KRG willing to build three oil refineries

The Kurdistan Regional Government (KRG) is willing to build three new oil refineries to further enhance the refining industry in the region, the government said.

KRG’s Ministry of Natural Resources in a statement said the project would be put out to tender to companies.

The statement added that companies willing to win the projects had to submit a tender.

“The goal of the Kurdistan Regional Government is to increase the ability of refining sector for the sake of obtaining more oil products in Kurdistan Region. Therefore, Kurdistan Regional Government has put the construction and management of three oil refineries to tender,” the statement said.

This is a really good idea, even if oil prices drop it wont affect Kurdistan if they have refineries.

The Kirkuk governorate and the Kurdistan Regional Government (KRG) are negotiating a plan for sharing oil revenues – a deal that could prove vital to the KRG's oil strategy, while further weakening Baghdad's grasp on disputed fields.

The Players Behind the Curtain

In the past twelve years, since the regime change in Iraq, the different Iraqi factions have been in continuous struggle over claimed rights, territories, power, money, status, and different agendas, each according to their faction’s demands. Kurds have wanted to implement article 140 of the Iraqi constitution — to hold a referendum on the claimed Kurdish territories outside of Kurdistan Regional Government (KRG) control — but this has been stalled for years by the Iraqi Central Government. The Shia Baghdad government has kept persecuting the Sunnis, which has led to the welcoming of the Islamic State of Iraq and Syria into Sunni territories. The different Shia forces have been in competition with each other, occasionally fighting to gain more power according to their loyalties. Here we have to ask: are these the real reasons behind all the clashes, or are all the Iraqi factions being played like puppets?

Tuz Khormato is a town in the disputed territories: it was previously in the province of Kirkuk but was attached to Sallahudin in 1976. It is around 60 km from the city of Kirkuk, and has been a place of clashes between the mainly Shia forces, together with the Turkman population, and local Kurds. In recent weeks these tensions have escalated, with clashes between Shia paramilitaries, along with the Turkman militia, against the Kurdish Peshmarga. The acts of terrorizing the Kurdish population of the town, with assassinations and kidnappings, are all attempts to drive Kurdish residents out of the town and change its demography, as has been happening in many parts of Iraq, in particular Diyala Province, which had a majority Sunni population but where the Sunnis are now in a minority compared to the Shias. But is the conflict in Tuz Khormato just about changing the demography and control of another town which might seem insignificant to the average citizen?

The two sides that are fighting may not realize the real importance of this town. Due to a fear that the Kurds are getting more control over Kirkuk’s oil — they have already started to export it through the KRG pipeline — the hidden agenda is that, if the “Iraqi Central Government” loses Kirkuk, the real players will deploy a technique to carry on taking Kirkuk’s oil: this is the slant drilling technique, illustrated below.

Iraq invaded Kuwait because it was using slant drilling to steal Iraqi oil, and Iran is currently using the same technique on many oil fields in the south of Iraq; if the Kurds lose control of Tuz Khormato, and the next town and then the next, Kirkuk will be surrounded by pipes all around stealing the oil from underneath the city.

The Kurdish leadership has been waiting for the referendum and constitutional methods to finalize the status of the disputed areas, not yet realizing that the towns are being taken by force by the opposition parties. We hope that the Kurdish leadership will unite for the cause that hundreds of thousands of people have shed blood for, and not be played like pawns in a game of chess.

Iranian official in Hewlêr to discuss energy deal

SULAIMANI – Head of the Iran-Iraq Economic Development Headquarters Rostam Ghassemi arrived in Hewlêr on Wednesday ahead of a meeting with Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani.

Ghassemi trip to the region’s capital city, Hewlêr, is part of an effort to expand trade relations between the Kurdistan Region and neighboring Iran, particularly in the oil and gas sector.

Officials in Tehran are also keen to increase trade and travel relations with Iraq’s south.

Iranian President Hassan Rouhani recently ordered his country’s Roads and Urban Development Ministry with accelerating the construction of a project extending Iran’s railway to Iraqi city of Basra.

The project is aimed at facilitating visits by Iranian pilgrims to Iraqi holy sites and will extend from the southwestern Iranian city of Khoramashahr to the Iraqi border city of Basra, the Mehr news agency reported.

According to the report, President Rouhani issued the order during a cabinet session on Dec. 6.

About two million Iranians visited Iraqi Shia holy cities over the past two weeks to attend ceremonies marking Arbaeen.

Iranian officials are also looking to increase trade with neighboring countries and have held meetings with counterparts in Turkmenistan, Uzbekistan, Kazakhstan, Tajikistan, Turkey, and Pakistan over the past year.

South Kurdistan Plans to Supply Gas to Turkey by the End of 2016

The authorities of the Kurdish autonomous region in KRG plans to begin natural gas supplies to Turkey by the end of 2016, economic advisor for the regional government Bewar Hansi told Alsumaria TV.

"The government of South Kurdistan plans to deliver natural gas to Turkey by late 2016. The region will export annually 10 billion cubic meters of gas to Europe via Turkey. By early 2020, the supplies may be increased to 20 billion cubic meters," he said.

According to Hansi, currently the reserves in the region are estimated at nearly 45 billion cubic meters. However, according to the government, the reserves may be 5.7 trillion cubic meters.
He also said that the government plans to build a gas pipeline to Asia across Iran. Among other projects, Hansi spoke of building three new oil refineries to supply fuel to Kurdistan and throughout Iraq.

After Saddam Hussein was toppled, the South Kurdistan government took control over oil fields in the region. According to BP plc, the reserves may be 45 billion barrels, a third of the entire Iraq reserves. In July, the regional authorities announced they began exporting oil independently from the Iraqi government.

KRG Publishes Monthly Oil Export Report for November 2015

Hewlêr, Kurdistan Region, Iraq – The Kurdistan Regional Government (KRG) today publishes the monthly export report for November 2015. The KRG exported 18,023,075 barrels of crude oil (an average of 600,769 barrels per day (bpd)) in the month of November through the Kurdistan pipeline network to the port of Ceyhan in turkey.

Of this amount, fields operated by the KRG contributed 13,023,266 barrels (434,109 bpd on average), while fields operated by the North Oil Company (NOC) contributed 4,999,809 barrels (an average of 166,660 bpd), being the export contribution towards the KRG’s agreed budget for 2015.

Due to circumstances beyond the KRG’s control, during November there were 2 days of downtime for the export pipeline, caused mainly by attempts at sabotage and theft within turkey.

In November, the KRG continued to increase its direct oil sales in Ceyhan to compensate the Region for the budget shortfalls from the federal government in Baghdad.

The KRG will continue to work with its counterparts in the federal government to reach a clear and mutually beneficial understanding on all the issues related to the oil export during 2016 and normalization of the relationship over the 2016 budget. Kurdistan can provide turkey with natural gas for 100 years

Shafaq News / An expert in the natural gas field confirmed on Sunday that that Kurdistan Region could provide turkey's needs with natural gas for 100 years,

pointing out that in addition to the availability of large reserves of gas, it is of high quality.

The Dean of the Engineering Faculty in Koysanjaq University, Mohammed Hasib Zankana said in remarks to the Anatolian agency, followed by Shafaq News, that Iraq has enormous reserves of oil and natural gas, which comes in the eleventh rank globally for reserves of natural gas and the bulk of it is in Kurdistan region.

Zankan who holds a doctorate in the field of natural gas added that the statistics available from the Ministry of Natural Resources in the regional government indicate that the region has reserves of natural gas estimated at 200 trillion cubic feet, pointing out the possibility that turkey be an excellent market for this gas.

He added that turkey's needs for natural gas will rise up to 2020 trillion and 900 billion cubic feet, noting that the region has 200 trillion cubic feet and can provide the full needs of turkey for 100 years.

He explained that the current complexities in the relationship between Russia and turkey will make it last more serious to find an alternative to Russia for the supply of natural gas of the region, stressing that these reserves and proximity to turkey, can rely on it to provide this product.

Hewlêr, Tehran sign gas deal

The chief of Industry and Energy Commission in Sulaimani provincial council stated that Kurdistan Region and the Islamic Republic of Iran have signed a deal in order to transfer the Sulaimani gas into Iran.

According to Sbiey website Ghalib Muhammad stated that Kurdistan Regional Government (KRG) has inked a new deal with Iran in order to transfer its gas into the country.

He further added that the deal is an attempt to expand economic and trade ties between Tehran and Hewlêr.

Muhammad went on to say that the region can use its deals in order to save its interests in the Kurdish region.

Just a slight decrease from previous months. I also don't really see the point of increasing oil exports as it is worth just 33 american dollars per barrel and i heard for making a barrel of oil it costs 11 american dollars is that correct? that means 20-25 dolllars profit a barrel lol.

Can exporting natural gas save South Kurdistan from deeper financial crisis?

SULAIMANI, Kurdistan region ‘Iraq’,— Thanks to recent geo-political conflicts, the oil pipeline between the semi-autonomous region of South Kurdistan and the region’s neighbour, Turkey, is becoming more important than ever. And this in turn has apparently made both Turkey and South Kurdistan decide to build a gas pipeline too.

Officials from the two capitals, Ankara and Hewlêr, have been discussing building such a pipeline to bring gas from South Kurdistan to Turkey, and then from there, onto Europe, for some time.

Turkey is increasingly concerned that the Russians will stop supplying them with gas, given the latest conflicts between them after Turkey shot down a Russian fighter jet in a disputed area. And South Kurdistan continues to labour under Iraq’s financial crisis; the region desperately needs new sources of income.

The Iraqi Kurdish Ministry of Natural Resources note that their region contains around 3 percent of the world’s reserves of natural gas. If the Kirkuk region, currently under the control of Iraqi Kurdish military thanks to the security crisis, is eventually annexed to the Iraqi Kurdish region too, then that number jumps to 6 percent. Given this huge amount of natural gas and the current political and economic crises, a gas pipeline looks like an increasingly useful and lucrative project for both parties.

Iraqi Kurdish gas is of good quality and it wouldn’t cost a lot to extract it and export it because of the location, Ghalib Mohammed, the Chairman of the Committee on Industry and Energy in the province of Sulaimani, told Niqash.

If Russia does put pressure on Turkey around natural gas then Iraqi Kurdish gas is a good option, says Mohammed.

“Natural gas is present in many parts of South Kurdistan,” Mohammed says. “It starts from the Karmayan area and stretches into Makhmour and Hewlêr. But most of it – around 80 percent – is in the Sulaimani area and the Karmayan area.”

Turkey needs over 10 billion cubic meters of natural gas every year and most of it is imported from other countries.

During the Atlantic Economic Forum in October 2015, South Kurdistan’s Minister for Natural Resources, Ashti Hawrami, said that by the early 2020s, the Iraqi Kurdish region would be able to export 20 billion cubic meters of natural gas to Turkey.

Information from the Energy and Natural Resources committee in the Iraqi Kurdish Parliament indicates that the gas pipeline will begin to be built in February 2016, with the aim of connecting Iraqi Kurdish gas with the Şırnak pipeline in the Kurdish-majority areas in northern Turkey.

On its website, Turkey’s state owned crude oil and gas company, BOTAS, announced that it should have completed work on the pipeline within 270 days, after which South Kurdistan’s gas pipeline would be connected to the Turkish network.

The pipeline project is due to be completed by the end of 2017 or beginning of 2018, says Sherko Jawdat, the chairman of the Natural Resources Committee in the Iraqi Kurdish Parliament, although they don’t know the exact volumes that will be exported. “If the region works on this project with dedication, and if there is transparency about the revenues, this project would play a huge role in solving our financial crisis,” he notes.

It is also expected that the new pipeline will carry gas out of Kirkuk to Turkey.

“The local authorities in Kirkuk have agreed that they will participate in this regional project,” confirms Najat Hussein, a member of the Kirkuk provincial council’s Energy and Natural Resources Committee. “Work on the project will start soon but it is not yet clear how long the construction of a pipeline from Kirkuk will take, or when it will be completed.”

Kirkuk’s gas will be extracted from the Bai Hassan fields in the Salahaddin province, which are also under the control of the Iraqi Kurdish military, Hussein says.

However there are some issues. As the start date for the pipeline project approaches, local analysts are warning that if the regional government uses the same policy it has for oil exports, then the gas pipeline won’t help anyone. In fact it could make things worse.

“It is true that exporting gas is very important for South Kurdistan,” Mohammed Raouf, a professor of economics at the University of Sulaimani, told Niqash. “But what is even more important is the policy that will guide the project and how this policy works to serve the interests of the region’s people.”

“If there is no transparent policy on revenues for the gas pipeline then this project will only worsen the region’s economic crisis,” he argues.

KRG plans export of natural gas to Turkey, doubling by 2020

SULAIMANI — The Kurdistan Region plans to export 10 billion cubic meters (bcm) of natural gas a year to Turkey over the next two years, an official from Kurdistan’s Ministry of Natural Resources told Bloomberg on Friday (Jan. 16).

The official who spoke under condition of anonymity because he is not authorized to speak to media said the Kurdistan Regional Government (KRG) will double the natural gas exports to 20 bcm per year by the early 2020s.

He also confirmed that natural gas exports would start by the end of 2016, after the Economic Security Adviser at the KRG’s Kurdistan Protection Agency Bewar al-Khinsi said gas would be exported to Turkey by the end of 2016.

The official further said the final plans and costs for the project haven’t been concluded yet.

According to Ministry of Natural Resources, the Region could hold about 200 trillion cubic feet of natural gas reserves, around 3 percent of the world’s total deposits.

Speaking at the Atlantic Council Energy & Economic Summit in Istanbul in November 2015, KRG Minister of Natural Resources Ashti Hawrami said Hewlêr plans to export 10 billion cubic meters of natural gas to Turkey over the next two years.

“Over the next two years, we plan to export around 10 bcm of gas to Turkey, but this target may be extended to 2019,” Hawrami said.

Genel Energy Board Chairman Tony Hayward predicted that the KRG’s natural gas would be exported to Turkey within three years.

“We’ll start our gas projects before 2016 ends and we will have the opportunity to start the gas flow in two to three years,” Hayward said. “By increasing production to 10 bcm, we’ll realize the first phase of a deal with Turkey.”

Head of the Kurdistan Parliament’s Committee of Industry and Natural Resources Sherko Jawdat told Anadolu Agency in November that Kurdistan natural gas resources are enough to meet Turkish and European needs.

"Kurdish gas will reach Europe via Turkey. The Kurdish region can fill the gap created by Russia's gas cut-off to Europe," Jawdat said.

Moscow threatened to cut gas flow to Turkey as part of its economic response to Turkey's military shooting down a Russian warplane on the Syrian border on Nov. 23, 2015.

Up to 70 percent of Turkey's gas is supplied by Russia's Gazprom.

KRG to establish a board to monitor oil revenue

SULAIMANI — The Kurdistan Region’s Minister of Agriculture, Abdul Star Majid announced on Wednesday (Jan. 20), the Kurdistan Regional Government (KRG) would create a board in an attempt to monitor and handle the region’s oil revenue.

According to Majid, following a meeting held by the Council of Ministers in Hewlêr to discuss the queries of reform and financial crisis, officials decided to formulate a board to concentrate and monitor the region’s oil income.

The board formation is an effort to investigate oil sales and its revenue including providing monthly reports, bringing transparency into the process, Majid said. “In the meeting a conclusive decision over how salary would be provided didn’t take place,” he added signaling at the ongoing development stages of the process.

The Council of Ministers and the Ministry representatives plan to hold a follow-up meeting next week on Saturday (Jan. 23).

NRT reports that the board members are likely to include KRG Prime Minister Nechirvan Barzani, Minister of Agriculture, Reconstruction and Interim Minister of Transportation and Communications.

The continued global slump in oil prices has put significant pressure on the region’s economy.

As a result, Kurdish officials have repeatedly said the government does not have enough money to pay for basic services and salaries for civil employees and for Peshmerga on the frontlines in the war against IS.

The KRG has faced an economic crisis since a dispute with Baghdad in early 2014 saw its share of the Iraqi federal budget delayed. Hewlêr increased independent oil exports in an effort to make up for dwindling payments, further straining relations with the central government.

Demonstrations, boycotts, and protests have occurred throughout the region as a result of delayed payments for government employees, along with general discontent over the current state of the political and economic situation.

Kirkuk receives petrodollars from Kurdistan government

Kirkuk’s provincial government confirmed Tuesday that it has received $10 million for oil exported and sold independently by the Kurdistan Regional Government (KRG).

The payment follows a deal struck between the KRG and Kirkuk Gov. Najmaldin Karim in December, brokered with Turkish diplomatic encouragement, that functions to bind the autonomous Kurdistan region and Kurdish-led Kirkuk province even closer together, and to weaken the cash-strapped federal government’s grip on the oil-rich.

DNO receives more than $21 million for KRG oil exports

SULAIMANI – Norwegian oil and gas company DNO said in a statement on Monday that it received a $21.45 million payment from the Kurdistan Regional Government (KRG) for oil exports, as Hewlêr uses revenue from independent oil sales to cover outstanding payments for international oil companies (IOCs) operating in the region.

The DNO statement said the company had received the payment for transfers from the Tawke field located near Duhok as part of a new payment system.

“The payment, to be shared pro-rata by DNO and partner Genel Energy plc, includes USD 17.99 million toward the monthly entitlement for January exports and USD 3.46 million toward the recovery of outstanding entitlements for past deliveries,” the statement said.

DNO also reported that exports from the Tawke field reached an average 119,390 barrels per day (bpd) in January.

Genel Energy released a statement on February 5 saying the KRG had paid it and its partners $16.3 million for oil exports.

“The Taq Taq field partners have received a gross payment of $16.3 million from KRG for oil exported through the Kurdistan Region of Iraq - Turkey pipeline,” the statement read. “Genel's share of the gross Taq Taq payment is $9 million.”

Genel received a payment for January totaling $10.8 million from the Taq Taq field in Kirkuk, including an additional payment for overdue funds related to the oil field run by the company.

Kurdish officials have struggled to make regular payments to the IOCs as oil prices continue to fall.

Despite a range of crises, the KRG Ministry of Natural Resources released its January oil report last week confirming an average of 601,811 barrels per day (bpd) and a total of 18,656,131 barrels of crude oil during the month.
