreement was signed by Amir Ali Handjani on behalf of the Board of Directors of RAK Petroleum and by Bijan Mossavar-Rahmani representing Mondoil Enterprises. Mr. Mossavar-Rahmani is Chairman and Chief Executive Officer of RAK Petroleum.

“The Mondoil Enterprises acquisition expands RAK Petroleum’s footprint beyond our shareholding in DNO International,” said Handjani. “In addition to strong cash flow from the established Foxtrot and Mahi gas fields, the ongoing development of the Marlin oil and gas field and of the Manta gas field, also within the license area, offer exciting growth opportunities to RAK Petroleum”, he said.

“This interest was acquired with a combination of treasury and newly issued shares of RAK Petroleum. We are gratified by Mondoil Enterprises’ substantial vote of confidence in our value and commitment to our future,” added Handjani. The independent members of the Board of Directors of RAK Petroleum were advised by an international legal firm, and were provided a fairness opinion by a leading international bank. The Company issued 228,481,656 new shares, bringing its total issued and outstanding shares to 3,228,481,656.

Prime Minister Barzani and Turkey’s Energy Minister Taner Yildiz to speak at international energy conference in Erbil

PNA - Erbil, South Kurdistan, (KRG.org) – Prime Minister Nechirvan Barzani and Turkey’s Energy Minister Taner Yildiz will speak at a major energy conference in Erbil, capital of the South Kurdistan, on 30 May.

The 2nd International Energy Arena Erbil–Making Connections, which is in its second year, will look at how the South Kurdistan will impact global energy security, the strategic relations between Western governments and suppliers, and at the potential fallout from Syria and the Arab Spring on Iraq’s exports.

The other conference speakers include the Kurdistan Regional Government (KRG) Minister of Natural Resources Dr Ashti Hawrami, foreign officials and analysts, other KRG ministers, and oil and gas company executives. They are expected to also discuss the changing nature of global energy markets, how to manage gas resources and convert gas to power.

With 45 billion barrels of oil reserves and 3-6 trillion cubic meters of gas reserves, the South Kurdistan autonomous Region is one of the last remaining conventional oil and gas frontiers on earth. In just five years, the Kurdistan Regional Government (KRG) has attracted some of the world’s biggest oil companies, and Erbil has been called the ‘exploration capital of the world.’

With export targets of 1 million barrels of oil per day by 2015, and 2 million bpd by 2019, the Region will be a significant contributor to mid and long-term production goals, thus boosting the country’s revenues. The KRG is moving ahead with plans to build an additional export infrastructure network to transport the oil and gas to markets in Turkey, Europe and beyond, helping Iraq’s unity and stability and contributing to global energy security at a time of significant international tension.

The conference takes place at the Erbil Rotana Hotel and is hosted and organized by STEAM, Turkey’s Strategic Technic Economical Research Center, and by the conference organiser Making Connections Erbil. It is organized in coordination with the KRG Ministry of Natural Resources.

"Our oil company already has an agreement with Exxon Mobil in place ... This is a step with the KRG on exploration work," Erdogan told reporters at Ankara airport before heading to the United States for an official visit. He is due to meet U.S. President Barack Obama on Thursday.

Until now, resource-hungry Turkey has been a customer and a transportation outlet for oil exports from the Kurdish region. With this agreement, the Turks would play an active role in exploiting South Kurdistan's rich hydrocarbon resources.

Baghdad says it alone has the authority to control exports from i-rack and that deals between oil companies and the KRG are illegal. Leaders of the autonomous Kurdish region say their right to control oil resources is enshrined in i-rack's federal constitution, drawn up following the U.S.-led invasion of 2003.

Turkish industry sources said the likely partner is Turkish Petroleum International Company (TPIC), an arm of state-run Turkish Petroleum (TPAO). A spokesman for the company could not immediately be reached for comment.

Washington, wary of the divisions between Baghdad and the autonomous Kurdish region, has urged passage of a long-delayed national oil law to resolve the standoff, which has intensified since the last U.S. troops left in December 2011.

"We will develop our steps after this visit," Erdogan said, referring to the plans for KRG, without specifying what the agreement would involve.

The Turkish company will take equity stakes in a partnership with Exxon and KRG and would become part of the production-sharing agreement, an Ankara-based energy source said.

Another energy official in Ankara said any contracts would be in the form of commercial agreements signed between companies, not an agreement between governments.

During his U.S. visit, Erdogan will seek Obama's support for further energy deals that Turkish companies are hoping to strike in KRG.

The United States announced on Wednesday that the White House is clearly against any possible oil agreement between Turkey government and Hewlêr ’s Kurdistan Regional Government (KRG), Dow Jones Newswire said.

Our position on energy trade from i-rack has been consistent and remains unchanged: The United States does not support oil exports from any parts of i-rack without the appropriate approval of the federal i-racki government,” said Caitlin Hayden, a spokesman for the National Security Council.
The spokesman’s remarks come a day after Turkey Prime Minister Recep Tayyip Erdogan said a Turkish state- run oil firm struck a deal with Exxon Mobil and i-racki autonomous region of Kurdistan.
Erdogan’s announcement and the US officials remark come a day before the Turkish official was scheduled to meet US president Barack Obama in Washington.
i-rack, too, has harshly blamed the deal and called it illegal and against the constitution.
“Any agreement signed without the approval of the central government is illegal,” said Faisal Abdullah, spokesman for Hussein al- Shahristani, deputy prime minister for energy.
Both Exxon Mobil and KRG declined to comment.
Analysts believe the deal can fuel burning flames of disputes between Ankara and Baghdad which are already at loggerheads over different issues, among them the situation of i-racki’s fugitive vice president Tariq al- Hashimi, whom i-rack sentenced to four times of death, but Turkey sheltered.
The accords’ report come weeks after Kurdish officials met Prime Minister Nouri al- Maliki in Baghdad and discussed oil rights and political autonomy.
The Kurdish Parliament deputies then ended the weeks- long boycott after the meeting.

Erdogan to Obama: Kurdistan's oil contracts are constitutional and legal

Press reported on Sunday that Turkish Prime Minister , Recep Tayyip Erdogan assured U.S. President , Barack Obama during a meeting convened recently that oil contracts concluded by the Kurdistan government with international oil companies are constitutional and legal.

“Turkish Prime Minister, Recep Tayyip Erdogan said during his talks with U.S. President, Barack Obama that Ankara confirmed that all the oil contracts concluded by Kurdistan Regional Government (KRG) with the international oil companies are legal and constitutional,” According to Turkish press reports, briefed by “Shafaq News”.

Turkish Energy Minister, Taner Yildiz who accompanied Erdogan during those discussions revealed that the Turkish delegation spoke about the nature of the oil contracts concluded by KRG and said that all contracts are legal and constitutional.

Yildiz noted that “this made 19 countries and 39 oil companies to work in South Kurdistan”.

The oil contracts concluded by Hewlêr with international oil companies is one of the main disagreement points with Baghdad, which prompted the i-racki government not to recognize these contracts and rejected to pay financial dues for these companies during the last period, before the parties reach to an initial agreement from seven points as a start to enter deep dialogues to get out of the crisis that marred the relationship between the two sides.

Turkey-Kurdistan oil deal reflects end of post-Ottoman order

Confirmation last week that Turkey plans to buy into the oil and gas wealth of the self-governing South Kurdistan (KRG) has led to warnings – most stridently from the US – that Ankara is gambling with the break-up of Iraq. Indeed, But there is more at stake than that. Drop a rock in any pool in this febrile region – now hyperconnected in all the wrong ways – and the ripples will reach every shore.

The Kurdistan Regional Government and the central authorities in Baghdad are nowhere near a pact for sharing the country’s potentially huge oil revenues, much less a working model of federal power-sharing – with the Baghdad government of Nouri al-Maliki, a Shia Islamist aligned with Iran, invariably favouring sect and faction above state and nation.

But the future of Iraq is now just part of a discussion about the possible break-up of bits of the Middle East, given new urgency by the disintegration of Syria under the pulverising effect of two years of civil war.

That conflict has praised loose the Kurdistan region of northeast Syria, galvanizing Turkey into making peace with its own Kurds and drawing South (KRG) and Western (Syrian) Kurds into an economically dynamic Turkosphere.

That this debate is only just starting suggests just how problematic it is – and how immense its possible consequences. What is in play is the state system that succeeded the Ottoman Empire almost a century ago in Syria and Mesopotamia.

One of the problems with this debate is where you start the clock. Must one begin with the machinations of Britain and France, who carved up the Ottoman Empire’s Arab possessions and reassembled them according to their own imperial designs and ambitions, most infamously in the Sykes-Picot stitch-up of 1916? Or with the 2003 Anglo-American war of choice in Iraq that shattered a fragile country as a society and state?

The Franco-British, post-Ottoman order bears a historic share of responsibility. Where the most acute stress lines are now, the UK and France bolted together Kurds and Shia under a Sunni minority in Iraq; backed a rotation of minorities in Syria; and broke off Lebanon under Maronite Christian rule from Sunni majority Syria (the management of Palestine merits separate discussion).

The invasion and occupation of Iraq, by empowering a rare Shia majority in an Arab heartland country, upended a regional balance of power between Sunni and Shia Muslims that had held for nearly a millennium. The Sunni-Shia contest, which has now collided violently in Syria with the upheavals of the so-called Arab Spring, is the most powerful driver of what is now happening.

In Syria, fragmentation is accelerated by weakness on both sides. Fractious, majority Sunni rebels have different patrons – notably Sunni powers such as Qatar and Saudi Arabia with different agendas – while limited support from the west has meant radical Islamists have become disproportionately powerful. The crumbling Assad regime, built around the heterodox Shia Alawite minority, relies more and more on militias – an intrinsically cantonal and sectarian form of warfare.

So, in addition to the enlarged Kurdistan Turkey is trying to embrace, there are at least two other de facto entities starting to emerge. One is the Jazeera region between the Euphrates and Tigris rivers, linking up the disaffected Sunni of western Iraq with their often tribally related coreligionists in eastern Syria. Bashar al-Assad’s sponsoring of a jihadi pipeline into occupied Iraq 10 years ago has blown back on him – now that the same networks have found the way back into Syria.

A second is the Alawite coastal and mountain heartland in northwest Syria. If Hizbollah, the Iran-backed Lebanese Shia paramilitary movement, succeeds in clearing a path for the Assads between Homs and the Lebanese border, this enclave could end up connected to Shia strongholds in Lebanon’s Bekaa Valley. And so on. Pull a string here, and it will unravel there.

It is hard to know what the right response to this is, but it is probably not to lecture the Turks, whose foreign policy at bottom follows the money rather than the flag, and has an underlying (and European-influenced) belief in “soft borders” across former Ottoman lands. A lot to discuss then, and the worst imaginable time to discuss it.­
