KRG says pipeline attack has cost it $250 million

SULAIMANI – The Kurdistan Region’s Ministry of Natural Resources (MNR) released a statement Sunday condemning recent attacks on the Kurdistan-Ceyhan oil pipeline, saying it has cost the Kurdistan Region over $250 million.

The statement said crude oil has nearly stopped flowing through the pipeline after repeated attacks since July 27.

“The oil exports via the pipelines are the Kurdistan Regional Government’s (KRG) principal source of revenue and enable the KRG to pay people’s salaries and help the government and people of the Kurdistan Region to resist the grave challenges the Region is currently facing,” the statement said.

In a recent interview with NRT, government spokesman Safeen Dizayee said the KRG, on average, has been able to export 600,000 barrels of crude oil per day (bpd), independent of the central Iraqi government.

Head of the Natural Resources Committee in the Kurdistan Parliament, Sherko Jawdat, said the KRG independently sold over 12.6 million barrels of oil in June in an attempt to solve the region’s financial crisis.

Independent sales in May alone brought in $750 million in revenue for the region, which is hosting over 1.8 million refugees and displaced Iraqis, as well as fighting a war against Islamic State (IS) militants that is entering its second year.

The MNR statement said the $250 million in lost revenue due to recent attacks amounts to nearly the monthly budget of security forces’ salaries.

Fighters from the Peoples’ Defense Forces (HPG), the armed wing of the Kurdistan Workers’ Party (PKK) claimed responsibility for the attacks, although senior leaders from the guerilla group said fighters had acted independently, without orders to carry out the attacks.

KRG exported 13 million barrels of oil in July: ministry

Kurdistan Regional Government (KRG) Ministry of Natural Sources has stated that Kurdistan Region has exported 13.988.000 barrels of oil in July directly and 2.201.540 barrels indirectly and through Baghdad’s SOMO Company.

The Chief of Economic and Finance Commission in Kurdistan Region’s parliament, Ezat Sabir, told SNN that the region should have made some 675 millions of dollars even if oil’s price has been at its lowest price, 50 dollars per a barrel.

He stated that 30 percents of the income should be paid to the companies that are drilling and exporting the region’s oil.

Total officials hold meeting with Sulaimani governor

Officials from French oil firm, Total, have met Sulaimani governor and have discussed ways to drill oil in the province in Kurdistan Region, Hawlati reported.

Total officials have met Bakhtiar Abdulrahman on August 13 and have demanded the province’s cooperation with the oil giant.

Total officials have stated the company has received licenses from Kurdistan Regional Government (KRG) to drill oil in the province.

Abdulrahman has asked the company to respect natural sources and compensate for possible damages to the people in the drilling regions and employ people in the region.

More oil should equal more money for Slemani, South Kurdistan: Politician

SLEMANI, Kurdistan Region — A Kurdish official has said in a live Rudaw TV program that the Garmiyan bloc has 5 to 8 billion barrels of oil that have yet to be drilled, and claimed that his region’s oil wealth should be rewarded with financial incentives.

Speaking live on the Rudaw TV program Legel Ranj, Ghalib Mohammed, a member of the Slemani provincial council, made the claim that Kormor oilfield in the Garmiyan district, close to Chamchamal, contains the untapped amount.

“The Kormor oilfield is capable of providing energy for 100 years for the Kurdistan region, and overall there are 15 oilfields in the region, including mainly, Sangawi Xwarw and Sangawi Sarw, containing 3 to 4 billion barrels of oil,” Mohammed said.

He added that at present the Kurdistan region is extracting oil from only some of its available stores, mainly in the Hasra oilfield, which is currently producing 15,000 to 25,000 barrels per day.

Mohammed then used his appearance to call for more government investment in Slemani.

“It is a treachery against the Slemani province, since 60 percent of the Kurdistan region’s oil production is in this province, but it has not been provided with the petrodollar, and from this percentage the Garmiyan bloc constitutes 35 percent to 40 percent of the oil production in the Kurdistan region,” Mohammed said.

In an earlier TV appearance on the Rudaw TV program Nwroj, or “New Day,” Mohammed claimed the KRG should improve the quality of life for the people of Garmiyan because it has huge oil wealth.

On Legel Ranj he claimed the seven oilfields in the Garmiyan block alone contain 20 billion proven barrels of oil, adding that at present only a few oilfields have been operated to extract oil from only some of its available stock, mainly in the Hasra oilfield.

“The Garmiyan administration, along with Chamchamal in Slemani province, together have 15 oilfields, which have a reserve of 30 billion barrels of oil. This is twice as big as Qatar’s oil reserves,” Mohammed said.

The Kurdistan region ranks eighth in the world in terms of oil and gas reserves, according to a recent report by the DOR Organization.

Norway’s DNO says regular payments needed to sustain South Kurdistan operations

OSLO,— DNO ASA, the Norwegian oil and gas operator, set record production levels from the Tawke field in the Kurdistan region of Iraq during the second quarter of 2015 with output averaging 153,346 barrels of oil per day (bopd). A total of 118,037 bopd, representing 77 percent of field production, was delivered to the Kurdistan Regional Government for pipeline export through Turkey. An additional 31,378 bopd was sold into the local market and the balance processed in the company’s Tawke refinery.

Company-wide revenues increased to USD 55 million, up from USD 26 million in the first quarter. Net loss declined to USD 40 million from USD 61 million in the first quarter.

Kurdistan’s Ministry of Natural Resources recently announced plans to allocate monthly payments from its independent oil sales to DNO and other operators from September onwards. “We welcome regular export payments which are necessary to sustain our operations in Kurdistan,” said Bijan Mossavar-Rahmani, DNO’s Executive Chairman. “Without such payments, we will not be in a position to make further investments,” he added, “and without further investments, production from the Tawke field will decline.”

Discussions are ongoing with the Kurdistan Regional Government to allocate export revenues to DNO on a regular, predictable and ongoing basis, consistent with the company’s contractual entitlements.

DNO’s receivables from the Kurdistan Regional Government for past Tawke production approached USD 1 billion at the end of the second quarter, of which USD 829 million represented unbooked revenues for export sales and USD 118 million represented booked revenues for local sales and refined product sales.

Gross production stood at 162,422 barrels of oil equivalent per day (boepd) during the quarter, including 9,076 boepd from offshore Block 8 in Oman.

Israel said to import $1 billion in oil from Kurds

Jerusalem bought 19 million barrels in May-August, according to Financial Times; Kurds deny selling ‘directly or indirectly’ to Israel

According to the report, Israel purchased 19 million barrels of Kurdish oil, worth roughly $1 billion, between May and August of this year. The massive amount meets two-thirds of the Jewish state’s oil needs and may be a way for Jerusalem to covertly support the Kurds’ fight against the Islamic State, the report said.

“That is the equivalent of about 77 per cent of the average Israeli demand, which runs at roughly 240,000 barrels per day. More than a third of all of the northern Iraqi exports, which are shipped from Turkey’s Mediterranean port of Ceyhan, went to Israel over the period,” continued the report. Industry sources said Israel may have stored or exported some of the oil.

The Kurdistan Regional Government denied selling the oil “directly or indirectly” to Israel, but said that its main concern was funding the battle against IS and preserving the functioning of government.

“We do not care where the oil goes once we have delivered it to the traders,” a senior Kurdish government adviser in Hewlêr told the Financial Times. “Our priority is getting the cash to fund our peshmerga forces against Daesh [the Arabic term for IS] and to pay civil servants’ salaries.”

The report stressed that Israel aside, the Kurds in Iraq have exported oil to Italy, France and Greece, deepening a dispute between the Kurds and the Iraqi leadership over oil exports.

“Traders and industry analysts have suggested that Israel may be acquiring the Kurdish oil at a discounted price, though officials in the Kurdistan Regional Government deny this. Others have suggested it may be a way for Israel to funnel financial support to the Kurds,” the report speculated.

A report in February 2015 said an Iraqi Kurdish tanker, United Kalvrvta, had docked in Ashkelon with 1 million barrels of crude oil on board.

In the 1960s, Israel sent Mossad advisers to help Kurdish leader Mulla Mustafa Barzani, and to manage the Kurds’ battles against the Iraqi army.

What is concerning however is that the report suggests that some of the oil might have been resold by Israel. This doesn't necessarily mean that we sell it to Israel too cheap but it could very well be the reason as well.

Abadi, the iraqi PM apparently has assigned a shia turkmen as head of NOC according to this Source,... but the Kirkuk Governor has rejected they have received anything from Abadi and they say the NOC will no longer exist it is now called KOC, and the head will be chosen by Kirkukis this time... KRG FINANCE MINISTER: $665 MILLION DEPOSITED INTO HALK BANK ACCOUNT SINCE 2014

SULAIMANI – The Kurdistan Region’s Finance and Economic Affairs Ministry said nearly $665 million had been deposited into the government’s account at Halk Bank in 2014.

Speaking on NRT’s Tawtwe program, finance and economic affairs minister Rebaz Mohamad Abdulla said there is now $14 million at in the Kurdistan Regional Government (KRG) account in Turkey.

“The revenue for Kurdistan’s oil hasn’t been deposited into the account,” Abdulla said. “Nearly $665 million was deposited in 2014.”

Abdulla said his duty is to just transfer funds from the Halk Bank account to the finance ministry and that he was not responsible for depositing money into the account.

The minister wrapped up a trip to Turkey last week, where he was to transfer funds earned from independent oil sales and meet with officials, including Halk Bank Director-General Ali Fuat.

The KRG Council of Ministers gave authority to the Ministry of Finance and Economic Affairs in June to transfer oil money from international banks back to the region.

Abdullah said the region currently generates income from three different sales of oil: through the pipelines, through oil tankers and domestic exports, but that not all of the revenue ends up in government bank accounts.

“The Ministry of Natural Resources is aware of the process,” Abdullah said. “The revenue of oil tankers and internal fuel sales do not go to finance ministry.”

While he said 160,000 barrels of oil are exported by tankers each day, Natural Resources Minister Ashti Hawrami told NRT on August 24 that daily exports by trucks are down to approximately 20,000 barrels.

MNR SAYS OIL EXPORTS FROM KURDISTAN TO CEYHAN PORT RESTART

SULAIMANI -- Pumping of crude oil from the Kurdistan Region to Ceyhan via pipeline restarted, after thieves struck the pipeline near Urfa on Thursday, Kurdistan Region’s Ministry of Natural Resources (MNR) said.

MNR issued a statement on Saturday saying oil exports from Kurdistan Region to Ceyhan Port restarted on Friday at 03:00 pm (local time).

The flow of crude oil from Kurdistan to Ceyhan was halted on Thursday following theft from the export pipeline in southeastern Turkey.

“These treacherous acts of theft and sabotage harm the ability of Kurds across the region to fight Islamic State terrorism,” the ministry said.

KRG oil exports continued to drop in August, averaging 472,832 barrels per day (bpd) for the month – down from a 2015-high of 577,621 bpd in May.

In two press releases issued in August, the MNR said the KRG suffered combined losses of $501 million in potential revenue from oil sales between July 1 and August 17 due to “repeated attempted thefts and sabotage attacks” on pipelines carrying the region’s crude oil to Ceyhan Port in Turkey.

Fighters from the armed wing of the Kurdistan Workers’ Party (PKK) claimed responsibility for a series of attacks on the transport pipeline in late July in what were believed to be retaliatory attacks for perceived KRG complacency as Turkey resumed airstrikes on guerrilla bases inside South Kurdistan.

KRG willing to build three oil refineries

The Kurdistan Regional Government (KRG) is willing to build three new oil refineries to further enhance the refining industry in the region, the government said.

KRG’s Ministry of Natural Resources in a statement said the project would be put out to tender to companies.

The statement added that companies willing to win the projects had to submit a tender.

“The goal of the Kurdistan Regional Government is to increase the ability of refining sector for the sake of obtaining more oil products in Kurdistan Region. Therefore, Kurdistan Regional Government has put the construction and management of three oil refineries to tender,” the statement said.

KRG to increase oil export to 900,000 bpd

A Kurdish official in Kurdistan Region’s local parliament has stated that Kurdistan Regional Government (KRG) is planning to increase its oil export to 900,000 barrels per day in 4 months.

The region’s parliament oil and gas commission Deputy Leader, Delshad Shaaban, told Anadolu news agency that the region, including the province of Kirkuk, is exporting 700,000 barrels of oil per day and is seeking to increase the amount to 900,000 till the end of 2015.

He added that Hewlêr delivers, in Turkey, 150,000 barrels of oil to Iraq SOMO company per day but reiterated that the region will continue its independent oil export in the world markets as long as its financial problem with the central government in Baghdad remain unsolved.

The region’s share of 2016 budget is 11 billion dollars but it seems unlikely for Baghdad to send the money to the region.

To boost local production KRG invites bidders to build oil refineries

Hewlêr, Kurdistan Region—In a bid to increase domestic refining capacity, the Kurdish Ministry of Natural Resources (MNR) calls on interested companies in the oil refining industry to submit proposals to build three refineries in the Kurdish Region.

“In line with this objective, the KRG is issuing a call for expression of interest to invite interested companies to submit expression of interest, to Build, Own and Operate up to three refineries in the Kurdistan Region,” the MNR said in a statement Tuesday.

The objective of this plan, as explained on the MNR website, is to add 50,000 -100,000 barrel per day petroleum refinery in order to “increase the domestic capacity of local refineries in the Kurdistan Region to ensure self-sufficiency in producing petroleum products.”

The region faces shortage of fuel and other refined products for local consumption after the disruption of Iraq’s largest oil refinery in Baiji due to months of continued fighting between Iraqi forces and the Islamic State (ISIS).

According to the MNR, successful bidders will be able to “build, own and operate such refineries in the Kurdistan Region for next twenty years plus,” with the possibility of extension.

The government in Hewlêr started its independent oil sales via the Turkish pot of Ceyhan in June after months of legal and budgetary disputes with Baghdad and the falling apart of an earlier agreement.

Turkey’s Minister of Energy and Natural Resources Taner Yildiz stated in August that the KRG has exported 66 million barrels of oil since last year and is currently exporting an average of 600,000 bpd.

Gulf Petroleum says Kurdish oil reserves at least double expected amount

Gulf Keystone Petroleum said third-party estimates show recoverable oil reserves in the Kurdistan are at least twice as much as initially expected.

The company, which focuses predominately on acreage in the semiautonomous Kurdish region in KRG, said third-party surveys were conducted in the Shaikan oil basin.

"With cumulative production to date of over 15 million barrels, the company benefits from a vastly increased dataset and a far greater understanding of the reservoir," Chief Executive Officer Jon Ferrier said in a statement.

Third-party assessments show proved reserves in the Shaikan reserve area at between 198 million to 306 million barrels, 55 percent more than originally estimated. Proved plus probable reserves increased by 114 percent to as much as 639 million barrels.

The proved reserve estimate is higher than the original estimate of proved plus probable reserves for Shaikan.

The company said it now has "certainty" that it can develop the reservoir with fewer wells and less capital expense per barrel of oil produced.

"Today's announcement is a further independent endorsement of the caliber of Shaikan as a world-class field," Ferrier said.

The company in July said "market constraints" meant it had to lower its production expectations from Kurdish assets.

In early 2015, the company suspended crude oil exports through Turkey and directed sales to the local market because of a lack of payment from the Kurdish government.

Shaikan, there is my dad from. I hope the city will boom like Hewlêr suleymani kalar etc. Because we own land and a house there, which will be passed to me later on :)
