As Kurdish oil flows north, did Baghdad overplay its hand? National Editorial November 30, 2013 Updated: November 30, 2013 17:43:00 When the first oil begins flowing from the Kurdish-administered sector of Iraq through Turkey to the Mediterranean in the next month, it might seem like reward for the rapprochment between Erbil and Ankara. Related Comment Spectre of resource regionalism haunts the Middle East But while it reflects the thawing of frosty relations between Turkey, previously notorious for its ruthless suppression of its Kurdish population’s aspirations, and the Kurdistan Regional Government, it risks the sustainability of Iraq as a unitary nation. For this, Iraq’s central government must look to its own actions. The KRG blames Baghdad’s intransigence as a major factor in its decision to look north rather than south when it came to getting its oil to world markets. The plan is for up to two million barrels of oil a day to eventually go through a new network of pipes connecting to an existing pipeline from Kirkuk to Ceyhan, a Turkish port that is already a major oil terminus because of a pipeline from Azerbaijan. The Kirkuk-Ceyhan pipeline had been effectively idled for years, first by sanctions during the Saddam era and then by frequent acts of sabotage as Iraq’s security crumbled following the US-led invasion. Baghdad had used its control over the means of exporting oil as a trump card when negotiating with Erbil, intending to decrease the semi-autonomous Kurdistan region’s increasing financial independence and thus its further estrangement from the larger nation. Until the pipeline begins operations, possibly within weeks, oil from Kurdish Iraq had been going to Turkey by truck, restricting the export capacity – and thus the income derived from it – to around 50,000 barrels a day. When the pipeline begins operations, the initial flow will be 300,000 to 400,000 barrels a day. By doing so, Erbil will have neutralised what had been Baghdad’s main power over it, thanks in part to Turkish prime minister Recep Tayyip Erdogan who actively courted the pipeline deal so that his energy-poor nation can benefit from Iraq’s oil reserves. Part of the arrangement is for a state bank in Turkey and not Baghdad to hold the revenue from the oil, removing yet another bargaining chip the central Iraqi government had used on the KRG. Erbil signs 6 energy deals with Ankara, defies Baghdad The Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani has signed 5 oil and gas deals and inked a separate agreement over oil drilling with the government of Turkey Premier Recep Tayyip Erdogan, Turkey Energy Institute news base said in a report. According to the report the income of the deal will be paid to Baghdad and the northern enclave by a Turkish bank. Erdogan has stressed in his meeting with Barzani that a special mechanism has to be defined to provide enough information about the deals to Iraq, the US and the international community. Kurdistan’s Peace Pipelines![]() [9:36] 13/Dec/02 PNA - Not very many people believed that the European Coal and Steel Community (ECSC), created through the Treaty of Paris between Belgium, France, West Germany, Italy, the Netherlands and Luxembourg will serve as the first step to transform part of the European continent. During the second world war, many American politicians would imagine Europe as a lost continent because of the two world wars. However, ECSC paved the way for creating of the European Union. Before signing the Lisbon Treaty (2007), that formally created the EU, European countries signed nine other treaties as a consequence of the ECSC. The French foreign minister of the time, Robert Schuman, believed that by creating such economic ties among European countries would “make war not only unthinkable but materially impossible”. The basic idea was to these links would encourage a peaceful regional integration. Natural recourses were seen to play a constructive role in moving former waring countries away from competing with each other aggressively to co-ordination and co-operation. What the European countries and other regions learned from this example is a basic observation that has been repeated by scholars, diplomats and mediators: in order to prevent conflicts, countries and societies need to establish good relationships. These relationships will function to support what is usually know as bridge-building. Economic relationships turned out to be a crucial bridge-building task, which requires constructive communication, trust and alignment of interests. It is a common place to regard natural resources either as an important factor to generate more income and bring prosperity to a country or as a source of destabilisation and conflict. It is not difficult to cite examples in which natural resources have been wasted or caused destructive state or elite behaviours. However, a vast amount of research has also shown that the natural resource wealth is good for development if it is coupled with investments in skills and technological capacities and with good macro-economic institutions and management. In the case of Kurdistan, direct access to the Natural resources is a novelty. This is the first time in the modern history of Kurdistan, elected political leaders are managing the country’s resources and take responsibility of how it is envisioned, developed and implemented. The pipelines built between South Kurdistan and Turkey can be seen as peace pipelines because it brings income to a war-torn country (Iraq), creates a regional integration (South Kurdistan, Iraq and Turkey), creates job opportunities in the beyond Middle East, contributes to energy security (South Kurdistan, Turkey and international energy market), trust-building (South Kurdistan, Turkey and Iraq) and peaceful settlement of political conflicts (inside Turkey). When the oil and gas pass through the newly built pipelines, South Kurdistan makes a statement of historical significance because the Region’s first step towards international market ends a long process of creating a peaceful state re-building. In order to appreciate the importance of this move by South Kurdistan, we need to highlight a few milestones. In May 1992, South Kurdistan’s political parities decide to hold an election. Later that year, the new elected Kurdistan Assembly issued a degree in which expressed that the South Kurdistan will “determine its fate and define its legal relationship with the central authority at this stage of history on the basis of the federation within a democratic parliamentary Iraq.” That remained with no effect until December 2002, when the Bush administration publicly agreed that post-Saddam Iraq will be a federal state. In March 2004, the TAL (Transitional Administrative Law) went into some details about the nature of federalism in Iraq. In 2005, Iraq’s interim assembly approved the country’s current constitution which was later approved by 4 out of 5 voters in a referendum. This was crucial milestone. Throughout the entire process of Iraq’s constitutional negotiation, the issue of oil and gas was one of most difficult to agree on. The final agreement was a peaceful settlement. The issue of oil and gas was not included in the exclusive power of the federal government. The articles dealing with oil and gas are shared power between the federal government, the regional government (South Kurdistan is the only recognised authority so far) and governorates. The next milestone came when South Kurdistan passed its own oil and gas law (in August 2007). That opened up for foreign companies to directly sign contracts with the elected Kurdistan Regional Government (KRG). Since then, over more than 50 stakeholders (from 23 countries) have entered Kurdistan’s emerging energy market. With the oil and gas pumped through Kurdistan’s pipeline system over to the Turkish border and then to the international market, the KRG establishes its next milestone in peaceful development from insisting on federalism in Iraq to create new economic and political relationships to bridge-building using energy in a constructive and imaginative way to enhance regional communication, encourage trust among regional players in a region burdened with conflicts, civil strife and instability. Maybe in 20 or 30 years historians and analysis will see the even of opining the pipeline between South Kurdistan and Turkey as a remarkable peace initiative by leaders of a population that were subject to war, destruction, mass exodus and genocide as a new political trend in the Middle East. Maybe future strategy centres will have bear names of several of today’s decision-makers for being innovative, creative, constructive and courageous. Maybe future researchers will find out that the Kurdistan pipelines was the beginning of a new political order in the Middle East in based on economic ties, regional co-operation and political initiative. Premier Barzani Sends Signals to Baghdad at Major Gas Conference ERBIL, South Kurdistan – The Kurdistan Oil & Gas conference opened in Erbil today, with Prime Minister Nechirvan Barzani vowing that the South Kurdistan “will not let go of its right to export oil to the world market,” but emphasizing that Baghdad had no cause for concern over revenue sharing. Barzani said he would assure Baghdad that this process “is in the interest of all the Iraqi people.” Earlier, Turkish Energy Minister Taner Yildiz, in Erbil for the conference, told Rudaw that Ankara “will not sit idly” and overlook Kurdish supplies of oil and gas so close to its borders. Erbil and Baghdad both appear to have launched a new round of diplomacy focused on changing opposition to the exports by Baghdad and Washington. Remarks by Barzani and Yildiz suggested the campaign is focused on reassuring both governments that exports would be transparent, that the central government in Baghdad would gets its constitutional lion’s share of the revenues and that the deal benefited not only Iraq but the whole region. The Kurdish prime minister told the conference that negotiations between Erbil and Ankara have been ongoing since May last year, and that “our talks with Turkey were very constructive.” Addressing Baghdad’s opposition to Kurdistan’s direct oil deals with foreign companies and with Turkey, Barzani said: “The South Kurdistan wants to deal with these issues transparently and is ready for every negotiation with Baghdad.” Yildiz arrived in Erbil from Baghdad, where he reportedly spoke to officials about the mechanism of oil exports from the South Kurdistan and how revenues would be divided between Erbil and the central government. In Ankara last week, Barzani signed a “comprehensive energy package” that includes the export of Kurdish oil and natural gas through a pipeline system that is due to be completed soon. “Our deal is a great victory for Iraq and the South Kurdistan,” Barzani told the conference in an opening speech. “This process is bringing both sides together and we should reach a mechanism with our Iraqi partners to share the revenue according to the constitution.” Barzani said that the constitution is the strongest bond between Erbil and Baghdad, “but unfortunately Baghdad is still practicing centralism.” The Kurdish premier said that “the Kurds will not backtrack and our agreement with Turkey isn’t a threat to anyone.” This is the third edition of the four-day annual energy conference, which is being attended by more than 100 international energy companies and 800 political and diplomatic figures, including Kurdish oil minister Ashti Hawrami. Kurdistan PM says final details of energy deal with Turkey agreed![]() December 2, 2013 ERBIL-Hewlêr, South Kurdistan 'KRG',— The Kurdistan Regional Government (KRG) has agreed the final details of its oil export deal with Turkey, Kurdistan PM Prime Minister Nechirvan Barzani said on Monday. Baghdad, which claims the sole authority to manage Iraqi oil, has been at odds with Erbil in a long-standing row over oil revenue sharing. Baghdad says any independent imports from the region would be illegal but the KRG insists it has the right to sell the oil independently. "The formalities were recently completed... the finalizations of such cooperation is a great achievement for Iraq and the South Kurdistan and this process will bring us together," he told a conference in Erbil on Monday. "For the first time the South Kurdistan will become a net contributor to the Iraqi national income and that's why we need to sit down with our colleagues in the Iraqi government as equal partners," according to the English translation of his comments at the conference. Barzani visited Turkey last week which resulted in Turkish and international media leaks as the two sides signed agreements for export, without announcing it in order to avoid rejection and reactions from Baghdad. This is what happened actually Sunday when Deputy Prime Minister for Energy, Hussain al-Shahristani said that Iraq agreed with Turkey not to export oil through the new pipeline until after the approval of Baghdad. Barzani said at the opening of the third session of the international oil and gas Conference in Erbil, that "KRG has reached an oil agreement with Turkey dated back to April 2012." He explained on the sidelines of the conference which has been attended by more than 100 oil companies, that no one is against this agreement, but it is for the benefit of all the people of Iraq. Barzani confirmed that "This agreement is not irreversible.” President of KRG called the federal officials and independent observers to monitor the export of oil in Kurdistan. He said that this agreement will also benefit the Turkish economy. Barzani, who was a main party in the agreement with Turkey pointed to the need to deal with Baghdad over the sharing of oil revenues. South Kurdistan has a reserve of crude oil estimated at 45 billion barrels, and it accounts for about 30 percent of the reserves of Iraq as a whole estimated at more than 120 billion barrels. There are also huge reserves in Kurdistan for natural gas. Barzani talked also about the reconstruction process in the region, and pointed out to the need for 30 billion dollars to rebuild South Kurdistan. South Kurdistan enjoys stable security and of active reconstruction process. He pointed to the tragedies of the Kurdish people and Anfal operations and said, " oil was used against the people of Iraq and in particular against the Kurds, however, unfortunately there are still mentalities in Baghdad that still believe in the central governance." It is likely that this step would anger Baghdad, which says that it is alone has the authority to manage the country's oil and any agreement on energy with Kurdistan would be a violation of Iraq's sovereignty, while Turkish Energy Ministry rejected to comment. Flow of crude will start soon from Kurdistan via the new pipeline that will connect current Kirkuk - Ceyhan pipeline for export to world markets. The Turkish energy company founded by Ankara to work in “KRG " has signed a contract to work 13 exploration areas and teamed up with U.S. giant Exxon Mobil in about half of those areas. The contracts also include construction of a new pipeline for oil and another for gas in order to help raise Kurdistan oil exports to one million barrels per day by 2015, as it is likely to start the flow of gas by early 2017. Under the agreement, Kurdistan’s oil revenues will be put in a special account in Turkish government Bank and once you pay fees of contractors, account will remain as it is until the agreement of Kurdistan and Baghdad decide on sharing revenues. President Barzani Meets Russian Delegation![]() 02/12/2013 Salahaddin, South Kurdistan (KRP.org) – South Kurdistan President Masoud Barzani met with a Russian government and business delegation headed by Alexander Dyukov, chairman of the management board of Russia’s Gazprom Neft. The visiting delegation, which also included Russia’s deputy minister of energy, are visiting Kurdistan to participate in this year’s annual oil and gas conference, currently being held in the capital Erbil. In today’s meeting, Mr. Dyukov expressed his gratitude to the KRG for its close cooperation in the energy sector, and outlined plans for further cooperation with the KRG in the areas of infrastructure projects, health, and education. He added that more Russian companies are seeking to work and invest in Kurdistan.
