Russia's Rosneft clinches gas pipeline deal with Iraq's Kurdistan LONDON, Sept 18 (Reuters) - Russian oil major Rosneft will invest in gas pipelines in Iraq’s Kurdistan, expanding its commitment to the region ahead of its independence vote to help it become a major exporter of gas to Turkey and Europe. Kurdistan has been exporting oil independently from the central government in Baghdad since 2014 and Kremlin-controlled Rosneft joined the list of buyers this year, lending the semi-autonomous region hundreds of millions of dollars in loans guaranteed by future oil sales. Now Rosneft is widening its investments to gas by agreeing to fund a natural gas pipeline in Kurdistan, Rosneft and the Kurdistan Regional Government (KRG) said on Monday. Two sources close to the deal said the investments would amount to more than $1 billion. Kurdistan is holding an independence vote on Sept. 25 as it seeks to part ways from Baghdad after years of disputes over budget revenues and the sharing of oil exports. Hewlêr, the seat of the KRG in KRG, needs money to fund the fight against Islamic state and a budget crisis caused by low oil prices. Kurdistan has relied on oil pre-finance deals to improve its fiscal position but has struggled to develop its large gas reserves, which can require more investment to develop on a longer-term scale. The arrival of Rosneft will speed up gas development, which has so far largely been driven by mid-sized companies. For Rosneft, the world’s largest publicly listed oil company by production, the deal is a major boost to its international gas ambitions. Rosneft has long sought to challenge Gazprom, Russia’s gas export monopoly, in supplying gas to Europe. For Turkey, it means the arrival of new supplies for its energy-hungry economy and the potential to become a major centre for gas supplies to Europe. The pipeline’s capacity is expected to handle up to 30 billion cubic metres (bcm) of gas exports a year, in addition to supplying domestic users. Kurdistan sits on some of the largest untapped gas deposits on Europe’s doorstep. The volumes that Rosneft wants to help Kurdistan supply to export markets are big - they represent 6 percent of total European gas demand and one-sixth of current gas export volumes by Russia - by far the largest supplier of gas to Europe. The pipeline will be constructed in 2019 for Kurdish domestic use, with exports due to begin in 2020. Rosneft has previously loaned money to Kurdistan guaranteed by future oil sales and has also agreed to help the region expand its pipeline infrastructure. Rosneft and the KRG agree on cooperation at five production blocks 18 October Rosneft and the Government of the Kurdish Autonomous Region of Iraq signed the documents required to put into force Production Sharing Agreements (PSA) with respect to five production blocks located in the Kurdish Autonomous Region. The share of Rosneft Group Subsidiaries in PSA will be 80%, the amount of payments for the projects farm-in and geological information for each of five blocks ranges from 40 mln. USD to 110 mln. USD and may total to 400 mln.USD (incl. 200 mln.USD that can be compensated by oil produced from block), the heads of terms of the agreements and the basic principles of product distribution are similar to the PSA in South Kurdistan that were signed by other international oil and gas companies. The parties agreed to implement the geological exploration program and to start pilot production as early as in 2018. In case of success, in 2021 it is planned to start full-field development of the blocks. According to conservative estimates, the total recoverable oil reserves at five blocks may be about 670 million barrels. The documents were signed in pursuance of the Investment Agreement which was concluded at the St. Petersburg International Economic Forum in 2017. Notes for editors: Rosneft and the Kurdistan Regional Government signed a series of binding agreements at the XXI St. Petersburg International Economic Forum related to widening their cooperation in exploration and production of hydrocarbons, commerce and logistics. The signed documents outlined the main terms of the project which provides for the establishment of a joint venture for the implementation of the long-term contract regarding the infrastructure project in South Kurdistan. Rosneft obtained access to the management of major regional transportation system with a throughput capacity of 700 thousand bbl per day, which is going to be expanded to level of 950 thousand bbl per day. Also, the parties committed to put into effect the Production Sharing Agreements signed during the Forum with respect to the five blocks with substantial geological potential and outlined other perspective areas of cooperation in exploration and production, including the gas industry. The signed documents have strengthened the cooperation between Rosneft and South Kurdistan, which started in February 2017 from signing a contract on crude purchase and sale in 2017-2019. The new agreements will allow us to talk about full-fledged entry of the Company in one of the most promising regions of the developing global power market with the expected recoverable reserves in the order of 45 billion bbl of oil and 5.66 trillion m3 of gas (according to the estimate of the Ministry of Natural Resources of Kurdistan Region). More oil found in the Kurdistan Dec. 4 (UPI) -- Though it's too early to make any estimate on the reserve potential, British energy company Genel said it found more oil in the Kurdish region of Iraq. Genel has a 44 percent working interest in the Taq Taq field inside Kurdish territory in KRG alongside Norwegian oil company DNO. The company said the results at the TT-29w appraisal well at the northern ridge of that field encountered oil. Genel said production started at a preliminary rate of 3,200 barrels of oil per day. "Combined with the testing results, management is optimistic for the potential of the northern flank of the Taq Taq field," the company said in a statement Monday. "However, it is too early to estimate what impact the well result will have on reserves, long-term production rates or future investment activity in the northern flank and the field as a whole." Fighting escalated in mid-October between Iraqi and Kurdish military forces, weeks after a controversial Kurdish referendum for independence. The Kurdish referendum coincided more or less with the liberation of parts of KRG from the terrorist group calling itself the Islamic State. There were reports that some of the flow of oil from KRG to a Turkish port on the Mediterranean Sea was interrupted, but there are few indications that work inside Kurdish territory was disrupted. A spokesperson for Genel said operations at the Taq Taq and separate Tawke license areas have continued uninterrupted. Rosneft confident of major investments in Kurdistan Hewlêr, Kurdistan Region (Kurdistan 24) – Rosneft will proceed with its projects in the Kurdistan Region and expressed excitement about the economic prospects of the beleaguered region despite Baghdad’s attempts to cut the Kurdish economy from the world. “In terms of South Kurdistan, we are obviously moving forward on the projects, and we are actually quite excited about that opportunity,” Pavel Fyodorov, the company’s first vice-president, told the Financial Times. “It is a manifold opportunity that has infrastructure and production components to it.” The Russian state-owned company signed the major contracts with the Kurdistan Regional Government (KRG) to develop five oil blocks in October, not long after the Sep. 25 independence referendum for the Kurdistan Region was held. Despite escalating tensions in the region, both Rosneft and Russian President Vladimir Putin affirmed their commitment to investing in the Kurdistan Region, claiming they saw “no roadblocks” to strengthening ties. “Our companies, especially Rosneft, are working in the [Kurdistan Region],” the Russian President said during his annual end-of-year press conference. “We believe this will benefit Iraq, Kurdistan, and, in particular, it benefits the Russian economy.” Earlier this month, Russian Energy Minister Alexander Novak announced on Twitter that the Government of Iraq had “no objections regarding operations by Russian oil companies” in the Kurdistan Region. The Russian giant had previously mentioned that its investments in the Region amounted to some $400 million for the development of five production blocks, a new gas pipeline, and other infrastructure projects. Rosneft reiterated the projects were proceeding as planned. “Kurdistan has, in our view, a fairly exciting economic proposition in place. INTERNATIONAL OIL COMPANIES RECEIVE $68.71 MILLION FROM KRG FOR OIL EXPORTS SULAIMANI – Gulf Keystone Petroleum received $15 million from the Kurdistan Regional Government (KRG) for crude oil export sales in September 2017. The company released a statement on Friday (January 26) regarding its gross payments for the month of September. “Gulf Keystone confirms that a gross payment of $15.0 million ($12.0 million net to GKP) has been received from the Kurdistan Regional Government for Shaikan crude oil export sales in September 2017,” the statement read. On January 22, the Norwegian oil and gas company, DNO ASA, said it had received $53.71 million from the KRG, as payment for October 2017 crude oil deliveries to the export market. “The funds will be shared by DNO and partner Genel Energy Plc in proportion to the companies' interests in the license,” the company said in a statement. The KRG has faced an economic crisis since a dispute with Baghdad in early 2014 saw its share of the Iraqi federal budget delayed. Compromise is key to Kurdistan oil recovery Relations between the Kurdistan regional government (KRG) and the central government of Iraq have been at an all-time low since the KRG’s independence referendum in September 2017. The central government imposed strict punishment measures in addition to taking control of the Kirkuk oilfields from KRG. The government of the Prime Minister Haider Al Abadi imposed a flight ban over the Kurdistan region, so no international flights can fly directly to KRG’s international airports in Hewlêr and Sulimaniyah. The relations between both capitals have been strained since 2014 over budget and oil issues, but the latest events turned the already bad relations even more sour. But there is a possibility to not only save the relations between Hewlêr and Baghdad, but also to come to a long-term and sustainable agreement. The Iraqi election is scheduled for May later this year and the United States and the international community prefer to have Mr Al Abadi re-elected instead of the much more sectarian Nuri Al Maliki, a former Iraq prime minister who is seen as the most prominent among other runners for the top post. The US is also aware that for Iraq to not totally fall apart, any new government needs the backing of the Kurds. Since the seizure of Kirkuk and its surrounding oilfields by the central government, crude production from Kirkuk has fallen from 450,000 barrels a day to around 150,000 barrels a day. Despite the decline, in January the British energy major BP signed a memorandum of understanding with the Iraqi government to ramp up production to 750,000 barrels a day. The Iraqi Oil Minister Jabbar Al Luaibi even hinted that Baghdad would build a separate pipeline that will bypass the KRG pipeline. But there are several obstacles that would be very difficult to make this feasible. First of all, if Baghdad were to build a separate pipeline it would take a minimum of two years to complete. Secondly, Kirkuk is a disputed territory and contested by both the central government and the KRG so even if the central government were to bypass the KRG, it would still be a political flashpoint for years to come without some form of revenue sharing deal. It is neither in the interest of Baghdad, the KRG or British petroleum to have the majority of Kirkuk’s production stranded. But there is an option for a revenue sharing deal that would be a win-win for both Baghdad and Hewlêr and which would also please the US who would prefer to see Mr Al Abadi re-elected with the support of the Kurds. This option would require a political deal between the KRG and Mr Al Abadi prior to the Iraqi elections. That would also need concessions from both parties. With the loss of Kirkuk and half of the revenues it generated, KRG currently controls around 350,000 bpd of crude production, including the Khurmala dome concession which was awarded to the Kurdistan focused firm KAR group in 2008 by the Iraqi ministry of oil. Khurmala is part of the Kirkuk formation but lies outside Kirkuk Governorate. KRG has been struggling to pay its public employees after Baghdad stopped paying it its share of the budget in 2014. Also, with the loss of Kirkuk fields' current 350,000 bpd output means there is not enough money to pay KRG civil servants. Furthermore KRG has stacked up billions of dollars in debts to Turkey, oil trading houses and international oil companies. So what can be done to end this stalemate? There is an option that would benefit both sides: to restart crude flow from Kirkuk and export it through the existing KRG-Ceyhan pipeline selling the oil via Iraq’s state oil marketing group SOMO. The revenue Iraq would generate from the Kirkuk export could then be used to pay KRG's civil servants. Iraq’s North Oil Company, which operates the fields in Kirkuk, could ramp up production immediately to 450,000 bpd by using the existing pipeline to Ceyhan. Furthermore the central government and the KRG could share the crude from Khurmala; Baghdad could export half of Khurmala's current production of 105,000 bpd to Ceyhan pushing total Iraqi northern exports to 500,000 bpd. The KRG, on the other hand, could use the rest of the crude from Khurmala to feed its refineries. Kurdistan based KAR could still operate Khurmala as per the agreement with the Iraqi oil ministry from 2008 but the crude would be divided between the central government and the KRG. KRG would still produce and sell the oil from the fields in the Kurdistan region independently, and thus still be committed to repaying back its debts and pay international oil companies operating in Kurdistan region - thereby freeing the central government of the debts KRG has picked up over the past couple of years. Both Baghdad and KRG would get to utilise the Kurdistan pipeline and that would drive costs of the pipeline lower. It would also give the central government and KRG leverage against Turkey, especially when it comes to water, river and dam issues. A sustainable deal with the central government would de-risk the Kurdistan oil industry and international oil companies would likely increase their investments in the industry, enabling KRG to ramp up production from fields under its control, get higher prices for its oil and better leverage with its suppliers. It would also provide cash to pay KRG salaries. In October, Rosneft bought 60 per cent of Kurdistan’s crude pipeline and committed to upgrade the pipelines capacity to 1 million barrels a day from about 350,000 now. BP owns 20 per cent in Rosneft, so a deal between KRG and the central government would be in the interest of both oil majors as well. It would also be in the interest of the US to have both its allies cooperate in the post-ISIL era. Any deal would require painful concessions and bold steps by both parties but it would stabilise a country that has gone through some extremely tough years. Russia, Iraq reach agreement on Russian investment in Kurdistan Hewlêr, Kurdistan Region (Kurdistan 24) – Russia’s Deputy Foreign Minister on Saturday said his country had reached a deal with the Iraqi government to support the work of Russian companies in the Kurdistan Region. Mikhail Bogdanov, the Russian Deputy Foreign Minister and Special Presidential Envoy for the Middle East, stated that the Iraqi government had expressed its readiness to lift restrictions affecting Russian companies due to disputes between Hewlêr and Baghdad. Russia’s Rosneft holds key to fixing South Kurdistan oil flows: sources HEWLÊR-Erbil, Iraq’s Kurdistan region,— Russian state oil company Rosneft has emerged with an important role in talks between Iraq’s government and South Kurdistan on resuming full oil exports from the semi-autonomous region, two industry sources said. The central government took charge of half of the oil fields that were under South Kurdistan’s control last October, soon after the northern region voted for independence in a referendum opposed by Baghdad. Exports, via Turkey, were halved. Prime Minister Haider al-Abadi said on Feb. 27 that an agreement had been reached at talks with the Kurdistan Regional Government (KRG), based in the city of Hewlêr, for full oil exports to resume soon. But he gave no more detail of when exports would resume and said some differences would have to be resolved later. The two sides are at odds over payment of South Kurdistan’s debts and the transfer of funds to the region from the national budget. The two industry sources, who are involved in the talks, said the KRG has told Baghdad it is ready to resume full exports and transfer the funds raised to the Iraqi government on two conditions – that some oil is kept for local refining and Baghdad pays pumping tariffs to Rosneft. The Russian oil major took over ownership of the region’s export oil and gas pipelines last year and agreed to provide it with over $2 billion in loans, but the deal is not recognized by Baghdad, which says independent Kurdish oil exports are illegal. “Hewlêr offered a quick-fix solution and has written to Baghdad but has yet to hear a final answer,” one of the sources said, requesting anonymity because the talks are not public. “In the long run, we need to agree on budget transfers and debts to find a long-lasting compromise over exports,” the source added. Rosneft declined to comment. Moscow did not oppose the referendum, which the United Sates and the European Union urged the KRG to postpone. Rosneft’s role in the talks underlines its growing international clout under chief executive Igor Sechin, an ally of President Vladimir Putin, despite Western sanctions on Russia over its role in the Ukraine conflict. Rosneft’s role was discussed by one of the company’s vice presidents, Didier Casimiro, during a visit to Baghdad in February and by Iraqi Foreign Minister Ibrahim al-Jafari in talks in Moscow last month, the industry sources said. Jafari said Iraq was not closing the door on any foreign oil company, and Iraq’s oil minister has said Baghdad has no problem with Rosneft operating in the Kurdistan region. KRG spokesman Safeen Dizayee said no “concrete agreement” was in place yet but he was hopeful Baghdad would agree to the KRG-proposed plan, which included proposals on Rosneft and local refining. He declined further comment. ELECTION FACTOR Sources in South Kurdistan say Baghdad’s takeover of half the oil fields near the Kirkuk area had cost the region nearly $3 billion in lost revenues. The KRG also says Baghdad owes it billions of dollars in unpaid transfers from the state budget. Since the fall of dictator Saddam Hussein in 2003, Kurdistan has traditionally been allocated 17 percent of the federal budget after sovereign expenses but the regional government says it has not been receiving that amount. The federal government says it stopped the transfer of funds after South Kurdistan began independent oil exports which Baghdad says are illegal. The dispute has been complicated by the 2018 budget, approved by the national parliament on Saturday in a vote boycotted by Kurdish parties. South Kurdistan’s will now receive a budget allocation after sovereign expenses which reflects its share of the Iraqi population, which Abadi says is 12.67 percent. Industry and political sources in Baghdad and Hewlêr said differences were still too big to reach a lasting deal on oil exports before Iraq holds a parliamentary election on May 12. “Hewlêr will not commit to a deal with Abadi until he gets re-elected. And Abadi doesn’t seem to be willing to commit to a deal that could weaken his position before the election,” a source involved in talks in Hewlêr told Reuters. An ally of Abadi who is taking part in the talks said: “Both sides are betting on time. We are in election season, and faces might change… But any delay in solving the Kurdistan problem is not helpful to either side.” Debts have piled up over the years as the Iraqi Kurds borrowed money from Turkey, trading houses such as Glencore and Vitol, and Rosneft to pay state salaries and develop the infrastructure of its pipelines and oilfields. Baghdad says only SOMO has the right to export Iraqi crude. “This is a massive problem. Their (the Kurds’) view is if they are to hand over exports to SOMO then the Iraqi government should take on that debt,” said the Baghdad negotiator. “Baghdad will pay salaries for oil but will not take on the KRG’s debts.” Before the independence referendum last September, South Kurdistan was hoping to raise oil exports above 1 million barrels per day from around 600,000 bpd, becoming one of the world’s fastest growing oil regions. But after Iraqi troops took control of the Kirkuk oil fields with the help of pro-Iranian militias, KRG’s exports have been running at around 300,000 bpd. Another 300,000 bpd, worth $18 million a day at current prices, are trapped under the ground. I don't know if this has been covered, but they found a new oil field somewhere between Halabja and EK (so the money will go straight to PUK corrupters) It's possible this is an old oil field but hasn't received much attention. Extraction began a week ago (mid June 2018). There's no information on how many barrels. Currently 1500 bpd. |
