Premier Barzani: Kurdistan Will ‘Not Back Down’ Over Constitutional Oil Rights SULAIMANI, South Kurdistan – The autonomous South Kurdistan’s Prime Minister Nechirvan Barzani said Tuesday that Erbil “will not back down” from its constitutional rights regarding Kurdistan’s oil resources, adding that threats by Baghdad would not deter the Kurds. “We have heard direct threats from Baghdad before,” Barzani said in a speech at the Sulaimani Forum organized by the American University in Sulaimani, Kurdistan’s second-largest city. “We still continue to talk about solving the issues. But I reiterate -- and Baghdad must know -- that we will not back down from preserving our constitutional rights,” he stressed. Iraq’s Shiite-led government is locked in a serious quarrel with the South Kurdistan, which backs its intention to begin large exports to Turkey by citing the constitution. Baghdad insists that oil revenues from exports should be handled by its State Oil Marketing Organization; the Kurds want to handle export and revenues, with SOMO as an observer. In order to put pressure on the Kurds, Iraqi Prime Minister Nuri al-Maliki has cut the enclave from the national budget. South Kurdistan President Massoud Barzani has called that tantamount to “a declaration of war.” Baghdad alleges that the budget has been halted because of the Kurdish enclave’s failure to export 400,000 barrels of oil per day, which Maliki claims has led to a budget deficit. That allegation is rejected by Erbil. In his speech at the forum, titled Navigating Challenges in the Middle East, Barzani said that there is serious concern about Iraq breaching the South Kurdistan’s constitutional rights. Speaking of Iraq’s insistence on keeping all authority in the capital, Barzani said: “The idea of central rule has ended for us.” Without naming Maliki, Barzani said that the decision to cut the Kurds from the budget, which has affected the Kurdistan Regional Government’s (KRG’s) ability to pay government salaries, “is the decision of just one person.” “We are concerned that Baghdad is using the livelihood of the South Kurdistan as a trump card which is the decision of just one person. What we feared has in fact happened.” Ali Adib, Iraq’s minister of higher education, who is also taking part in the forum, said that Erbil and Baghdad should try to contain their differences. “The disagreements cannot be solved overnight,” said Adib. “But if each party stamps its feet inflexibly, we will never reach a solution.” Speaking of the deadlock over the budget, Adib said: “Iraq has a large budget and everyone must benefit from it.” Among the number of high-level politicians gathered for the forum was Turkish Foreign Minister Ahmet Davutoglu. He praised his government’s efforts to make peace with the Kurds in Turkey, saying that Kurds and Turks are equal citizens of that country and that the ruling Justice and Development Party (AKP) has helped establish Kurdish radio and TV despite serious criticism from other Turkish parties. Ankara and the Kurdistan Workers’ Party (PKK) began a peace process last year, which the Kurds criticize for moving too slowly. Davutolgu said that trade and economic relations are important tools to build strong relations between the people of the region, and that Ankara insists on maintaining relations with Iraq and the South Kurdistan. He also spoke about the respect for ethnicities and regions: “We must accept that Muslims are Muslims, Christians are Christians and Jews are Jews.” He added that, “We must accept the different people as they are.” Davutoglu said that the multi-ethnic identities and differences are about to disappear in Syria, “because of the regime of Bashar Assad.” The Kurdish prime minister, meanwhile, also spoke about the delay in forming the KRG’s new cabinet. He said that the time it has taken to reach an agreement – more than five months after the legislatives elections -- was justified. “We wanted all the parties who ran in the elections to take part in the government and bring about four years of peace and calm for the South Kurdistan,” he said. Whilst in Sulaimani the Turkish delegation participated in the Sulaimani Forum at American University - Sulaimani and also met with Iraq’s first lady Hero Talabani and PUK Deputies Barham Salih and Kosrat Rasul Ali. According to Gorran sources, during the meeting between Mustafa and Davutoğlu they talked about Kurdish oil issues and Mustafa reiterated that Kurdish oil export to Turkey must happen but on condition that this will not cause trouble for Kurds. South Kurdistan crude at Ceyhan reaches 1 mil barrels: Turkish minister Istanbul (Platts)--5Mar2014/601 am EST/1101 GMT The volume of crude from south Kurdistan being held in tanks at Turkey's Mediterranean oil hub of Ceyhan has reached 1 million barrels, Turkish energy minister Taner Yildiz told reporters Wednesday in a press conference televised live on Turkey's CNBCE business news channel. Yildiz stated that the crude is being held "in the name of Iraq," but did not mention how much storage space was available to hold crude from the South Kurdistan before it would become necessary to allow exports to start, nor whether Turkey will allow exports to start or will continue to store the oil until an agreement is reached between the Iraqi central government in Baghdad and the Kurdistan Regional Government (KRG) in Erbil. Let them sort their own sunni-shia problem out we have has enuff. Oil in Kurdistan must be controlled by Kurds just like how oil in Iraq is controlled by Iraq. |

His comments were in response to a statement by Iraq’s Deputy Prime Minister for Energy Affairs Hussein Shahristani, who said on Saturday that Erbil and Baghdad had reached an agreement “on the mechanism of exporting oil through SOMO.” Meanwhile Muayad Tayib, spokesperson for the Kurdistani Alliance in the Iraqi parliament, also dismissed Shahristani’s comments as “baseless.” Tayib said that Erbil and Baghdad are still pursuing talks to resolve their differences, but that “there is no truth” to what is said about an agreement having been reached. Kurdistan, Turkey to gain from a comprise crude export agreement, UBS Tuesday, March 11, 2014 by Proactive Investors In a note entitled “A future so close you can almost touch it” the blue-chip broker says that Kurdistan, Iraq and Turkey all stand to gain from a comprise export agreement, which press reports claim is now “close”. UBS highlights the reports that there is now almost a compromise in place over key issues such as joint marketing, revenue sharing and national budgets. This progress has been helped by the completion of the crude pipeline infrastructure and American support, ahead of April elections, as these events have “brought Erbil and Baghdad” back to the table. The pipeline is operable, and it is believed that around 700,000 barrels of crude produced in Kurdistan is already stockpiled in storage in Turkey awaiting sale and shipment. “We estimate the pipeline will generate $8-9bn per annum of state revenues and so expect economic and political pragmatism will bring the parties to an agreement,” said UBS analyst Daniel Ekstein. “Importing oil and gas from Kurdistan is also an economic no-brainer for Turkey, reducing its energy import bill by about $3bn per annum.” According to Ekstein, Genel is well placed once exports formally begin as it has 1.68bn oil equivalent barrels of resources, which will have a low cost to develop. “Initial horizontal well rates (Tawke) have been stellar (about 30,000bbl/d) and technology provides upside to existing reserve estimates. “It is already debt free and should become materially cash flow positive from 2015.” “We believe Genel could be a natural candidate for industry consolidation. There are also two high impact exploration wells drilling in 1H14 – Morocco (Cap Juby) and Malta (Haqar Qim) – in our view either could add a material new leg to the investment case.” Ekstein’s research note followed Genel’s somewhat low-key, though positive, financial results last week. UBS was not the only City broker running the rule over the London listed E&P. Deutsche Bank’s Lucas Hermann said the results statement revealed solid financials and outlook, and that Genel’s resource base was now materially ahead of some of its larger peers. Elsewhere, Goldman Sachs’ Henry Morris maintained a positive view on Genel’s assets in Kurdistan, and said an export deal would “not only drive a significant near-term ramp-up in production and cash flow, but also remove a key hurdle for future accretive asset disposals, which we see as the next key driver of Genel’s valuation.” That said, Morris claimed there was still a risk that an export deal may not be done soon enough for Genel’s forecasts and that, due to good recent performance, this wasn’t sufficiently discounted into the current share price. WesternZagros Converting Successful South Kurdistan Discoveries Into Light Oil Production Production and cash flow expected in 2014 CALGARY, ALBERTA--(Marketwired - March 13, 2014) - NOT FOR DISTRIBUTION TO U.S. NEWSWIRE SERVICES OR DISSEMINATION IN THE UNITED STATES Following approval of its declaration of commerciality by the Kurdistan Regional Government (KRG), WesternZagros Resources Ltd. (TSX VENTURE:WZR) (WesternZagros or the Company) is moving to develop the first of its two significant light oil discoveries. Once its development plan for the Sarqala field is approved, the Company expects to produce up to 10,000 barrels per day (bbls/d) of light, sweet oil in the second half of 2014. "After 10 years of rewarding exploration in the South Kurdistan, WesternZagros is turning its discoveries into production that is destined for the domestic market and potentially the South Kurdistan's export markets via the new pipeline," said Simon Hatfield, Chief Executive Officer of WesternZagros. "This monumental step marks a new era in our Company history that was recently defined by the KRG's approval of our declaration of commerciality on the Sarqala Discovery." Moving to production and cash flow The Sarqala-1 well, which produced up to 5,000 bbls/d during a nine-month extended well test in 2011-12, already has production facilities in place. WesternZagros is completing a workover on this well that is expected to take production capacity up to 10,000 bbls/d. Additional development wells at Sarqala, including the Hasira-1 well currently being tested, are expected to deliver additional volumes through planned expansions to initial production facilities that have a design capacity of up to 35,000 bbls/d. WesternZagros will submit a Garmian Block development plan, outlining future development wells, production facilities and support infrastructure, to the KRG by June 21, 2014. Independent reserves evaluators have audited estimates that, as at February 8, 2013, the Sarqala Discovery contained gross unrisked mean estimates of 463 million barrels of oil equivalent in prospective resources and 24 million barrels of oil in contingent resources. Future expansion phases will be determined by the success of a forthcoming development drilling campaign to delineate the prospective resources. On the neighbouring giant Kurdamir Discovery, development planning to bring this find into production is a longer-term initiative that requires extensive geological and operational evaluation, as well as engineering and financial planning. Three Kurdamir exploration wells have defined an oil and natural gas-charged structure that contains gross unrisked mean estimates of 541 million barrels of oil in contingent resources, and a further 1.3 billion barrels of oil in prospective resources. WesternZagros expects to file a declaration of commerciality for the Kurdamir Discovery within the next 12 months. "As we move to this development phase, WesternZagros is focused on optimizing and monetizing the value of its discoveries through a variety of means, which includes working with our partners and the KRG to generate near-term production from Sarqala, as well as exploring the greatest value creation opportunities available from our suite of resources," Hatfield said. Transition to development As part of transitioning to development, WesternZagros, its co-venturer, Gazprom Neft, and the KRG have agreed to end exploration activities on the Garmian Block following the completion of the Hasira-1 well. As such, the Company has no further exploration expenditure obligations and will now be able to apply its focus and financial resources on development. Under the agreement with the KRG, the partners have relinquished the areas of the Garmian Block that are not covered by the development plan. The development plan area includes the Sarqala and Hasira discoveries. The relinquished area includes Chwar, Qula, Quilijan and Baram, which are considered non-core to WesternZagros's development plans. Optimizing drilling rig contracts During the preparation of the development plan and its approval by the KRG, and in order to minimise short-term expenses, WesternZagros is in advanced discussions with the KRG and Gazprom Neft to temporarily assign two of its contracted drilling rigs elsewhere for the remainder of 2014. Under this arrangement, the rigs would return to the Company's Garmian Block for development drilling on Sarqala in early 2015 once the development plan is approved and additional development locations are prepared. MOL starts crude production in field in South Kurdistan BUDAPEST, March 13 Thu Mar 13, 2014 10:22am GMT (Reuters) - Hungarian oil group MOL said on Thursday that it had started producing crude from the Bijell field in the Akri-Bijeel block that it operates in Iraq's South Kurdistan. MOL also said in a statement that its partner Gulf Keystone's last estimates for the Akri-Bijeel block's reserve potential were "very conservative." MOL holds a 20 percent interest in the Shaikan block - operated by Gulf Keystone - and 80 percent in Akri-Bijeel, where the Bijell field is located. "Reserve potential estimates relating to Akri-Bijeel block in the 'Third-Party Audit' material published today by Gulf Keystone Petroleum Ltd.... does not calculate with the latest positive results and is significantly lower than the current best estimate of the Operator," MOL said in a statement. PM Barzani: We will not hand over oil export to Baghdad 15.03.2014 MewanDolamari Following the confirmation of Halabja as the newest province of the South Kurdistan, the prime minister of the Kurdistan Regional Government (KRG) Nechirvan Barzani pointed out that they will not give the oil exportation process to Baghdad. In a press conference that was held in Erbil, Barzani said: “in the beginning we asked the federal government that we want to have a pure oil export process, but they told us, you [Kurdistan] don’t have oil.” “Later, they said we were bringing smaller oil companies for corruption purposes, so we brought the biggest oil companies in the world like Exxon Mobil and Chevron among others. The process was successful and now they are asking us to hand over the whole oil exportation process that we have strived for, but we won’t,” said Barzani. Barzani stressed that no article in the Iraqi constitution says that Iraq’s oil should only be exported through the Sate Organization for Marketing of Oil (SOMO). “If Kurdistan’s oil is exported through this company the revenue will be controlled by Baghdad, just like they are doing now with the government’s staff salaries. We don’t accept this because there is no guarantee that the federal government won’t cut our budget again,” added Barzani.
