Chinese Consul Arrives in Erbil as Oil Talks Reported By Alexander Whitcomb 36 minutes ago ERBIL, South Kurdistan – China is set to become the fifth and final permanent member of the UN Security Council to open an official representation in the South Kurdistan, with the arrival of the consul general in Erbil. “There’s chaos in some parts of Iraq, but business in Kurdistan is moving forward,” said Karwan Jamal Tahir, the Kurdish foreign relations official who welcomed Consul General Tan Bang Len on Wednesday. Tan’s arrival coincided with news reports that the semi-autonomous region was in negotiations with China, the world’s second-largest economy, for the sale of $4 million worth of oil – though the potential buyer has not been identified. The Reuters news agency reported that three tankers bearing Kurdish crude have sailed toward Asia in the last month, including one that unloaded its cargo onto a supertanker outside of Singapore earlier this week. Kurdistan has begun independent oil sales, which are vehemently opposed by Baghdad as “illegal.” So far, buyers of Kurdish oil have preferred to remain anonymous. The consul’s long anticipated arrival comes after years of planning by the Kurdistan Regional Government (KRG) and Chinese authorities. Tan will visit Prime Minister Nechirvan Barzani during a weeklong stay; KRG officials indicate he will return once a consulate is set up before the end of the year. The Kurdish Foreign Ministry stated that Chinese officials were very interested in the condition of Iraq’s internally displaced persons (IDPs), and that they expressed interest in providing humanitarian aid in the near future. According to an official government directory, 17 Chinese companies are currently operating in the South Kurdistan, including DQE, an oil and gas service company, and Beijing-based Sinopec, a state-owned energy giant that is the world’s fifth-largest company by revenue. Sinopec entered the Kurdish market in 2009 when it took over Addax Petroleum, which had assets in Kurdistan’s Taq Taq field, as well as Africa. Sold for $7.2 billion, this was the largest-ever international takeover by a Chinese oil and gas firm. China will be the 32nd country with a representation in South Kurdistan. Other countries such as Kuwait and Bulgaria are waiting for their paperwork to be approved in Baghdad. |

Tankers Believed Carrying South Kurdistan Oil Arrive Off Singapore By SARAH KENT GENEVA—Two tankers thought to be carrying exports of oil from South Kurdistan have made their way to Asia, according to ship tracking data, bringing the number of Kurdish oil-loaded tankers believed to have reached the region to four. The shipments represent one portion of the oil South Kurdistan has exported from the Turkish port of Ceyhan since May in defiance of the federal government in Baghdad, which claims sole authority over the country’s natural resources. The tankers United Emblem and United Dynamic arrived off Singapore fully laden over the last two weeks, according to data provided by tanker tracking website Marine Traffic. Earlier in October, they separately sailed east of Singapore where the data showed their speed slowed and their draft in the water subsequently lessened, usually signs that the oil onboard had been discharged. The final buyers of the oil are unknown. Despite Baghdad’s objections, the Kurdistan Regional Government has determinedly increased its shipments of oil to international markets in an effort to gain more financial independence. One tanker that left from Ceyhan was stranded off the coast of Morocco for months after Baghdad succeeded in blocking its sale to a local refinery. Another remains off the coast of Texas, the subject of a lawsuit in the U.S. Still, oil continues to flow from Ceyhan. The KRG has often resorted to a complex system to disguise the destination of its crude, turning off ships’ satellites and transferring oil from one tanker to another in the middle of the ocean. South Kurdistan oil tanker may have unloaded in Mediterranean-Reuters data (Reuters) - A tanker carrying some 1 million barrels of Kurdish crude appears to have been lightered somewhere in the Mediterranean Sea amid an ownership dispute between Iraq and the Kurdistan Regional Government (KRG) that had stopped the vessel from delivering its load, according to Reuters tracking data. The Suezmax vessel United Leadership, which became a symbol of South Kurdistan's disputed steps to establish independent oil sales, had been sitting off the Moroccan port of Mohammedia for more than three months after Baghdad put pressure on buyers not to take the cargo. At the end of September, it sailed away from Morocco's northwest coast, signaling a new buyer may have been found for the autonomous region's long-stranded cargo as the KRG continues to ramp up shipments. The United Leadership was the first tanker to lift Kurdish crude carried to Turkey's Mediterranean port of Ceyhan on the KRG's new independent pipeline. Since then more than 11 million barrels of Kurdish crude have sailed from that port. Tracking systems now show the tanker going back to Ceyhan. Its draft reduced to 54 percent, from 95 percent several days ago when it was close to Malta, revealing it must have partially or fully unloaded its cargo onto another vessel at deep sea. Baghdad reported banning tankers for carrying Kurdish crude Hewler, KRG - Iraq’s oil marketing agency SOMO has blacklisted three foreign tankers for having transported crude on behalf of the Kurdistan Regional Government (KRG), according to the specialist Platts news service, quoting market sources. Platts reported at the weekend that it had seen a decree from SOMO, issued late last month, banning the tankers – the Greek-registered United Carrier, United Dynamic and Nautilus – from entering Iraqi ports to lift crude for export. The report said the decree gave no reason for the ban. However, Platts quoted market sources as saying the ban was a sanction against the tanker operators for transporting crude on behalf of the KRG. The KRG in May this year began exporting Kurdish crude via a new pipeline to Ceyhan in Turkey. The oil issue became the focus of deteriorating relations between Erbil and Baghdad. The KRG opened the pipeline to Ceyhan in December. After strong opposition from Baghdad, Turkey said it would hold off allowing sales of Kurdish oil until it received Baghdad’s consent. The Iraqi government refused to relent, however, and even froze the KRG’s share of the national budget. The oil began to flow in May when storage tanks in Ceyhan reached full capacity. Sales, however, have been hampered by Baghdad’s threats of legal action against those who buy or facility the purchase of Kurdish oil. SOMO’s English website, which made no reference to the latest tanker ban, insists on its monopoly over all oil sales from Iraqi territory and warns of the consequences. Quoting laws from the Saddam Hussien era, SOMO says it alone has the exclusive right to export oil and gas from Iraq and warns it will take legal action against any company or entity that deals with anyone else. World oil slump limits appetite for Kurdish crude By Sharmila Devi Hewlêr, Kurdistan Region - A slump in the world price of oil is adding to the woes of the Kurdistan Regional Government, where the fight against Islamic State militants and the burden of harbouring refugees is putting strains on the local economy. Benchmark Brent crude this week fell to less than $88 a barrel, its lowest level since 2010. All producers are feeling the pinch. However, the low price is a particular threat to the KRG because it undercuts its strategy of pursuing independent oil exports, according to Richard Mallinson, geopolitical analyst at Energy Aspects in London. He told Rudaw the low price, reflecting abundant world supply, made buyers less likely to incur Baghdad’s wrath by buying Kurdish crude. “The market is well supplied so why take a cargo from Kurdistan if oil from West Africa or Libya is available,” he said. The KRG will also be under pressure over paying the generous terms offered to the international oil companies as inducement to develop Kurdish fields. They have suffered being blacklisted by Baghdad as a result. “It is still a challenge for the KRG to export and now there’s less yield per barrel so it will more difficult to pay the companies,” said Mallinson. “The KRG may try to delay payment and this might strain relations with the companies.” The low oil price is due to a range of factors, including rising production in North America, Libya and Iraq and slow economic growth, particularly in Europe and China. Key Middle Eastern producers have signalled they will keep output high even if that meant lower prices. Saudi Arabia can accept oil prices between $80 and $90 a barrel, Reuters reported. Iraq, which is also suffering from the price slump, by contrast needs oil prices at around $106 a barrel to avoid an annual budget deficit, according to International Monetary Fund estimates. Energy Aspects has forecast low oil prices to last until late next year. “In Iraq, the domestic and military challenges require as large a budget as possible and the oil price is not helping,” Olivier Jakob, managing director of Petromatrix, a Swiss oil research firm, told Rudaw. Baghdad remains locked in a dispute with the KRG, which insists it has a constitutional right to pursue independent oil exports via a pipeline to Ceyhan in Turkey. But these exports, which started in May, have not been enough to offset Baghdad’s refusal to pay its 17 per cent share of the federal budget since February. The KRG earned $1.3 billion from selling 14 million barrels of oil from February to September, with the money deposited at Turkey’s Halkbank, Sherko Jawdat, head of the natural resources committee in the Kurdish region’s parliament, told Bloomberg earlier this month. The regional authority spent $400 million of the oil money to pay civil servants and will send the remainder to the central government once Baghdad and Hewlêr reach an agreement, he said. Both sides are heavily dependent on oil to pay up to 70 per cent of the workforce who depend on the public sector for salaries. Given the potential oil wealth, there will also be pressure to pay towards the costs of the military campaign led by the US. Under US pressure, Hewlêr agreed to join a new federal government in Baghdad led by Haider Al Abadi in early September but set a three-month deadline to reach agreement on a number of issues including oil exports and the status of oil-rich Kirkuk, which Kurdish Peshmerga took control of in June after Iraqi forces fled an ISIS advance. Iraq is the second-biggest producer in the Organisation of Petroleum Exporting Countries after Saudi Arabia. Thanks to increased production in Basra, which is out of the reach of ISIS, Iraq’s oil exports increased last month to 2.5 million barrels per day. Few analysts expect any action to cut production and raise prices at the next Opec meeting on November 27. Iraq’s State Oil Marketing Co, known as Somo, announced on Sunday it will sell Basra Light crude to Asia at the biggest discount since January 2009. Iraq followed Saudi Arabia and Iran in cutting prices as the producers compete for market share and try to shore up their domestic budgets. Although most oil companies have returned to South Kurdistan and restarted activities after quitting the region before US air strikes halted an ISIS advance to within a few miles of Hewlêr in August, they would be assessing the longer-term prospects in terms of both security and exports, Mallinson said. Should Hewlêr find it difficult to meet payments, there could be another case similar to that involving Dana Gas. In July, the UAE-based company won an interim arbitration award to force some outstanding payments from the KRG. It launched London arbitration proceedings in October, 2013, demanding payment of receivables for products delivered and a confirmation of its rights under a 25-year contract to develop the Khor Mor and Chemchemal gasfields. Meanwhile, analysts are watching closely for any progress in the negotiations between Baghdad and Hewlêr. These are taking place while Baghdad continues to apply legal and commercial pressure, including most recently the blacklisting of international tanker companies that have taken delivery of Kurdish crude at Ceyhan. “Baghdad has had some success in limiting but not preventing Kurdish exports,” said Mallinson. “There’s a lot riding on these negotiations and the market will be watching to see if their positions are narrowing or preparing for a blame game.” http://rudaw.net/english/business/14102014 |

British energy company Gas Plus Khalakan Ltd. announced an oil discovery in the Shewashan reserve area of Kurdistan had commercial prospects. "We are pleased with this new light oil discovery which will contribute to our stated target of 1 million barrels of oil per day by the end of 2015 or early in 2016," Kurdish Minister of Natural Resources Ashti Hawrami said in a statement. GPK offered no estimate of the reserve's potential, though it said exploration well Shewashan-1 would be put into production to gather data for a future field development plan. The semiautonomous Kurdistan Regional Government has capitalized on oil wealth emerging in the wake of the U.S.-led offensive in 2003. Debate over provisions in the national constitution put the KRG at odds with Baghdad, however, over budget shares and sector control. KRG and US Talks On IS Selling Oil 21.10.2014 BasNews, Hewlêr Kurdistan Region Prime Minister Nechirvan Barzani yesterday met US Acting Special Envoy and Coordinator for International Energy Affairs, Amos Hochstein and his delegates in Hewlêr. They discussed the issue of oil trade with Islamic State (IS). On Monday, Barzani met the Hochstein party of delegates including the US Ambassador to Iraq and other US diplomats. The Kurdish delegation was made up of Kurdistan Region PM Qubad Talabani, Natural Resources Minister Ashti Hawrami and others. In the meeting, they discussed the current situation of Iraq, Kurdistan and the region in general as well as the threat posed by IS insurgents in the area. They also shed light on IS efforts to steal oil and other natural resources in Iraq. Both sides agreed that IS must be prevented from trading oil. Barzani directly addressed the issue from the point of view of the Kurdistan Regional Government (KRG). He explained that the KRG has already formed a high committee from the ministries of Peshmerga, Interior and Natural Resources that carefully monitors the oil traded in the region, with strict penalties handed down to those found to be doing business with Islamic State. Recently, A number of Kurdish security officials from Kirkuk have been arrested on charges of buying oil from Islamic state and selling it on to Iran. Elsewhere in the meeting, the sides looked over the political process in Iraq and Kurdish participation in the new government of Iraq. The delegates expressed support for the Kurdish return to Baghdad. Both sides hope that the participation of Kurdish politicians will lead to the resolution of disputes between Hewlêr and Baghdad. Barzani thanked the US for their continuous help and cooperation in addressing issues in Iraq. KRG May Hang Officials Accused of Buying Oil from IS 21.10.2014 Hemin Salih BasNews, Hewler A special committee has been set up to investigate Kurdish officials arrested on charges of being involved in oil deals with Islamic State (IS) militants in Kirkuk Province. According to information obtained by BasNews some of the accused were security officials meaning they would face military court. If they admit their crime they will be hanged. A number of the suspected officials were from the Peshmerga ministry while others are civilian officials, so they will face the appropriate courts. Also BasNews has learned that if the suspects are convicted, capital punishment is an option open to the court. According to Kurdish legal experts, Kurdistan only executes people convicted on the basis of anti-terror laws; laws which are being applied in this case. “We are still doing our investigation in this case any officials found out to have had oil dealings with IS militants would face a hefty sentence,” said Peshmerga Ministry spokesman, Halgord Hikmat. “Those to be tried in a military court face charges including crimes against the state and execution is an available sentence in such a court,” added Hikmat. BasNews can reveal that so far 11 suspects have been arrested on charges of buying oil from IS militants near Kirkuk in KRG. However not all of them are Kurds; accussed Arabs will not be tried in the KRG, but in courts in southern Iraq. Nothing special anyway, our average leader has worked with either of our enemies lol Capital punishment should exist though, but other ways of execution that are more moderate and humane, there are people that truly need to be removed for the sake of a safe future society. Kurdish Oil Exports to Increase to 400,000 b/d Next month Kurdish oil exports are expected to increase significantly, according to a member of the South Kurdistan Parliament. Kurdish MP Dilshad Shaban told BasNews that export of Kurdish oil to Turkey continues and will increase considerably in the near future. It is seen as a quick way to ease the current economic pressures facing the Kurdistan Regional Government. “The extra revenue from oil sales into the Kurdistan Region will be used to pay government employees’ salaries in the future,” Shaban said. He also rejected reports claiming that Turkey has confiscated some Kurdish oil revenue, saying that the money is currently being held in the Turkish HalkBank and will be released to the Kurdistan Region shortly. “Currently the region exports about 240-250,000 barrels per day and in the next two months, that will increase to 400,000 barrels per day. With the increased revenue the government can manage local needs, especially the salaries owed to Kurdish government employees,” added Shaban. The central Iraqi government stopped sending Kurdish employees’ salaries nine months ago and the Kurdistan Region has faced the harsh realities of life without the federal budget since then. In the past a few years, Hewlêr and Baghdad have been at loggerheads over the issue of Kurdish oil exports, with the KRG saying it’s their right and Baghdad accusing them of violating the Iraqi constitution.
