Kurdistan Confederation continues oil sale with world prices: official Despite threats and blames by the central government in Baghdad the northern region of Kurdistan stated it will continue exporting its oil with the world prices. The spokesman of the Kurdistan Regional Government (KRG) Safin Dezayee said the oil the region is sending to Turkey to be exported to world markets will be sold according to the world price system. Each barrels of oil is sent for 100 to 105 dollars in world markets. The remarks come at a time that tensions between the northern autonomous region and the central government in Baghdad is at worst level with the later taking a lawsuit to Iraq federal court against the Kurdistan Confederation . Iraq has asked the international community to mediate in the tension which Turkey has turned to be a main part of it. The demand came a day after Turkish President Abdullah Gul told a conference in Harvard University that Ankara will continue its oil deal with the Kurdistan Confederation in the north of Iraq and said the deal is quite legal and is not against Iraq’s constitution. Dezayee further added KRG PM Nechirvan Barzani will reveal the region’s revenue from its oil sale, adding that the sale has began since May 22. Barzani told a last Wednesday press conference in the region’s local parliament that the enclave’s oil has been used against Kurds for more than 90 years and the region has now decided to use the oil for the people and their benefits and thereby sells the oil independently. Kurdistan Alliance: We were forced to sell oil Shafaq News / Kurdistan Alliance in the Parliament announced on Monday, that the Government of the Region was forced to export oil due to non- constitutional actions taken by the federal government and cut the salaries of employees and retirees of Kurdistan Confederation . The spokesman for the bloc , Muayed al- Tayyip stated in an interview with "Shafaq News", that “ Kurdish oil wealth belongs to the Kurdish people, the constitution gives the right to the region and governorates not organized by a region if a dispute took place with the center”. He added that the region has exported this quantity which will deduct employees’ salaries for the past period and what has increased the situation is five percent of it from the Development Fund for Iraq as part of the compensation owed to Kuwait and the remainder would be sent to the Federal Ministry of Finance . He pointed out that officials in Baghdad were convinced that Kurdistan Confederation could not do this step and that the Kurdish leadership will be under " blackmail " in the end, pointing out that this did not happen . He stressed that the region sells oil , noting that oil is always a required product that has a buyer in the end. Oil Search to Drill 4 Wells in Kurdistan Confederation Created on 8/4/2014. 9:37 According to an article published in the Bloomberg news website, four wells will be drilled by Oil Search (OSH) Ltd., Papua New Guinea’s largest energy producer in the Kurdistan Confederation and the size of the resources will be revealed at the end of 2015. Peter Botten, Managing Director, who is attending an industry conference in Perth, told Bloomberg that they have all that are needed to understand the resource base before any decision to be made and the drilling is at Taza oil project in Kurdistan. KRG asks international companies for loans to make up for budget 03.06.2014 Shwan Barzinji Kurdish MP and member of the oil and gas committee in parliament Dilshad Sha’aban revealed that the Kurdish Regional Government (KRG) has asked for international loans to emerge from the economic crisis it is in. “Until the oil revenue arrives to Kurdistan, the KRG will receive loans from international companies and banks,” said Sha’aban. BasNews has learnt that following Kurdistan’s controversial oil sales on May 22 and in view of the future revenue a number of undisclosed international energy companies have agreed to loan money to the Kurdish government. The KRG had allegedly asked for loans in past, however the request was rejected on the basis that Kurdistan was not selling oil yet. Sha’aban also revealed that the oil revenue would not be directly transferred to Kurdistan. It will instead be sent to a US bank, transferred to Turkey and finally to Erbil. This means the revenue may take some time to reach Kurdistan, explained Sha’aban. “Kurdistan needs money to provide employees with their salaries as well as implement projects, this is why we have asked for loans and will repay them once the oil revenue is in,” said Sha’aban. According to the MP a large number of oil companies have agreed to make the loans with some having already transferred the money. Sha’aban explained that prior to the oil sales approximately 20 international energy companies had registered their company name in the KRG’s Ministry of Natural Resources. Following the first independent oil sales many more have expressed an interest in buying Kurdish crude. KRG Spokesperson: KRG Persist to Export and Sell Oil Hewlêr, Kurdistan region- Safeen Dizayee, spokesperson of the Kurdistan Regional Government (KRG), says the amount of oil that is exported to Turkey has been sold according to international systems and the technical aspect is not KRG's business. “KRG will continue to export and sell oil” Dizayee adds. “The revenue of the 1 million barrel of KRG oil will be announced by Nechirvan Barzani, KRG Prime Minister.” KRG announced on May 23 that “in line with its policy of implementing the 2005 Constitution of Iraq and helping Iraq achieve its oil production, export and revenue targets, the Kurdistan Regional Government (KRG) has completed the first sales of crude oil produced in the Kurdistan Confederation and piped to the port of Ceyhan.” Turkey's sale of KRG oil without Iraq's permission once again brought about disputes between Baghdad and Hewlêr (Erbil) pushing Maliki, Iraq's Prime Minister, to emphasize his earlier stand on cutting the civic salaries of the KRG. Exclusively speaking to Kurdish News Network Channel (KNNC), Dizayee explains that the oil which was sent to Turkey over the past few months have been sold according to international standards and prices, hence refuting Baghdad's accusations that the oil was sold at a lower price. “Apart from selling the oil, KRG has no relation with the technical part” Dizayee said. Tanker carrying South Kurdistan oil ‘reached its destination’: Kurdish govt Update 1 June 3, 2014 ERBIL-Hewlêr, Kurdistan Confederation 'KRG',— Kurdistan Regional Government (KRG) announced on Tuesday that the Iraqi government can’t sue Kurdistan Confederation internationally regarding the export of oil to world markets without reference to Baghdad. KRG stressed that it will continue to extract and export oil to resolve the financial crisis that has plagued the region due to the economic blockade imposed by Baghdad. The tanker that lifted the first shipment of piped Kurdish oil at the Turkish port of Ceyhan late last month has arrived at its destination, the Kurdistan Regional Government (KRG) announced. "The tanker (carrying Kurdish oil) has reached its destination," said KRG Spokesman Safeen Dizayee. “We are insisting on exporting oil, and it is sold according to market price and quality," he added. Dizayee said that "Baghdad can’t sue the region legally in the international courts, because the courts would respond to the request of the Iraqi government that Kurdistan Confederation is a part of Iraq and this is an internal affair that must be solved by the Iraqi constitution." Dizayee that "the Iraqi constitution allows Kurdistan Confederation to use its oil", stressing that “KRG will continue to extract, export and sell oil in order to resolve the financial crisis that has plagued the region because of the budget and cut the salaries of its employees by the federal government”. Dizayee described Baghdad’s procedures as "illegal and inhuman," pointing out that "KRG was obliged to take all measures and ways to solve this problem." The official spokesman of KRG hoped to reach a solution to the current crisis with Baghdad, noting that "the past six months had witnessed three visits of KRG delegation to Baghdad, as Prime Minister of KRG, Nechirvan Barzani went to Baghdad and started direct negotiations with the federal government but it appears that Baghdad wanted from the beginning not to reach any result. " Dizayee added that "the Iraqi government wanted to control the situation, receive the extracted oil from Kurdistan Confederation and then do not send the region’s budget." He pointed out that the problems between the region and Baghdad will be solvable by reference to the law, the Constitution, the compatibility and the foundations of a true partnership. The KRG sold its first oil shipment through the Mediterranean port of Ceyhan on May 22. Iraq’s central government reacted to the move by the autonomous Kurdish enclave by filing a lawsuit at the International Arbitration Court in Paris against Turkey, on grounds it was allowing the sale of "smuggled Iraqi oil." The United Leadership tanker, which was carrying the Kurdish oil, had seemingly originally set course for the United States Gulf Coast, according to vessel tracking services quoted by international news agencies. Kurdistan began last month selling the first shipment of oil that has been pumped through a new pipeline runs from the fields in the region to the Turkish port of Ceyhan on the Mediterranean. The move has angered the federal government, which had filed a lawsuit in the international arbitration in Paris against Turkey and its affiliated oil transportation company. Baghdad has also threatened to sue any oil buyer from the region after a tanker loaded with Kurdish oil sailed towards America, but changed its way to the Strait of Gibraltar later. Reports said that the tanker has stopped in the ports of Morocco as KRG confirmed that the shipment arrived without an exact determined destination. Kurdistan says that it began exporting oil after Baghdad imposed an economic blockade by cutting off its share of the country’s financial budget and the salaries of the staff of the region. The tanker was then reportedly stationary off the coast of Morocco for several days, but then sailed to the Moroccan coastal city of Mohammedia on the Atlantic Ocean, according to the tracking services. Since the oil was picked up and the tanker set sail from Ceyhan, the KRG never announced the identity of the buyer, or where the cargo was destined for. PM Barzani responds to US criticism on oil issues During a debate with Kurdish members of parliament, Kurdistan Confederation Prime Minister Nechirvan Barzani revealed that the energy agreement between the Kurdistan Confederation and Turkey is due to last for 50 years and can be resigned. Regarding the recent criticism from Washington of the Kurdish oil export and their call on the Kurds to stop it, Barzani said the US should have also addressed the problem of Baghdad’s cuts to Kurdish salaries. “The US did what they could to support the Kurdistan Confederation and Iraq … they wanted to balance the situation. But when they talked about oil, they should have mentioned the cutting of Kurdish salaries by the federal government. This is our only point of criticism to US officials.” He also explained that the Kurdistan Regional Government (KRG) was forced to sell their oil to provide income for Kurdish people. To this end, Barzani revealed that the KRG had a long-term deal with the Turkish government. “We were in talks with Turkey for two years to sign the agreement. Are the Kuwaitis getting their 5% before our 17%* gets taken from the budget in Baghdad? In other words, do we get 17% from 95%** of Iraq's budget? *= In reality we only get 10-13% according to our politicians. **= The Iraqi armed forces gets their budget before we get ours. So we aren't even getting 17% (/10-13%) of 95% of Iraq's budget, but 77-80% |

Prime Minister Barzani addresses Kurdistan Parliament’s Oil & Gas and Legal Committees![]() THU, 5 JUN 2014 13:35 | KRG.org Erbil, Kurdistan (KRG.org) – Prime Minister Nechirvan Barzani yesterday conducted a lengthy meeting with the Kurdistan Parliament regarding natural resources policy and budgetary matters. Kurdistan Parliament Speaker Dr. Yousif Mohammed, heads of the parliament’s political blocs, the Oil & Gas Committee, and the Legal Affairs Committee all participated in the session. The Prime Minister, Minister of Natural Resources Dr. Ashti Hawrami, and KRG Council of Ministers Legal Advisor Dr. Amanj Raheem answered questions from Members of Parliament and discussed oil export and the road forward. An excerpt of the Prime Minister’s address is below, as well as his response to two questions from Members of Parliament. Prime Minister’s address “The issue of energy is highly important to us. It has no relations to party politics, nor is it a personal matter. It is related to the Kurdistan Confederation in general and in reality it is quite a sensitive issue and it is essential that the Parliament, in its role as the legislative institution, be fully informed on the details of this issue. Our policy has been created within the framework of the laws that have been established by the Kurdistan Parliament and hence the parliament should be privy to all the details related to this issue. “The big question is: ‘who will control the oil’? Counterparts in Baghdad did not identify ‘right’ or ‘wrong’ KRG actions – they just wanted to control the issue completely. We do not view this issue as a path towards Kurdistan’s independence, but rather as the expression of our constitutional rights. These rights are the constitutional principles upon which we agreed when we returned to Iraq in 2003 and 2004, and they have to be implemented in Iraq. “If Baghdad today agreed with us upon the issue of oil revenue sharing, one of Iraq’s most important laws, it would lead to the resolution of a number of obstacles related to this issue. However if I speak frankly, Iraq’s federal government increases the sovereign expenditures year after year without the Kurdistan Confederation ’s knowledge, and this is reduced from Kurdistan’s share of the Iraqi budget. “At a time when Baghdad regularly increases its sovereign expenditure, the burden placed upon the KRG increases and citizens’ expectations of the government, in terms of services, are considerable. This is the right of citizens, and they are fully entitled to these demands. In addition, we have a large number of civil servants on the government payroll in Kurdistan. For your information, 850 billion Iraqi dinars per month are spent on the salaries of civil servants. This is a very large figure and it needs to be addressed. It cannot continue in this way. “In order to reach international standards…we need more than $US 31 billion to meet the demands for infrastructure in Kurdistan such as highways and roads, bridges, schools, hospitals and other essential needs. “We are determined to carry out our constitutional rights and to ensure that we receive from Baghdad the full 17% of the Kurdistan Confederation ’s share of the budget. “In last week’s session we provided solid clarifications. And today we have come here because without doubt esteemed Members of the Kurdistan Parliament, as members of the legislative institution in Kurdistan, have many questions that they would like to see answered. The aims of Members of Parliament are to determine whether the KRG’s oil policy will be successful or not, as well as to understand the government’s future plans. This includes the manner in which the KRG plans on spending the revenue we receive. “We want to address these questions openly and transparently in Parliament today so that we can reach a mutual consensus regarding the energy issue in Kurdistan. And just as Speaker of Parliament Dr. Yousif explained, we want energy to be a national issue and to resolve doubts about its transparency. We are ready to answer these questions in front of the Kurdistan Parliament, as it is our legislative institution, and so we are ready to attend any time to be questioned and to be held accountable. “We fully believe that the achievements of the KRG are in the best interest of the Kurdistan Confederation , and are in accordance with the Iraqi Constitution. We are confident. But the task is not easy; in fact, is it quite difficult. “The main requirement for the success of this process is a united stance among all of Kurdistan’s political parties on this issue.” Responses to questions from Members of Parliament In response to questions from Members of Parliament regarding the position of the United States, Prime Minister Barzani stated that the policy of the United States is and has been to support both Baghdad and Erbil in efforts to reach an agreement, as has been reiterated by American diplomats on every occasion. The KRG wished that, when considering the oil issue, the United States had pointed to Baghdad’s unilateral and unconstitutional decision to cut the Kurdistan Confederation ’s share of the budget. The KRG resorted to exporting oil following Baghdad’s decision to cut the budget of the Region, an act that has affected the payment of salaries of civil servants. The KRG has been forced to pursue a solution because of this action. In response to questions regarding the agreement between the Kurdistan Confederation and Turkey, the Prime Minister stated, “We should not view this issue as political. PUK states support to Kurdish oil export Barham Salih, the Deputy Secretary General of the Patriotic Union of Kurdistan (PUK) and former Kurdistan Regional Government (KRG) Prime Minister, said that his party supports Kurdistan Confederation ’s export and sale of oil. On June 3rd, at the PUK’s 39th anniversary celebration in Erbil, Salih told reporters that his party has no objections towards the exportation of Kurdish oil and its sale to the international market, BasNews reported. “The government and parliament has revealed their position regarding this matter and all the political parties are involved. We are a part of the government as well and want to see oil become a source of stability to the Kurdish people.” Last month the KRG revealed that they have begun to sell crude oil from the Kurdistan Confederation to international markets. Ankara-Erbil oil deal to last 50 years: Nechirvan Barzani Kurdistan Confederation Prime Minister Nechirvan Barzani revealed that the energy agreement between the Kurdistan Confederation and Turkey is due to last for 50 years and it can be resigned. “We were in talks with Turkey for two years to sign the agreement. The result is a long-term deal for about 50 years, which can be renewed,” he went on to say. He stressed that the Kurdistan Regional Government (KRG) was forced to sell their oil to provide income for Kurdish people, “cut by Iraqi government.” Regarding the recent criticism from Washington of the Kurdish oil export and their call on the Kurds to stop it, Barzani said the US should have also addressed the problem of Baghdad’s cuts to Kurdish salaries. “The US did what they could to support the Kurdistan Confederation and Iraq … they wanted to balance the situation. DNO enhances production in Kurdistan to 120 thousand bpd in May Thursday, 05 June 2014 13:16 Shafaq News / DNO International Petroleum Company said on Thursday that it has produced 120021 barrels per day from Tawke field in Kurdistan in May and it is on track to increase production to 200 thousand barrels per day by the end of the year. The company sold 60 percent of the production of the domestic market in May , while 40 percent was shipped by export pipeline in Vichabour to Turkey , according to what Reuters reported , seen by " Shafaq News " . Previous estimates indicate production of 100 thousand barrels per day . DNO International owns 55 percent stake in the license while Genel Energy owns a 25 percent stake and Kurdistan government owns 20 percent . Kurdistan began last month to export its oil to world markets via the new pipeline extending to Turkey 's Mediterranean which angered Baghdad that alluded to sue buyers and Turkey . DNO announced in February it plans to create a second pipeline to export more oil to Turkey from Tauki field.
