Baghdad asks Kurdistan for information on “106 million oil barrels” it says have gone missing December 28, 2013 BAGHDAD,— South Kurdistan reports of their oil output and exports fail to account for 106 million barrels of oil, the Ministry of Finance says. The ministry’s audit department has officially asked Kurdistan Regional Government KRG to account for the massive volume of oil it says it has gone missing and which at current prices is worth more than $10 billion. “We could not trace 106 million barrels of oil produced by the Kurdistan region. They have probably been smuggled abroad,” the department said in a statement. The Kurds say they have the capacity to produce 400,000 barrels of oil per day at a time they need about 100,000 barrels a day for domestic consumption. Hathem al-Jibouri, an MP from Iraqi Prime Minister Nuri al-Malik’s parliamentary bloc, said he attended several meetings arranged by the Finance Ministry attended by officials from the Kurdistan region. “We have repeatedly told the Kurds that they still need to account for 106 million barrels of oil,” he said. “The volume must have been smuggled abroad.” The Kurds, he said, want to refer the matter to an international audit firm to examine their accounts of oil output in their region. KRG oil revenues to cumulate in US bank Hewlêr - Anadolu Agency Baghdad and Hewlêr have agreed on accumulation of Kurdish oil revenues in an account, which was opened in US bank JPMorgan, despite Ankara’s insistence on depositing the money in Turkish state-run lender Halkbank, according to media reports quoting sources Revenues from Kurdish oil, which is to be exported to world markets via Turkey, will be deposited in a New York-based bank account of the Development Fund of Iraq (DFI), sources have said. Hasan Özmen, a parliament for Diyala province, told Anadolu Agency that the revenue from the oil which is to be exported via Turkey through a newly finished pipeline would also be deposited in the DFI account. Turkey recently signed an agreement with the KRG for the establishment of a separate 300,000-barrel capacity pipeline. Iraq Draft Budget Littered With Mines Against Kurdistan ERBIL, South Kurdistan – The draft Iraqi budget for the next fiscal year, which has yet to be sent to parliament for approval, contains several clauses and conditions that could be disastrous for the autonomous South Kurdistan if the bill is passed in its present form, economists and officials warn. For instance, it contains many conditions that the Kurdistan Regional Government (KRG) must fulfill, and stipulates cuts to the 17 percent of Erbil’s share of the national budget if any of these remain unfulfilled. “The South Kurdistan will be at a disadvantage if the bill is passed in its current form,” the KRG’s deputy finance minister Rashid Tahir warned in comments to Rudaw. “There are a number of articles in the bill that would cause a big crisis in the South Kurdistan if passed,” said Ali Hama Salih, MP of the Change Movement (Gorran) in the Kurdish parliament. “For example, an article in the bill stipulates that the South Kurdistan must export 250,000 barrels of oil per day through the Iraqi pipelines, which amounts to $9.125 billion. This amount will be subtracted from the 17 percent budget of Kurdistan if the latter fails to export that volume,” he said. “This bill will cause economic and financial crisis if passed,” the MP warned. The draft budget contains no guaranteed allocation for the Kurdish Peshmarga forces, an issue that has only been mentioned once in the bill in a very elastic manner. “After reaching an agreement between the two Council of Ministers of South Kurdistan and Baghdad, the salaries and ammunition expenses for the guards of the South Kurdistan (Peshmarga), will be released in a manner that would not contradict the constitution.” the draft bill states. Salih said that another article in the bill says that the Peshmarga forces will receive their budget allocation only after Erbil and Baghdad have reached agreement on the Kurdish force, which he said was far from imminent. “Baghdad can easily use this article to pressure the South Kurdistan during political disagreements,” Salih warned. He said that revenues from customs at the border check points in the South Kurdistan have not been sorted out nor investigated since 2003, “so if it was found out that the revenues were not sent to the Iraqi National Treasury, then that amount would be subtracted from the budget of South Kurdistan.” But Tahir reassured that, “The revenues of customs have been delivered to Baghdad since 2003.” The bill stipulates payments owed by Erbil to Baghdad, but not vice versa. It allocates 1 trillion Iraqi Dinars as dues to be paid to oil companies working in the South Kurdistan, and 16 trillion ID for the oil companies in central and southern Iraq. But the South Kurdistan estimates the fees of the oil companies to be around $3.5 billion. Regarding compensation based on Article 140 for resettled Iraqis, no changes have been made and the amount remains at 172 billion ID. Cuts to the South Kurdistan’s budget are mentioned in the bill four times, in case the KRG fails to fulfill conditions of the bill. The bill was prepared by the Iraqi government and has not been sent to the parliament yet. It is expected to create many arguments. Officials from Kurdistan’s finance ministry describe the bill as laden with landmines against the Kurds. “The parliament is not the place to fight over the budget, because the majority will win the vote. The fight for the budget must commence in the Iraqi Ministry of Finance and the Council of Ministers during drafting the budget bill,” Salih explained. Pipeline Bombing Halts Kirkuk-Ceyhan Oil Flow ERBIL, South Kurdistan—An explosion that targeted a major pipeline in Saladin province on Thursday has halted the flow of oil to the Turkish port of Ceyhan, officials said. “Oil pumping operations stopped from the Kirkuk oilfields to the Turkish port of Ceyhan after it was subjected to an act of sabotage at 6:00 pm on Thursday near the Baiji refinery,” Kirkuk Now website quoted a North Oil Company official as saying. Baiji 45 kilometers north of Tikrit has been a hotbed of Sunni insurgents in the past decade. Iraqi officials say that in 2013 the Kirkuk- Ceyhan pipeline had been attacked more than 50 times. Citing unnamed sources, Reuters reported last month that Baghdad had raised its flow of oil through the Kirkuk-Cehyan to lessen the capacity of Kurdish oil export to Turkey. Thursday’s attack came hours after Turkish Energy Minister Taner Yildiz confirmed in a press conference the arrival of crude oil from the South Kurdistan in Turkish storage hubs. “The flow of crude oil from Iraq has begun. It is being stored. It will not be exported without the consent of the Iraqi government," said Yildiz. According to the Turkish minister, oil flows at 300-400,000 bpd, but that it would be held until Baghdad and Erbil have reached a final agreement on oil exports. US banks such as JP Morgan are privately owned meaning there motives are based on profits and the US government can not interfere whereas the bank turkey wanted to put the bank I belive was state owned so they controlled what comes in and out of the bank. |

South Kurdistan to sell oil via new independent pipeline to Turkey in January ERBIL-Hewlêr, South Kurdistan 'KRG',— The first crude has started to flow through South Kurdistan's new pipeline across Turkey and the first independent exports are expected to begin at the end of this month, the Kurdistan Regional Government (KRG) said on Wednesday. The first parcel of 2 million barrels of oil will be sold via a tender, KRG's Ministry of Natural Resources said on the government's web site. It invited bidders for the January tender. The monthly export parcels will then increase to 4 million barrels and 6 million barrels in February and March respectively, it said. The monthly exports are estimated to reach 10-12 million barrels in December. Kurds and the central government in Baghdad have been at loggerheads over the share of oil revenues. Baghdad, which claims the sole authority to manage Iraqi oil, was infuriated after Erbil signed a package of contracts with Turkey for oil and gas exports as well as for the construction of new pipelines. The Baghdad government says Kurdish efforts towards oil independence could lead to the break-up of Iraq. Turkey's courtship of the KRG Kurds has also raised concern in Washington. TURKISH PROPOSAL But Turkey has repeatedly said it respects Iraq's sensitivities over territorial integrity and that increasing oil revenues will help the whole of Iraq. Ankara has been working to get Baghdad on board and proposed setting up an escrow account at a Turkish state bank for the oil revenues to be deposited. The Iraqi government has yet to agree on the Turkish proposals. KRG's new pipeline carries the Kurdish oil to Turkey's Mediterranean export hub of Ceyhan. It is initially carrying heavy oil from Tawke fields and links up with the 40-inch-wide existing Kirkuk-Ceyhan pipeline to be exported to world markets. "Crude oil from Taq Taq and other producing fields will soon be added to the export system, resulting in a blended medium crude oil..," the KRG statement said. Prospective buyers will be able to lift crude oil shipments in Ceyhan "under similar arrangements" as those used for Iraq's State Oil Marketing Organisation (SOMO) for oil exports from Kirkuk. Details of each parcel will be announced by the Ministry of Natural Resources and independent observers as well as representatives from SOMO will be invited to monitor the process, KRG said. Illegal oil refineries on the rise in Kurdistan 07.01.2014 Mewan Dolamari BasNews (Erbil): There are 150 oil refineries throughout the South Kurdistan, yet only two of them are licensed to work legally. Officials label the remaining refineries “illegal”, damaging the environment of Kurdistan and failing to produce viable revenue or to support the needs of the people. “The Ministry of Natural Resources has not officially licensed or permitted all the refineries in Qushtapa. Perhaps the ministry of Trade & Industry has allowed them to work, so they can decide to close the refineries,” said deputy at the Natural Resource Ministry of KRG, Taha Sangari. The two officially licensed refineries are the Baziyan and Kalak Refineries. “Oil refineries have nothing to do with the Ministry of Trade & Industry. There were a few refineries in Qushtapa that we allowed to recycle used oil, but that was before - now they no longer exist or work,” said the Head of Industry Development at the Ministry of Trade & Industry, Aras Raof, to Kurdish media. Raof also stressed that there are possibly some oil refineries near to Qushtapa that have not been licensed by the Ministry of Trade & Industry. “We are not aware of any oil refineries not permitted by us. If they are not licensed by the Ministry of Oil & Natural Resources, then perhaps they are working independently,” added Raof. Khasraw Kamal, Deputy Minister at the KRG Municipality Ministry stated that the refineries in the Qushtapa area are located outside of the municipality, therefore they have nothing to do with the municipality nor are they given a land license by it. “The Ministry of Oil and Natural Resources is aware of unlicensed oil refineries, but does not close them, claiming that they are fulfilling energy needs in South Kurdistan.” said the PM in Kurdistan, Goran Azad. Azad added that these refineries are illegal and damage the environment of Kurdistan - which is directly linked to people’s health - and they are less productive, unable to fulfill the energy needs of Kurdistan. |

US VP Biden calls Kurdish leader Barzani to discuss oil conflict U.S. Vice President Joe Biden urged the president of the Kurdish Regional Government (KRG) to work with the governments of Iraq and Turkey to resolve a conflict over the region’s oil. Biden called President Massoud Barzani on Jan. 9, the same day his Kurdish regional government announced it has unilaterally started sending crude to Turkey. Iraq’s government and Kurds in KRG are locked in a long-running dispute over oil rights. The White House said Biden encouraged Barzani to talk with Baghdad to develop a way forward. Biden has been working the phones this week as violence flares in Iraq two years after the U.S. pulled out troops. He has spoken twice with Iraqi Prime Minister Nouri al-Maliki and once with a leading Sunni lawmaker. Ministry of Natural Resources Announcement on Oil Export Sales![]() WED, 8 JAN 2014 20:23 | KRG.org Erbil, South Kurdistan - The KRG Ministry of Natural Resources (MNR) gives public notice of the commencement of the sale of its first shipment of crude oil exported via South Kurdistan’s new pipeline through Turkey to the Port of Ceyhan. MNR anticipates the sale of the first parcel of two million barrels of exported crude oil to occur at the end of January 2014. Thereafter, monthly parcels will increase to 4 million barrels by the end of February and 6 million by the end of March, then steadily stepping up to 10-12 million barrels for the month of December 2014. At the beginning of this month, some initial quantities of crude oil produced from the Tawke field began flowing through Kurdistan’s new pipeline system to the Turkish port of Ceyhan, and crude oil from Taq-Taq and other producing fields will soon be added to the export system, resulting in a blended medium crude oil quality of 30 to 32 Degrees API. Prospective buyers can lift the crude oil shipments in the port of Ceyhan under similar arrangements as those used for SOMO (the State Oil Marketing Organisation) for oil export from Kirkuk. Details of each parcel will be published by MNR in due course. All tenders will be competitive and based on international pricing. In order to ensure full transparency of the sales and contracting process, independent observers will be invited to each tender, together with representatives of the oil companies that have produced the exported oil. MNR also invites representatives of SOMO to join the process as observers. At this stage, MNR is inviting reputable and financially capable companies to register with MNR their interest in participating in the January tender or any of the future tenders. "This is a constitutional violation which we will never allow, not for the (Kurdistan) region nor for the Turkish government," Maliki told Reuters in an interview.
