INTERVIEW-With new grip on oil fields, KRG Kurds unveil plan to ramp up exports

Posted Image

"We agreed with the North Oil Company and Baghdad to link the three domes at Kirkuk and other adjacent fields to our export pipeline about three months ago, and the construction of the pipeline is already completed. It needs to be tested and commissioned, but it should not take much time," Hawrami said.

Hawrami said exports could double "within a month or so" to around 250,000 bpd and hit 400,000 bpd by the end of 2014.

The Kurdish export pipeline has a capacity of 300,000 bpd but could be quickly expanded with a few minor tweaks and additional pumping stations, he said, dismissing the idea that threats from Baghdad would keep firms from buying Kurdish oil.

"Oil companies and governments around the world are now showing increasing interest in buying our crude. Many have already done so," he said.

Kerkûk oil fields will make it possible earlier...
Hi
I have a question for Alan or anyone else who can / want to speculate.

The oil is now exported and the one that should start soon exported from Kirkuk, how payment will be shared?

They talk about the 83% vs. 17% split between Baghdad and the KRG.

My thought is that the oil that is now sold by the KRG will be 100% payment to the KRG until the debts that Baghdad has the KRG has been paid.

The oil to be sold from Kirkuk will be split 17% vs. 83%, regardless of debt or KRG will retain payment even from Kirkuk until Baghdad's debts are paid?

No one may know the correct answer but it would be interesting to hear your thoughts have a closer affinity to Kurdistan.

I wish you all the best for an independent Kurdistan

No all of KRG with all of the newly freed Kurdish areas oil exports will be for KRG 100%, Kurdish finance minister Rashid Tahir already confirmed this. Out of the oil sales 5% goes to Kuwait debt till it's paid off...

Thanks Alan, it was what I wanted to hear, there is a lot of speculation here and on the internet.

But this should be the right thing for the KRG.

THE ROAD TO 1 MILLION BARRELS PER DAY

The oil industry has been aware of the South Kurdistan's massive hydrocarbons potential for some time. The presence of oil seepages and flaming gas vents has been chronicled for centuries.

More recently, the region has attracted the attention of the world’s leading oil and gas companies, some of which entered the region following the liberation of Iraq in 2003.

A decade onward, Kurdistan is a leading destination for the exploration and production of oil and the region has emerged as the last great onshore hydrocarbons play. A total of 18 oil and gas fields have been discovered, and oil reserves are estimated at approximately 45 billion barrels. Gas reserves could be as high as 200 tcf (5.66 tcm).

While new export facilities are being anticipated, the region has set its eyes on two ambitious oil and liquids production goals: 1 million barrels of oil equivalent per day by 2015 and 2 million barrels of oil equivalent per day by 2019.

This is the newest map of oil activities in KRG 2014, note that both Hevana and Baba fields of Kerkûk also known as Kerkûk oil structures (16 billion barrels of proven reserve) have been added to the KRG national pipeline, thus the 45 billion barrels already in place in KRG have increased.... so this makes KRG oil reserve a total of 61 billions barrels, of course the other newly added areas have oil in them that have not been discovered so this number will definitely rise up in coming years...

The Supreme Federal Court Rules Against Iraqi Minister of Oil's Request to Prevent KRG Oil Exports

Posted Image

Erbil, South Kurdistan, (MNR.KRG.org) - Immediately after the KRG’s first export shipment on the United Leadership vessel in Ceyhan Terminal, the Iraqi Federal Oil Minister (the “Minister”) submitted a formal request to the Federal Supreme Court in Baghdad, (the “Court”) asking the Court to rule against the KRG Ministry of Natural Resources and prevent it exporting oil out of the South Kurdistan.

On 23rd June 2014, the Court convened a special meeting to address the Minister’s request and, after examining the reasoning behind his request, the Court decided unanimously to reject the request of the Minister “for being contrary to the applicable legal contexts in Iraq.”

It is worth noting here that the Minister’s claims were based on his own interpretation of constitutional provisions to claim that the oil and gas affairs fall within the exclusive powers of the federal government. In so claiming, the Minister was relying on the centralized laws enacted prior to 2003, thus ignoring the fact that current constitutional provisions do not incorporate any oil and gas matters within Article 110, which defines the exclusive powers of the federal government.

With this Court decision, the Kurdistan Regional Government has another important clarification of its acquired rights as stated in the Constitution. The Court ruling was taken by a unanimous decision of all its members, and it explicitly rejected the request made by the Minister. Such a decision by the highest court in the land is binding on the Minister and cannot be challenged in any way.

This is a clear victory for justice and for upholding KRG’s rights, despite the Iraqi Federal Oil Ministry‘s interferences and unjustifiable interventions. This decision clearly demonstrates that the Federal Oil ministry and its marketing arm (SOMO) will also fail on all their reckless efforts on the international level.

This judicial decision by the Supreme Federal Court must be respected, and now we call upon the Federal Oil Ministry, SOMO and all their helpers to abandon their illegal and unconstitutional interventions to prevent oil exports from the South Kurdistan. They must also cease sending intimidating and threatening letters or making false claims to prospective traders and buyers of oil exported legally by the Kurdistan Regional Government for the benefit of the people of Kurdistan and Iraq.

Quoting limited to 2 levels deep
Doesn't matter, if Kerkûk oil money comes to us, then we can reach 2 bpd in 5 months
but it says Kerkûk oil included. a while ago i thought we will reach 1 million without Kerkûk by end of 2015.
whatever, lets hope independence is possible without producing 1 mio bdp. now is the time for state-building, not 2015

We owe the kuwaiti's haha . By the way, has iraq compensated kuwait? We will gladly trade in camels instead. If thats the case, then the entire middle east owes us because they all had a hand in the crimes against Kurds.

International oil companies leave South and head to Kurdistan

28.06.2014
Hemin Salih

Kurdish Member of Parliament has revealed that a number of international oil companies who work in southern Iraq have moved to the South Kurdistan.

MP of Kurdistan Islamic Union (KIU) and member of Gas and fuel committee Dr. Sherko Jawdat told BasNews that they have been informed of a number of companies leaving due to the recent violence in the region.

“We have knowledge that some oil company’s staff and workers have left their working place in Iraq and headed to the South Kurdistan,” said Jawdat.

“Oil exportation in Iraq which is the main source of Iraqi economy has been hindered by the instability and the companies are being forced to head somewhere,” added Jawdat

He also noted that so far Kirkuk and its refineries are under Peshmerga control.

“Currently the South Kurdistan is working on setting up a way to sell Kirkuk oil as well, because we need an alternative to provide salaries for government employees,” added the Kurdish MP.

The Minister of Natural Resources Ashti Hawrami told Reuters this week that the government planned to increase exports eightfold by the end of 2015.

“We expect to be able to pump 1m b/d by the end of next year, including oil from Kirkuk,” he said.

More western companies eager oil deal with Erbil

In a report released two days ago, Reuters reported many oil companies are eager to cooperate with the Iraqi northern Kurdish government.

Reuters said many oil company representative have been waiting to meet Kurdistan Regional Government (KRG) Natural Resources Minister Ashti Hawrami in his office in Erbil.

The report said more than 20 representatives have been waiting to meet Hawrami in his office.

According o Hawrami in his interview with Reuters, Kirkuk oil pipelines have been connected to pipe lines in the South Kurdistan in the north and Kirkuk oil will be exported to Turkey’s Ceyhan port after Baghdad’s green light to the move.

Ashti further said the region’s oil export will increase to 1 million barrels per day if Kirkuk oil is linked to pipe lines in the region. Erbil is exploring 125000 barrels of oil each day.

“We expect to be able to pump 1m b/d by the end of next year, including oil from Kirkuk,” he said.

Meanwhile a MP from Kurdistan Islamic Union (KIU) and member of Gas and fuel committee Sherko Jawdat said the party has informed of a number of companies leaving south of Iraq to the South Kurdistan due to the recent violence in the southern regions.

“We have knowledge that some oil company’s staff and workers have left their working place in Iraq and headed to the South Kurdistan,” Jawdat was quoted by BasNews as saying.
