Transparency and cooperation at the Oil and Gas Conference

A common theme ran through the first day of speeches at the Kurdistan-Iraq Oil and Gas Conference: transparency and collaboration.

In a speech that touched on the tragedy of Al-Anfal - the Kurdish genocide - and the importance of moving forward, Kurdish prime minister Nechirvan Barzani stressed the need for Baghdad and the Kurdistan Regional Government (KRG) to work as partners.

“We are determined to move forward, and we encourage Baghdad to do the same. Our doors have always been open for discussion,” said Barzani.

The prime minister also talked about the need to build a new and better Iraq, and while he acknowledged the flaws in the Iraqi constitution, he also emphasized that “adhering to the constitution is the only way to a stable Iraq.”

Transparency of negotiations was a recurring subject throughout the day, signaling the KRG’s wish to soothe the sense of mistrust that reigns on the streets and in opposition parties in regards to the new oil deal between the South Kurdistan and Turkey.

“We are not going to hide anything from anyone,” explained Kurdish Minister of Natural Resources Dr Ashti Hawrami, in a slideshow presentation that looked at a step-by-step process of oil exportation.

Hawrami also made clear that cooperation between Turkey and Kurdistan is not a new phenomenon, and that the oil deal is merely another form of partnership between the two neighbors.

KRG High Representative to the UK, Bayan Sami Abdul Rahman, told BasNews that “this is not a new agreement, and it has been repeatedly said that no one wants to go ahead without Baghdad.”

“Britain is watching very carefully how things progress. No one wants to upset Turkey or Baghdad,” Rahman added.

In a further attempt to pacify Baghdad’s irritation over the oil deal, Turkey’s energy minister, Taner Yildiz, said: “The unity of Iraq is very important to us, we have contributed to balancing the issue here - we want a three party relationship.”

“We can have a strong impact on understanding between Baghdad and Erbil,” said Yildiz.

Today, the second and final day of speeches will take place. The day is set to explore the integrating of technological innovations into oil and gas, the enhancing of upstream investment, and the corporate and social responsibility and human capital investment.

The conference will end on Wednesday, with a visit to one of Kurdistan’s energy sites.

Maliki’s bloc threatens Kurdish government with budget cut

A member of the Iraqi Minister’s bloc in parliament, has threatened the South Kurdistan of cutting their budget if they continue their independent oil and gas policies.

On Monday, the Ministry of Iraq’s Oil said that the Iraq State Organization for Marketing of Oil (SOMO) is the only party in Iraq authorized to export oil to other countries.

A parliament member in Maliki’s State of Law party coalition is threatening to cut the Kurdistan Regional Government’s (KRG) budget.

Hannan Fatlawi said: “if the KRG signs the contract with Turkey, the central government will cut their budget.”

Assam Jihad, the spokesman for Iraq’s Oil Ministry, said that SOMO signed a contract with Turkey in 2010, that states that the Iraqi national company is in fact the only party in Iraq authorized to export oil, and that the KRG can only export its oil through the company. Jihad also said that neighboring countries should respect this contract.

“The central government will determine the budget of oil exportation, and then distribute its revenue within Iraq. But those regions and provinces are not allowed to export oil without the central government’s permission,” Jihad told local Iraqi Media.

Last week Kurdish prime minister Nechirvan Barzani signed an agreement with his Turkish counterpart Recep Tayyip Erdoğan, which will allow Kurdish oil to be exported to Turkey via the new independent oil pipeline between the South Kurdistan and Turkey.
Turkish energy Minister Taner Yildiz is expected to visit Baghdad and meet with Iraqi officials in order to explain Ankara’s position regarding their agreement with Erbil.

Yesterday, Yildiz reiterated Turkey’s desire to pacify Iraq: “The unity of Iraq is very important to us. We want a three party relationship,” he said in his speech at the Oil and Gas conference.

Prime Minister Barzani is also expected to visit Bagdad in order to talk about the agreement between the KRG and Turkey, in hope that Baghdad will approve of the deal.

Pipeline is Ready and Kurdish Oil Will Flow

ERBIL, South Kurdistan - The oil pipeline from Kurdistan to Turkey is ready to transport 300,000 barrels a day, and as much as a million barrels by 2015. Kurdistan will soon become a net contributor to the national income of Iraq.

This was the happy message broadcasted by Kurdish officials at the Kurdistan-Iraq Oil & Gas Conference held in the Kurdistan capital of Erbil. Some eight hundred professionals involved in the oil and gas industry attended the third conference in its kind in South Kurdistan.

Central in the speeches during the opening session were the fast growth of Kurdistan’s oil industry – from nothing in 2003 to 300.000 barrels a day - and the message this sends to the Iraqi government in Baghdad.

The development has speeded up in the past two years. The 46 oil rigs that are active in Kurdistan are twice as many as last year, and still more are on the verge of production. Many fields have turned out bigger than expected. And while the Iraqi gross domestic product grew three percent this year, the Kurdish economy shows a growth of over 10 percent.

The Turkish Energy Minister Taner Yildiz played the peace dove between Erbil and Baghdad, after a week of political mediation and high level visits. While he was begging for dialogue, the Kurdish side was making its case. Yes, we want to talk within the framework that has been agreed to with Baghdad, Kurdistan’s Oil Minister Ashti Hawrami said, “but at the same time business goes on.”

Talks are focussing on Baghdad’s disagreement to the way Kurdistan conducts its oil business, as the Iraqi government demands all income from it to flow into the Iraqi coffers. The Kurds will not wait for an agreement for the pipeline to start transporting oil from Kurdish oil fields to the markets, Hawrami stressed. “The pipeline is ready, all preparations are finished and we will start.”

He said this would happen even without Baghdad getting a penny in the beginning.

While the production is still relatively small, Kurdistan has to use the income to cover its costs and pay the oil companies for part of their investments. The minister promised that “as soon as we are so lucky to have a surplus revenue, it will be the property of all Iraqis.”

Hawrami showed a chart of the uneven development of the money allocated from the Iraqi budget to Kurdistan in relation to its contribution to the budget. The Kurds demand 17 percent of the Iraqi budget, but in reality get just over 10 percent. That gap will only grow in the next years as a result of the growing Kurdish oil revenue, he said.

Next year, Kurdistan is contributing more than the amount it gets from the Iraqi budget, and by 2020 Kurdistan’s contribution will be 25 percent.

“The conflict with Baghdad is all about revenues,” Hawrami said. “If we solve it, than all other issues become solvable too.”

But the Kurdish Minister of Planning Ali Sindi added a complication to the bill Kurdistan sends to the Iraqi capital. He proclaimed that Baghdad should expect a demand for damages of a total $50 billion dollars, for the seven years that Kurdistan received less than the 17 percent it feels entitled to.

Next to that, Erbil will be claiming damages for the over the thousands of villages that were destroyed from 1963 to 1991 by the past Iraqi regimes. During these operations, people were forced from villages to towns and the agriculture was destroyed. Sindi put that bill at $380 billion.

Prime Minister Nechirvan Barzani declared that the Kurds are committed to working with Baghdad, but not on Baghdad’s terms. With the growing Kurdish contribution to the Iraqi budget, the situation is changing, he stressed. “We have to sit down as equal partners.”

The partnership with the Iraqis is hard for the Kurds because of the actions of past regimes, the bad memories and the suffering, he said. “It is difficult to trust anyone who wants to decide on our destiny.”

Kurdistan is not a threat to anyone, Barzani stressed. At the same time he pointed to the Kurdish rights to be treated as an equal partner, as written in article 112 of the Iraqi Constitution. “That is our right and we cannot compromise. History will prove that”.

Al-Iraqiya declares its support for KRG to export oil to Turkey

Shafaq News / Al- Iraqiya List led by former Prime Minister, Iyad Allawi expressed on Tuesday, it support to export oil from Kurdistan Regional Government (KRG)to Turkey .

“There is no harm for Kurdistan to export oil if its imports go back to the central treasury ,” the member of al- Iraqiya list, Ziad al-Thareb told “Shafer News “.

“The parliament bear currently what is happening from the differences between the non- approval of oil law, which regulates export of oil and oil transactions to reach an agreement on oil transactions between the center and the region,” he added.

Barzani visited Turkey last week which resulted in Turkish and international media leaks as the two sides signed agreements for export, without announcing it in order to avoid rejection and reactions from Baghdad.

Which actually happened when Deputy Prime Minister for Energy , Hussain al-Shahristani stressed that Iraq agreed with Turkey not to export oil through the new pipeline until after the approval of Baghdad on it.

Baghdad says it has the right only to manage oil wealth ranging from contract to develop oil fields with foreign companies to export.

However, South Kurdistan has repeatedly stressed that the Constitution allows it to develop oil fields and concluded dozens of contracts with international energy companies, including Exxon Mobil, Chevron and Total.

The parliamentary oil and energy Committee announced earlier that the few remaining period of the current parliamentary session is not enough to hold understandings lead to approval of oil and gas law , asserting that the law has been left to the next session .

The parliamentary oil and energy Committee has three drafts of oil and gas law projects, but all of these drafts are not acceptable by the political parties in Parliament.

US hopes for positive response from Baghdad to Ankara-Arbil oil deal

The United States has said it would like to see a positive stance from the Iraqi government on the energy deal between Turkey and the South Kurdistan Regional Government, underlining that maintaining close relations between Ankara-Arbil-Baghdad was very important for their mutual benefit.

“We would love to see the Iraqis have additional means of getting oil and gas out to world markets. We think it’s a god thing,” Francis Ricciardone, the U.S. ambassador to Turkey told reporters late Dec. 2 on the sidelines of the Polish National Day reception. “We want to see the Iraqi government be happy about the deal with the Kurdish Regional Government and with Turkey,” he added, implying that the Iraqi central government’s consent for the Ankara-Arbil energy deal was also a priority for Washington.

Recalling that Turkish Energy Minister Taner Yıldız paid a snap visit to Bagdad on 1 Dec. and held meetings with Iraqi authorities, Ricciardone said he hoped Yıldız had made some progress on this issue.

Turkish media reported that Turkey’s proposal of establishing a tripartite mechanism between Ankara-Arbil-Baghdad was received positively by the Iraqi government. When asked about this new mechanism, the U.S. envoy said: “We always say it is important for Ankara and Baghdad and Hewlêr to stay in close touch with each other for their mutual benefits of the export of Iraqi oil and gas supply.” The ambassador said the U.S. was also in close contact with all three parties on a daily basis.

Baghdad ‘optimistic’ about Kurd oil deal

BAGHDAD: Iraq is “optimistic” about resolving a long-running dispute so that the country’s autonomous South Kurdistan could export oil to international markets through Turkey, Iraq’s oil minister said on Tuesday.

Asked by reporters if he was optimistic about a deal, Iraqi Oil Minister Abdelkarim Al Luaybi told reporters: “Yes,” adding that Iraq hoped to export 3.4 million barrels per day of crude oil next year, including 400,000 bpd from South Kurdistan.

The comment came as Turkey voiced hope on Tuesday that Baghdad and the KRG would resolve the row.

“The ball is now in the court of KRG and the central Iraqi government and I hope they reach agreement and give us good news,” Turkish Energy Minister Taner Yildiz said in a speech in Ankara. His comments came amid mounting tensions between Baghdad and Ankara over a pipeline which could begin pumping oil exports to a Turkish port from the autonomous South Kurdistan this month.

“The plan actually for next year is 3.4 million barrels (per day) of Iraq crude oil to be exported, 3.0 million from the central government regions and 400,000 is from the South Kurdistan,” Luaybi said in Vienna ahead of a meeting of OPEC to discuss the cartel’s production ceiling.

Luaybi added that an extra 700,000 bpd would be produced for Iraqi consumption, bringing total output to 4.1 million bpd.

“Our policy on this question has not changed,” a US embassy spokesman in Ankara told reporters. “As always, we want to see the Iraqis develop alternative export routes for their oil and gas to western markets, including new pipelines through the North into Turkey,” said the spokesman who did not wish to be identified.

“Any such arrangements should benefit all the people of Iraq, including the Kurds, as well as Turkey, and should be a matter of agreement by all the relevant parties.”

Iraq’s oil exports rose for a third month in a row in November but remained below historic highs as the country looks for revenues to fund much-needed reconstruction, data released on Sunday showed. Average daily exports rose to 2.381 million bpd, from 2.25 million bpd the previous month and 2.07 million bpd in September, according to figures released by the oil ministry.

Crude sales brought in revenues of $7.32 billion during November, which also marked a third monthly increase in a row.

Energy deal with Southern Kurds pretext for independent Kurdistan, nationalist leader says

The Nationalist Movement Party (MHP) leader Devlet Bahçeli suggested the main motive behind the government’s move for deepening partnership in the energy field with Southern Kurds is preparing the ground for an independent Kurdistan state.

“What did Prime Minister Erdoğan promise in payment for energy; how did he win the Peshmerga’s heart; and which national rights and interests did he sacrifice?” Bahçeli asked on Dec. 3, as he addressed a regular weekly meeting of his party’s parliamentary group.

“The truth is, under the pretext of oil, Kurdistan is concocted, its legitimacy is being provided and the AKP [the ruling Justice and Development Party] is asking for this,” Bahçeli said.

Turkey and (KRG) reportedly signed a multi-billion-dollar energy package last week, infuriating Baghdad, which claims sole authority over oil exports and is wary of any move that could extend political autonomy in the region.

Despite stating that they stood next to the bilateral oil deal with Southern Kurds that bypassed the central government, Turkish officials have also sought to appease Baghdad by drawing it into the arrangement.

Bahçeli, meanwhile, declined to comment on tension which has peaked after a daily revealed on Nov. 28 that the government had signed a National Security Council (MGK) decision recommending an action plan against the Islamic scholar Fethullah Gülen movement back in 2004.

“Since the day that it was founded, the MHP has been functioning on the principle of not getting involved in any other party’s internal affairs. It is not right for us and it is not ethical either to make comments on internal problems of a party, it doesn’t befit,” Bahçeli told reporters in response to questions after the parliamentary group meeting.

KRG deputy PM: "We will sign oil deals with Iran and Syria as well"

On the 2nd day of the oil & gas conference the deputy PM Imad Ahmed announced that they will also sign oil deals with Iran and Syria to export Kurdistan's oil.

Mr Ahmed stated that "we have built one pipeline now and soon we will build more pipelines with Iran and when the situation settles down in Syria we will also build pipelines via Syria".

"some iraqis think with a chauvinist central mind and want to deprive Kurdistan of oil technology and its developments" he added

He furthered stated that "the constitution articles 110, 111 and 112 has clearly talked about oil affairs in autonomous regions and we work by that and our oil & gas law in KRG".

The deputy PM went on to say "the previous iraqi regimes had deprived kurds on their lands of oil affairs, we no longer will accept such acts" Imad Ahmed explained "the yearly budget share of our region is 17% but Baghdad only sends us 10-11% thus we will from now on allocate and correct it our self"

Good vid purearch and i agree with the reporter from Hewlêr ;) , the budget is the only thing holding Hewlêr and baghdad together... well WAS...

Worth mentioning iraq doesnt have an oil and gas law it still works with "saddam's" centralized oil and gas law which is totally refused by all kurds, thus Kurdistan based on article 110 section 2 it has introduced its own oil and gas law in 2007.

If jj remeber once I told him KRG would so that and build pipelines to all neighbors. Someone might think in employed by KRG :P

Oryx Petroleum said oil flowed during a test of the Zey Gawra area in the Kurdistan region (KRG) at an average rate of 4,800 barrels per day. The company said the Kurdistan Regional Government was notified of the discovery.

"We are already planning our first Zey Gawra appraisal well and we are confident that the discovery will be established as commercial," Chief Operating Officer Henry Legarre said in a statement Wednesday.

The license area is near Kirkuk. Oryx Petroleum said a third-party estimate of the Zey Gawra prospect indicated it may contain more than 23 million barrels of oil.

The announcement comes amid tensions between the semiautonomous KRG and the central government in Baghdad over the oil sector. Baghdad says a proposed KRG oil deal with the Turkish government violates the Iraqi Constitution though Kurdish leaders have brushed off the concerns.

Baghdad to approve Kurdistan oil deal if Turkey hands back Iraq's fugitive VP Hashemi

BAGHDAD,—Baghdad has requested that Ankara hand back fugitive Iraqi vice president Tariq al-Hashimi, in return for their approval of the Turkish-Kurdish oil deal.

Basnews has obtained information regarding the conditions posed by Baghdad during the recent meeting with Turkish Energy Minister Taner Yildiz.

One of the conditions for supporting Ankara’s energy activities in the South Kurdistan has been for Turkish authorities to hand over Hashimi. The Iraqi vice president fled to Turkey in April 2012, after Baghdad accused him of aiding terrorist groups in Iraq.

Hashimi rejects the accusations and claims the charges are politically motivated, and rooted in sectarian differences (Iraqi prime minister Nouri al-Maliki is Shiite, while Hashimi is Sunni).

Kurdish MP and member of Gorran, Shiek Latif, has said that Baghdad’s request is only natural, as well as logical.

“We do not support the idea, but it is a natural demand,” said Latif.

Following his visit to the Iraqi Capital, Yildiz travelled to the Kurdish capital Erbil for the Kurdistan-Iraq Oil and Gas Conference, where he met with Kurdish officials and gave a speech. In a joint press conference with his Kurdish counterpart, Ashti Hawrami, Yildiz said that he hoped Baghdad will consider joining the Ankara-Erbil deal.

“We would like the consent of the Central Government of Iraq for the commercial export of oil from the South Kurdistan to Turkey, as well as a trilateral co-operation scheme that can be beneficial to all,” said Yildiz.

The oil conference saw the presence of many oil giants, including Exxon Mobil, Gulf Keystone and French company Total.

Head of Total, Emmanuel de Guillebon said: “the South Kurdistan has a lot of natural resources and this is important for a company like Total, we want to participate in producing those resources.”

“The Kurdistan region of Iraq has become a global center for the oil and gas business and it can impact the global market,” said Alirio Parra, former Venezuelan Minister of Energy and Mines, in his opening speech.

According to the latest estimations, the South Kurdistan has over 45 billion barrels of oil reserves, as well as 3 to 6 trillion square meters of natural gas.

South Kurdistan plans oil deal with Iran and Syria: official

The autonomous region of Kurdistan aims to ink oil deals with the Islamic Republic of Iran and Syria, provided that stability will return the war-torn country, Kurdistan Regional Government (KRG) Deputy Prime Minister Imad Ahmad said.

Addressing Erbil’s Energy Congress on Tuesday, Ahmad said the region plans to ink deals with Iran and Syria that is entangled in civil war.

The remarks come almost a week after the region’s oil with Turkey, something caused Baghdad’s fury.

According to the billon- dollar deal Erbil can export its oil to world markets through Turkey.

Kurdistan oil deal to proceed on no matter what, Turkish energy Minister


PNA - Turkish Energy and Natural Resources Minister Taner Yildiz has said that no matter what the Iraqi government decides on recently proposed mechanism, the oil deal with South Kurdistan will go on.

“If Iraqi accepts triple mechanism that we have founded, it can work. Of course it is a decision that our Iraqi brothers should decide on. If they do not accept, the process will go on,” Yildiz said at the Caspian Forum held in Istanbul on Thursday.

Turkey and south Kurdistan have recently agreed to get the consent of Central Iraqi Government in order to export oil from Kurdistan Regional Government, and start a strong collaborative project which would benefit all parties.

Yildiz earlier said that a working group was established with the Central Iraqi Government regarding the transfer of crude oil from Basra to Kirkuk-Yumurtalik, and the construction of a new pipeline.

"This working group will first work on a project regarding the unassembled pipeline of 400 km. Then they will perform a feasibility study, and keep contributing towards the completion of this project.

Then we will join these pipelines together. I would like to emphasize that we support the Central Iraqi Government's project of taking the oil from southern Iraq to world markets via KRG," he had said.

Yildiz had said that the negotiations between Iraqi Central Government and KRG would soon begin, and they would be monitoring the situation closely, and make new evaluations accordingly.

Oryx Petroleum discovers new oil field in southern Erbil

ERBIL - Oryx Petroleum Canadian Company announced its discovery of new oil field in southern Erbil.

The head of the Company Henry Legarre stated in a press statement “The company discovered the field in Zab and Ala area,” noting that “The primary information revealed that the well can produce 4800 barrel per day.”

“We are pleased that our efforts are fruitful by discovering this field as we are working to develop it for commercial production,” he concluded.

Kurdish MP: Kurdistan does not oppose to put oil revenues under U.N. supervision

Baghdad: Deputy Chairman of the Kurdistan coalition forces, Muhsin al-Sadoun confirmed that South Kurdistan has no objection that oil revenues are placed in United Nations' account and then to be distributed under its supervision. He said "The South Kurdistan is not opposed to put amounts of oil revenue, which is produced in the region, in the state-owned bank in Turkey or be under the supervision of the United Nations." Sadoun added: "This subject needs to be agreed upon between Hewlêr and Baghdad in order to be implemented and be binding, adding this subject is still being discussed, because oil revenue comes to Baghdad and the oil companies, working in the Kurdistan, must be paid." The Minister of Oil, Abdul -Karim Laibi revealed the approval of the South Kurdistan to put its oil revenues in a United Nations' account, with the supervision of the central government, expecting to sign a formal agreement in this regard in this month. It is mentioned that oil revenues from the South Kurdistan is one of the most important differences between Kurdistan and the central government, and each year affects on approving the budget and lead to delay."

There must be a clear plan on how the Kurdish population will benefit from the oil revenues.

Every Kurdish citizen should receive a certain amount (from revenue) every single month.

And everything else must be free (education, healthcare, no taxes).

Oil is in the hand of PDK so we will see if they will do such thing but i doubt it highly

It may seem easy to distribute oil revenues to a country's inhabitants. Unfortunately, usually a yield to the inhabitants may be a poor idea.

We must remember that oil revenues will not last forever, then there must be some form of placement of funds in order to not make a country kolappsa financially when output falls.

A distribution of oil revenues is as I said not a good idea, better then to invest oil money in a country's infrastructure, which would give the country's inhabitants job and income, income that gives bonuses to the state in taxes.

It would be a national disaster for the country if they handed out the oil revenue to its residents without any consideration. Inflation would be huge.

Look how Norway might have succeeded with the best solution although many may not agree?
