Kurdistan PM has full authority to sign oil contracts with Turkey: Justice minister 28.11.2013 ERBIL-Hewlêr, South Kurdistan 'KRG',— Ministry of Justice in Kurdistan Regional Government (KRG), announced on Thursday that the government headed by, Nechirvan Barzani has full authority to sign oil contracts with Turkey, pointing out that it is not a " caretaker " government as promoted by some. “The Minister of Justice in KRG, Shirwan Haidari said that Barzani’s current government is not a caretaker government and it is entitled to sign contracts for oil with Turkey, a statement of the government. Haidari attributed said that the current government didn’t declare its resign, as any candidate by winning the majority of the Parliament of Kurdistan has not been commissioned, which is the Kurdistan Democratic Party that nominated Barzani officially and has not been assigned by the Parliament yet. These statements come after some media described the Caretaker Government on the occasion of Barzani’s visit by these days to Turkey, as some local newspapers said he is not entitled to sign any contracts with Turkey regarding oil and oil pipelines between South Kurdistan and Turkey. Kurdistan Prime minister Nechirvan Barzani told reporters that a pipeline from the Kurdistan region could start carrying to Turkey oil "before Christmas", without elaborating. Haidari said that the Parliament did not announce until now officially commissioning the official candidate for the post of head of government, therefore, this government is not a caretaker government and has the full rights in the performance of its duties, pointing out that up to this day, the parliament do not specify the new parliament board to commission and appoint the new Prime Minister. Turkish energy minister: Projects with south Kurdistan to follow an oil agreement 28.11.2013 ANKARA,— Turkish Energy Minister, Taner Yildiz announced on Thursday that the process of exporting oil from Kurdistan will begin before the end of this year, pointing out that the contracts and other projects will follow the oil agreement. Kurdistan plans to start exporting oil from its fields to world markets via Turkey through a new pipeline that will hopefully be completed in the next period. But this big move needs understanding with Baghdad, which is strongly opposed by South Kurdistan that want to export oil individually. Despite opposition from the central government to extend the pipeline but the Kurdish government went ahead with its plans, which will help in what appears to be an economic independence from Baghdad after the two sides did not reach understandings on this file and other files for many years. Baghdad says that it has the right only to control exports and the conclusion of transactions while Kurdistan says that it has the right to do so as guaranteed by the Constitution. Yildiz said in an interview with reporters, that “the export of oil will begin before the end of this year, stressing that what was signed with Kurdistan Regional Government (KRG) was not a violation of the Iraqi constitution nor the observations made by the Iraqi government. The President of South Kurdistan, Nechirvan Barzani is visiting Turkey to conclude a final agreement for the export of Kurdish oil. Yildiz said that signing the contract and start exporting oil in the region would open the way for other contracts and other projects that will lead to develop economy and relations between Turkey and the region. Erbil and Ankara fail to agree on building 2nd pipeline Talks between Turkey Prime Minister Recep Tayyip Erdogan and Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani didn't end on Wednesday with concrete results on the construction of a new oil pipeline from Kirkuk, the daily of Zaman said. Attended by Turkish Minister of Energy and Natural Resources Taner Yildiz, Minister of Development Cevdet Yilmaz, KRG Deputy Prime Minister Imad Ahmad and KRG Natural Resources Minister Ashti Hawrami, the meeting failed to reach a solid result. Sources close to Turkey Prime Ministry said there are still problems with some technical details that need to be solved, particularly concerning the share of revenues gained from the oil trade. A preliminary deal over the construction of this pipeline was reached several months ago, but sources close to the deal say the Turkish side is waiting for the visit of Iraqi Prime Minister Nouri al-Maliki before concluding it. Kurdish oil Expert: The Earth’s last drop of oil will be in Kurdistan Hawar Abdulrazaq BasNews (Erbil): Oil and gas expert, Dr. Govand Sherwani, estimates that Kurdish oil reserves will last over a century and become the last frontier for energy business in the world. According to Sherwani, international oil companies are choosing the Kurdish enclave over Iraq proper because of the region’s peace and stability. “Major energy companies come to the South Kurdistan because of its stability and business-friendly environment,” he noted. “International experts estimate that a lot of the world’s oil reserves will last for approximately one hundred years, but that Kurdistan is an exception to the rule, because the region has a lot of untapped oil reserves,” said Sherwani. Sherwani believes that having energy resources is key for any country, but that using these resources for the country’s benefit is more important. “Every time foreign companies come and see me, they are shocked to hear that Kurds only get 17 percent of the Iraqi budget. They wonder why it is that Kurdistan has achieved so much with only 17 percent, which in truth is closer to 11 percent, while the rest of Iraq receives 83 percent yet cannot develop,” Sherwani added. According to international estimations, Iraq has approximately 150 billion barrels of oil reserves, including the South Kurdistan’s 45 billion barrels of proven oil reserve. “This means that if the South Kurdistan produces one million barrels per day and Iraq produces three million per day, then Iraq and Kurdistan will last for more than 130 years,” explained Sherwani. The South Kurdistan is soon to sign an agreement with Turkey on the new oil pipeline that runs from Kurdistan into Turkey. November 28, 2013 ANKARA,— Yesterday in Ankara, Turkish Prime Minister Recep Tayyip Erdogan met with the Prime Minister of autonomous South Kurdistan, Nechirvan Barzani, in order to secure a new oil pipeline across the border. Although a deal was expected to be signed before the meeting, there has still been no statement regarding any deals. It is believed that Turkey is waiting for the Baghdad-based Iraqi Prime Minister Nouri al-Maliki to visit Turkey in December before the deal goes through. According to the Iraqi constitution, 83% of profits earned from the export of Iraqi oil and natural gas goes to the capital city Baghdad, whereas the remaining 17% will be distributed by Erbil, the city capital of Kurdistan. The United States, which will play mediator between Baghdad and Erbil in splitting the profits, has urged Turkey to get Baghdad’s approval before agreeing with Erbil. Only 1km of piping remains to complete the 411km pipeline that is being constructed along Yumurtalik. The pipeline is expected to become active as early as January 15, 2014. Barzani even said that it could become active before Christmas. Barzani also met with Turkish Foreign Ministry Undersecretary Feridun Sinirlioglu at the JW Marriott Hotel, in a dinner meeting which included KRG spokesman Sefin Dizayi and Natural Resources Minister Ashti Hawrami. When asked about the talks, Barzani said that the meetings had been productive and that he had enjoyed his visit, but refused to comment as to whether or not a deal was signed. Maliki’s spokesman told the press that the Iraqi government had expressed its disapproval of the pipeline deal between Turkey and the KRG to Turkey’s Baghdad ambassador, saying that should it go through, relations between Baghdad and Ankara would severely be damaged. Erbil to Compensate Anfal Victims From Oil Revenues By Sangar Abdulrahman 7 hours ago According to that law, the KRG can step in and compensate victims if Baghdad fails to do so within a predetermined timeframe. ERBIL, South Kurdistan – The autonomous South Kurdistan in KRG plans to compensate victims of Baghdad’s many crackdowns against the Kurds out of revenues from oil exports, if Baghdad continues to ignore Erbil’s demands for compensation. The Kurdistan Regional Government (KRG) estimates the total amount of claims at $387 billion. According to a law passed by the South Kurdistan’s own parliament in April 2013, the KRG can sell Kurdistan’s own oil without approval from Baghdad and use the funds to compensate families who suffered from Baghdad’s so-called “Anfal Campaign” and other brutalities against Iraq’s large Kurdish minority. According to that law, the KRG can step in and compensate victims if Baghdad fails to do so within a predetermined timeframe. The KRG is set to begin its first direct oil exports next month through a newly-extended pipeline that will carry Kurdish oil to Turkey and markets beyond. Baghdad opposes direct oil deals by Erbil, saying all extraction and export contracts must go through the central government. Erbil disagrees, citing constitutional articles and insisting that its exports are lawful because the revenues will be shared with the central government. According to a request signed by South Kurdistan Prime Minister Nechirvan Barzani last July, the federal government must compensate those who suffered under the policies of former Iraqi governments from 1963-2003. In another directive sent a month later, the KRG estimates total compensation at nearly $387 billion. The central government in Baghdad has so far failed to respond. The KRG’s Natural Resources Minister Ashti Hawrami told Rudaw that the compensation figure might seem high, but should be juxtaposed against losses. He noted that more than 200,000 Kurds were martyred, thousands of homes destroyed and the Kurdish regions devastated for three decades. “If the federal government does not agree to compensation, according to the law Kurdistan can benefit from its natural resources, including extracting and selling oil to compensate the victims,” said Ahmed Warti, a member of the Kurdish parliament’s legal committee. He said that, as a state, Iraq is responsible for the losses suffered by the people of Kurdistan. “It’s a legitimate and legal right of the people of Kurdistan to be compensated for the losses,” agreed Nask Tofiq, another Kurdish MP. He expressed fear that the compensation issue is being raised just as a pretext by the KRG to begin the controversial oil exports. “But my fear fades if a fund is set up from the oil money, which is transparent and supervised by the parliament,” he added. The compensation bill had led to differences in parliament with the opposition Change Movement (Gorran), but Hawrami said he was sure the party would now stand behind the law. “It’s a national achievement and I am sure Gorran and other parties will support it when the law is implemented,” Hawrami added. Last April, Premier Barzani signed a seven-point agreement in Baghdad that included compensation by the central government to Kurdish victims of the Anfal and other crackdowns. KAR Group in a joint venture with the Canadian oil & gas company (OGI) was awarded the Hamrin oil field project on the EP (Engineering & Procurement) basis by the ministry of Oil / SCOP & NOC. Hamrin Oil Field is located 10km north of Tikrit city, 80 km south west of Kirkuk. It consists of three doms (Akaz, Nukhaila, Albu-Fadhil), with a length of 80 km and width 5 km. The overall reserve quantity is estimated as 3 billion barrels of API30 crude oil. The contract included performing all engineering design, procurement of materials, and delivery to NOC stores in Kirkuk. Khurmala Oilfield![]() KAR Company considered as the 1st local Company in Iraq that contributed in the pursuance of oil projects in Iraq when it signed a contract with ministry of oil (SCOP) to accomplish KHURMAL OIL FIELD which islocated between Erbil & Kirkuk with a total cost of 135M USD, in cooperation with AVRASYA (TURKEY) & DPS (UK). The scope of the work included all engineering design, manufacturing, procurement and supply of all equipment, vessels, electrical systems, instrumentation and control. The project was accomplished to the highest acceptable standards according to the internationally recognized codes and from best rated manufacturers worldwide. DEVELOPMENT OF KHURMALA OILFIELD In 2008, the ministry of natural resources (MNR) of KRG assigned to Kar group the task of installing, connecting and operating the surface facilities of khurmala oil field for the purpose of feeding Erbil refinery with the crude oil through a 20" x40km pipeline and also to supply a part of the crude oil produced to the national export pipelines. KAR Company also achieved the maintenance works for the existing oil well heads since these were covered completely by domes of sand and suffered some damages. The work was accomplished in a high quality and efficiency. This project is considered one of the strategic oil projects for which KAR Group has taken the responsibility for its execution, providing for this purpose all requirements for design, procurement, construction, operation and maintenance in order to achieve the goals of oil production and process operations which are necessary to provide the nationally acceptable specifications and standards for the purposes of refinery operation and export. Project components: Oil Wells: With total number of (71) oil wells, these are spread across the field and are connected with piping that transport the oil to three collecting stations, with (20-24) oil well per station. Flow Lines: each pipe is 6" in diameter and starts from the well-head and extends to reach the manifold at the collecting stations. The total length of flow lines (collectively) is about (100) km. Collecting Stations: there are three collecting stations, namely; the South Station, The Middle Station and the North Station (named in relation to their geographical bearing on the field). Each of these stations contains a manifold which is equipped with valves used for emergency and normal shutdown, in addition to pressure and control gauges, test separator, etc… Trunk Lines: there are three trunk lines with a diameter of (20"), which start from the collecting stations and end at the Central Process Station (CPS). They run underground and transport oil to CPS for separation procedure. Total length of trunk lines is (33) km. Central Process Station (CPS): There are several operations that run in this station, including gas and water separation from oil transported from the three collecting stations. After the separation procedure, the oil is ready to be refined and exported. Also, Wet crude oil is processed, dehydrated, desalted and compressed in order to be used as fuel for the Power Plant Station. The CPS contains tanks for storing oil, water for fire-fighting and potable water, management and service buildings, substation and control building, oil pump station to transport oil to the refinery and for export, separators, turbine generators, storage and workshops, wet crude system and oil desalter, as well as pipe networks (oil, water, fire-fighting and drainage), and trenches and trays for control and electricity cables. Export Line: transports crude oil from CPS (after gas and water separation). Starts from CPS and ends at the South Station where it is connected with the flow line heading towards the pump station of North Oil Company. It is 20" in diameter and 8.5 km long. Main Line: starts from CPS, and transports crude oil (after gas and water separation) to Erbil Refinery. The Main Line is 20" in diameter and (40) km long. It runs underground. Date of the Contract: KAR Group started its activities on October, 2008. Phases of the Project: The project went through the following phases: Phase 1: Started in October 2008 and ended in June 2009. Amount of oil pumped to Erbil Refinery during this phase amounted to (18000-20000) B/D. The following data indicate the size of manpower during this phase : Total of (350000) man/hours. Total of personnel (including engineers, technicians and experts) working at the peak of work The construction of the following was achieved during this phase: Middle Station (M.S.), North Station (N.S.) and CPS. Trunk lines from M.S. and N.S. to CPS. Phase 2a: Started with the end of phase -1 and ended in May 2011. Quantity of oil pumped was doubled during this phase. The following works were executed in this phase: Manifold and test separator in South Station (S.S). Trunk line: S.S. to CPS. Export line: CPS to S.S. Additional flow lines. Oil flow tank and water tank in CPS. Four production separators in CPS. Piping: oil, fire water and potable water in CPS. DCS- Control System. Installing firefighting systems by CO2 in Substation and Control buildings. Additionally, the below data show the manpower involved during this stage: Total working hours amounted to 1,130000 man/hour. Total of personnel (including engineers, technicians and experts) working at the peak of work amounted to (1000) man/day, while the average daily work reached (560) man/day. Phase 2b: this phase started in May, 2011 and it is still ongoing. It is expected to complete at end of 2012. This phase includes the following works: Construction of service and administration buildings. Steel sheds for gas compressors and gas turbine generators. Installing wet crude treatment, oily water treatment, gas dehydration and gas sweetening units. Installing gas turbine compressors. Installing gas turbine generators. Additional oil tanks. Open drain and closed drain systems. Equipment foundations, and electrical and instrument works. Gas Pipeline![]() KORMOR-ERBIL In 2008 , KAR was assigned to construct the project of 20"gas pipeline from kormor gas treatment station to Erbil power plant passing through Bazian power station with a total length of 187km in mostly rocky mountainous terrains and crossing several rivers and valleys. The work consisted mainly of the following: A complete thorough survey of pipeline route. Investigations on the effects of the gas pipeline route on the environmental, ecological and safety requirements since the pipeline is crossing various inhabited areas. Execution of a service road and a pipeline trench from kormor to Erbil power plant through Bazian-Chemchemal with a length of 180km. Performing all the construction activities of the Erbil-Bazian pipeline works of 80km, including stringing, welding, coating, lowering, cathodic protection, valve station installations, tie-ins, river crossing, valley crossing. Installation of residential camps for the project employees. All a/m works were executed by KAR employees and were marked with high accuracy , precision and reliability which was a main factor to complete the project in the contract period of 6 months adopting a fast track policy. ERBIL – DUHOK GAS PIPELINE The gas pipeline extending from Erbil to Duhok is one of the major strategic projects that KAR Company executing .The project is performed on the basis of EPC (ENGINEERING, PROCUREMENT & CONSTRUCTION) method and consists of a 187km of 24"&36" pipelines transporting gas from Erbil power station to Duhok power station. The project consist of performing all basic and detail design requirements and the supply of materials, and the construction works which includes but not limited to all mechanical and civil works in addition to remote communication system and the cathodic protection. Work started in 1st quarter of 2012. ![]() CRUDE OIL PIPELINE TAQ-TAQ / KHURMALA Kar KAR Company performing the execution of this project on basis of EPC, which includes mainly the construction of a 20"x81 km crude oil pipeline carrying crude oil from taq-taq oil fields to the complex station of khurmala consisting of all mechanical works of welding, stringing, lowering in addition to trenching besides the installation of the pumping station and the communication and cathodic protection system. Work started in 1st quarter of 2012. CRUDE OIL PIPELINE 40" IRAQ – TURKEY LINE This project was performed in coordination with PARSONS GROUP for the benefit of NOC. Many companies apologized from executing this project due to the unsettled safety conditions in that area and to the large size of the pipes, but KAR management insisted on completing this project in spite of all these obstacles which was a clear indication and proof of KAR group determination and willingness to achieve their commitments. The project consisted of two phases: Civil works for the excavation of three horizontal tunnels beneath three irrigation channels with depths variation from 1-6 m. All mechanical works related to the installation of the 40" pipeline consisting of 145 tie-ins and performing the radiography of all joints, and coating and lowering to the trench , and then passing the pipe through the three tunnels prior to the hydrostatic test and doing the backfilling at the final stage. Heval, maybe in secret the second and third pipeline are intended for Rojava and going to the coast in the Mediterranean Sea through Rojava? What I don't understand is that how bad is it that Kurdish oil revenue money goes to Turkish central bank and why not to European bank accounts? Does this fact make KRG more dependent on Turkye?
