The usual crap from him (maliki's 3luch) Iraq considers more actions against Exxon Mobil for Kurdistan oil venture 13.2.2014 BAGHDAD,— Iraq is considering additional measures against Exxon Mobil Corp. over deals the company signed with the semi-autonomous South Kurdistan, Iraq's Deputy Prime Minister for Energy Affairs Hussain al-Shahristani said. The Oil Ministry is “studying other measures” against Exxon after requiring the company to reduce its involvement in the West Qurna-1 field last year. Authorities in Baghdad have received a reply from the Kurdistan Regional Government, or KRG, on proposals for ending an impasse over oil exports from the region, al-Shahristani told reporters today in Baghdad. “Exxon violated Iraqi law, they were informed about that, and Iraq started to take measures regarding it,” Shahristani said. Now, the “ministry is studying other measures for violating Iraqi laws,” he said. Kurds have halted crude flows via the national export pipeline to Turkey amid a dispute with authorities in Baghdad on the legality of deals the Kurds signed with international companies, such as Exxon and Total SA. The KRG has announced plans to sell crude it has pumped through its own new pipeline to Turkey. Shahristani didn’t give details of the KRG’s response to the central government’s proposals for settling the dispute. Copyright ©, respective author or news agency, bloomberg.com |

The Presidency of the parliament held in the presence of representatives from the federal government a meeting to discuss the budget crisis and oil export file from south Kurdistan. Marathon Oil sponsors seven Kurdish students in US 13.02.2014 Kira Walker Seven Kurdish students have recently began their studies at Texas A&M University (TAMU) as part of the Kurdistan Merit Scholarship Program established in 2013 by Marathon Oil, a US-based independent and international company and its co-venturer Total. The scholarship program provides complete financial support for up to seven recent high school graduates from the South Kurdistan of Iraq to pursue oil and gas related studies at TAMU. The recipients were selected by TAMU through a transparent application process which included interviews and testing by TAMU in Erbil in accordance with the institution’s criteria for international student admissions. The students will first take a six-month intensive English language training course, followed by a four-year undergraduate study program in geology, geophysics or one of five engineering disciplines – petroleum, electrical, mechanical, civil or chemical and processing, based on their academic standing. The recipients of the first Kurdistan Merit Scholarship this year are: Ahmad Mohammed Khoshnaw of Erbil, Ara Azad Ibrahim of Shaqlawa, Azhi Aza Haseeb of Erbil, Bawar Abdulqader Sharif of Chamchamal, Hazhan Aras Othman of Sulaymania, Khdir Hilmy Othman of Chwarqurna and Shya Abdullah Qadar of Ranya. “Marathon Oil is very proud to sponsor these seven students at Texas A&M University. This program is unique as it is the only scholarship program to be established for undergraduate study in the United States in an oil and gas field for Kurdistan graduating high school students,” said Dr. Adel Chaouch, president and general manager of Marathon Oil in the South Kurdistan. “It is our hope that these students will become the future leaders of the Kurdistan oil and gas industry,” Chaouch added. During summer breaks, students will gain hands on experience through internships with Marathon in any of their areas of operation which include Africa, Europe or North America in addition to the South Kurdistan of Iraq. The scholarship program was established as part of Marathon’s Corporate Social Responsibility (CSR) Program. CSR initiatives reflect a company’s efforts to contribute to the development of the regions in which they work and take responsibility for their actions socially, ethically and environmentally. CSR initiatives usually fall within the realms of education, health, environmental stewardship, human rights support and civil society capacity building. Marathon first established the scholarship program in Equatorial Guinea in West Africa in 2004 and the following year in Gabon, both of which were deemed highly successful. Recognizing that a similar initiative in Kurdistan would aid in the future sustainability of the oil and gas industry, the framework of the scholarship program was brought to Kurdistan and adapted to the local context. To be eligible for the scholarship program, students must be single, have shown excellent academic performance by scoring 90 or above on their Grade 6 final exam and be on course to graduate from a high school in Kurdistan in the year of application. TAMU is a post-secondary institute in Texas, U.S.A., world-renowned for its petroleum related disciplines. http://www.basnews.com/en/News/Details/Marathon-Oil-sponsors-seven-Kurdish-students-in-US--/12727 |

Big meeting today, do we think we have a deal after today? I think so.. Bagdads new suggestion is that everyone pays there own IOCs profits, this will give KRG an extra 2,5 billion dollars in the budget (Bagdads costs for IOCs is 15 billion$) I think this could work. Lets hope they start paying 17% also. http://www.washingtoninstitute.org/policy-analysis/view/baghdad-krg-negotiations-closer-than-ever-to-a-fair-deal |

![]() * This deep trauma was partially salved by the significant administrative and fiscal decentralization built into the 2005 Iraqi constitution, which committed to sharing national revenues on the basis of both population distribution and the level of damage inflicted on different parts of the country. Drawing on their interpretation of the constitution, Kurdish leaders in Erbil have since claimed the right to manage the development of KRG oil fields in KRG and conduct sales through their embryonic Kurdistan Oil Marketing Organization (KOMO). They have also sought to keep the resultant revenues in accounts they control to ensure that international contractors receive their entitlements, since the KRG has signed fifty-plus production-sharing contracts that Baghdad does not endorse. * Marketing. The federal State Oil Marketing Organization (SOMO) and KOMO will jointly market KRG crude, with details such as price and end users preapproved by a joint high committee. Although this would represent a blow to Erbil's aspirations of independent marketing, it would have few tangible costs for the Kurds. This point below is not acceptable and KRG will not bow to it. * Revenue management. The proceeds from the marketed crude will be processed using conventional accounting methods at the Federal Reserve Bank of New York (FRBNY). KRG crude revenues will enter the Oil Proceeds Receipt Account, with 5 percent remittance made to Kuwait via the UN Compensation Committee as required by UN Security Council Resolution 1511. Baghdad will then transfer the remainder of the KRG revenues each month to Erbil's control via a subaccount of the Iraqi Central Bank account at FRBNY, with the understanding that Baghdad would withhold this amount from its routine monthly transfers to the KRG (see below). This offer goes some way toward meeting Erbil's demand to maintain stewardship of KRG-derived oil revenues, even though the process would not be entirely under KRG control. |

You gotta remember old fields according to the stupid maliki constitution allows Iraq to control old fields but new developed fields lies in the hand of region(s) that the oil is discovered at. So Kerkûk's baba field which is 80 years old will be used by Iraq once it runs out they with their NOC will be kicked out of Kerkûk new fields will not be allowed to be dug by Kurds of Kerkûk and other 3 Kurdish province and president Barzani will not allow it if the Kurdish Govt allows this he can easily have him replaced throu their ally PUK. |

Kurdistan’s Oil Pipedream About to Come True By Anwar Faruqi 2 hours ago Autonomous South Kurdistan (KRG) are about to cross a long-cherished milestone: Their own oil exports. After weeks of roller-coaster Kurdish diplomacy, during which Baghdad lowered all the stops to prevent Erbil to sell oil to and via Turkey, there has been official silence from all sides. But Qassim Mohammed, a Kurdish-bloc MP in the Iraqi parliament, said on Saturday that the oil differences between Baghdad and Erbil are expected to end this week. There had been a “big convergence” to resolve the oil crisis, he told Shafaq News. “The convergence in positions happened between the federal government and the regional government during the past few days about the crisis,” he said. “The export of oil will take place this week in the form of a final agreement after the arrival of a delegation from the region to attend the joint meeting." Another indication that things were on track came from Mehmet Sepil, the president of Anglo-Turkish firm Genel Energy and the man who the Reuters news agency described as someone “who has knowledge of the talks.” He said he saw a deal approaching. “We have never been this close to a deal," he told Reuters in an interview. "The issues that caused an impasse have been identified. There's been quite a bit of progress made." Then there was news that Kurdish Prime Minister Nechirvan Barzani was in Istanbul on Friday for a meeting with his Turkish counterpart, Recep Tayyip Erdogan. Barzani had his energy minister in tow. So did Erdogan. All of this means that the Kurds appear very close to their dream of underwriting their own economic future. Soon, oil revenues could turn Kurdistan’s economic boom into a rocket. The oil row has been over the Kurds saying they have liberal legal rights over their vast energy resources and the Arab government in Baghdad fearing that greater economic independence could energize calls for Kurdish independence. But from the very beginning of the row it was obvious that, one way or another, Kurdish oil would flow overseas. It was obvious in October 2011, when ExxonMobil became the first US company to begin projects in Kurdistan, even after Baghdad threatened to blacklist all firms working under direct agreements with the Kurdistan Regional Government (KRG). Soon after, other companies followed, including Chevron, Total of France and Gazprom Neft of Russia. These companies are so powerful that they can change national policies. They had come to Kurdistan because it was obvious there was money to be made. At a major oil and gas conference in Erbil in December, Premier Barzani noted that foreign oil companies, “with full confidence have come here and invested with their own capital to search for oil.” For all its complexities, the reality of Kurdish oil is very simple: -The oil and gas is in the hands of the Kurds, not the central government. Baghdad can issue writs, but the Kurds can get their hands on the oil. -There has never really been any doubt that the Kurds will sell their own oil and gas, and Turkey next door will buy them. After all, Turkey’s entire policy appears to be underwritten by achieving economic parity with Europe, making industrial growth a prerequisite. -The South Kurdistan remains the only stable portion of violence-torn Iraq. There is no guarantee for steady supplies of Iraqi oil. There are greater guarantees of steady supplies from Kurdistan. -Baghdad can only do so much to stop Kurdish oil. Excessive force would only push the Kurds toward the same independence that is Baghdad’s greatest fear. Turkey, a regional power of no mean might, has decided on Kurdish oil. This was plainly said by Turkish Energy Minister Taner Yildiz in an interview with Rudaw in December. “I would say frankly that Turkey will not sit idly about its nearby sources (of energy),” he said. - http://rudaw.net/english/kurdistan/160220142#sthash.p6s4F0de.dpuf |

How heval? Even KRG has difficulties to fully liberate Kurdish cities (Kirkuk) outside KRG. So it wouldn’t make any sense that we can take lands which are and have been always mostly populated by the Arabs and incorporate into Great Kurdistan. Nobody in those areas near the sea would support the Kurds and will be always hostile toward our race. Edited by the SUN child, Feb 18 14, 4:50.

Gaining access to sea is easier than liberating Kerkûk why? Bcos Rojava and Syria is going throu a war atm but Iraq and KRG are not, Kurdish leadership made a huge mistake not annexing Kerkûk in 2003 it's now harder since half of Kerkûk in the South is occupied by arabs and who are not going to leave, only solution with Kerkûk is splitting it in half, but still gaining access is easier. Plus Kerkûk is under our control it's just needs to become announced and official, Kerkûk is surrounded by peshmerga. |

Kurdistan and Baghdad fail to reach an agreement on oil, Kurdistan wants KOMO to sell the oil Baghdad wants SOMO, the only solution is independence, but that needs $$$ saved up bcos to reach the current 17% KRG needs at least 1 million bpd of export. To reach that level in 2015 as they have promised KRG needs to allocate 2014-2015 budget itself which is close to $14 billion, they can as both ruling parties have been stashing money into EU banks since 2003. A cousin of mine works in a Govt bank in Hewlêr she told me the money sent to EU banks is unimaginable on daily basis... |

Alan im sorry but i think this is the only way this will be resolved without kurds breaking away. The kurds have their own meeteringstation and Bagdad have theres. Whos name is on the bill is not the most important part, the kurds need to get the oil flowing so they can increase their output. From KRG website Deputy Prime Minister for Energy Affairs, Hussein al-Shahristani, differed completely from previous meetings, they did not hear the Kurdish delegation accusations take positions illegal and illegitimate and violating the constitution with regard to oil, as it was heard in the past, but there was confirmation that Baghdad does not object to the export of the region's oil, but the company (SOMO) government should oversee the mechanism of export sales and revenues and deposited with the Bank (PDF E) American then send the Ministry of Finance of the Federal share of the region to Erbil http://www.krg.org/a/d.aspx?s=010000&l=14&a=50838 |

I hope KRG refuses selling throu SOMO. I would rather starve to death than let SOMO has anything to do with Kurdistan oil, enuff is enuff Iraq is paying Kurds 17% bcos they are stealing Kerkuj oil 300,000 bpd, if this continues Peshmerga must kicked out NOC from Kerkûk. |
| Russian Girenak Joseph, who visited Kirkuk in Kurdistan as a part of his tour throu the 1870 - 1873 AD, who published the results of his trip & his studies later in 1879, in the 4th volume in the Bulletin of the Caucasus department of the Royal Geographical Russian Society estimated Kirkuk's population as many as 12-50,000 people, & he emphasized that except 40 Christian families, the rest of the population were Kurds. As for The Turkmen & Arabs, they have not been already existed at the time. | |
